BACKGROUND

The German NGO Johanniter-Unfall-Hilfe e.V. (JUH) is a non-governmental, non-profit organisation founded in 1952. The organisation is headquartered in Berlin, Germany, and is active in the field of health and social services. In Germany, Johanniter has 30,000 employees, 46,000 volunteers and around 1.2 million sponsoring members.

At international level, JUH (Johanniter International Assistance) carries out humanitarian aid and development cooperation projects in 23 countries in Africa, Asia and Latin America/Caribbean. Funding comes mainly from the European Union, the German Government and private donations.

In the LAC region, development cooperation and humanitarian aid projects are implemented through local partners.

Currently, the JUH Colombia Office is implementing a development cooperation project with the Colombian NGO CIASE (Corporation for Social and Economic Research and Action) in the Tolima department (Chaparral municipality), called: “Collective micro-enterprise initiatives and promotion of peaceful coexistence of indigenous peoples and small farmers, Tolima Department (Colombia)”. Together with the women’s organization “Red de Mujeres Chaparralunas por la Paz”, the project supports the creation of a community tourism initiative to which productive ventures are linked.

CONSULTANCY APPROACH

In accordance with the above, the JUH Colombia Office is looking for a Consulting team or a Consultant who has extensive knowledge and professional experience with international and national Safeguarding and PSEAH standards with a main focus on community tourism. The purpose of the consultancy is to strengthen the capacities and skills of the NGO CIASE and its ally, the Chaparralunas Women’s Network, through the promotion and implementation of sustainable mechanisms in order to guarantee safe tourism for travelers and community tourism providers.

The following is expected:

  1. Participatory development of a basic guideline for “safe community tourism”:
  2. Identification and description of potential risks related to security, safeguarding and PSEAH during the implementation of community tourism for both travelers and service providers.
  3. Identification of responsibilities and obligations of community tourism service providers and travelers to ensure safe community tourism, complying with current safety, safeguarding and PSEAH regulations.
  4. Development of a set of measures, strategies and good ethical practices that contribute to the protection of the rights of vulnerable groups (children, women, LGBTIQ+) and prevention of violations of current regulations.
  5. Establishment of a care route and a community complaints and response mechanism.
  6. Development and implementation of a training module on “safe community tourism” to strengthen the knowledge and good practices of the Chaparralunas Women’s Network and the NGO CIASE.
  7. Participatory design and delivery of a training module on safe tourism.
  8. Implementation of at least 3 interactive workshops lasting 2 hours (in person/virtual) in which at least 15-20 people from the local partner CIASE and the Chaparralunas Women’s Network participate.
  9. Appointment and training of focal points (1 per district).
  10. Development of information, education and communication (IEC) material on “safe community tourism” for the purposes of informing and raising awareness among a wide audience.

REQUIRED QUALIFICATIONS AND EXPERIENCE

  • Professional(s) in social sciences, politics, protection and/or human rights or related careers.
  • Demonstrated additional training in the field of PSEAH and Safeguarding and/or safe tourism.
  • Professional experience of at least three (3) years in development cooperation and humanitarian aid projects in the Latin American region and particularly in Colombia.
  • Solid knowledge of international and national safeguarding policies, norms and standards, PSEAH and/or safe community tourism.
  • Experience with community tourism initiatives and relevant institutional structures for protection and/or support of the public and private sector at the national level and/or in the Latin American region.
  • Proven experience in raising awareness and training grassroots community organizations.
  • Availability for temporary travel to the intervention area (Chaparral, Tolima).

TERMS AND CONDITIONS

Contract: Provision of Services – Consulting

Execution date: March 15 to April 30, 2025

Duration: 1 ½ months

Regional scope: Bogotá and Chaparral municipality (Dep. Tolima) in four (4) districts: La Marina, El Limón, Las Hermosas and Calarma.

SELECTION CRITERIA

Only technical and economic offers that comply with the deadline of the call and the requirements of the TDR will be evaluated, taking into account the following:

  1. Training and professional experience: 30%
  2. Professional experience in Safeguarding, PSEAH and/or safe community tourism: 30%
  3. Economic offer: 30%
  4. Interview results (if applicable): 10%
