About Anti-Poaching Coordinator
The objective of this position is the operational implementation of the Anti-Poaching strategy for the Complex of Protected Areas of the Northeast of the Central African Republic and its Functional Landscape (CAPNERCA) while maintaining good relations with the local communities, the Armed Forces of the Central African Republic, the National Police, the Gendarmerie and other security services (e.g. MUNUSCA).
Main Responsibilities:
- Provide supervision of CAPNERCA surveillance staff in anti-poaching activities;
- Ensure that LAB personnel teams comply with paramilitary discipline, human rights, legal and regulatory texts of the CAR in general and CAPNERCA in particular, in close collaboration with the FACA Liaison Officer.
- Support the aviation team
- Advise and support the BB Site Manager, the LAB Manovo Coordinator, in the recruitment and pre-selection of eco-guards;
- Carry out the various protection operations according to the priority deployment zones; Establish the planning of operations according to a frequency which takes into account the CAPNERCA Anti-Poaching Strategy;
- Ensure the operations and proper functioning of the control room
- Coordinate all activities related to the collection, encoding and analysis of SMART data and their inclusion in the readjustment of deployment plans;
- Coordinate information collection and analysis activities to guide LAB operations;
- Carry out tasks related to the preparation of protection operations and the management of evidence of illegal activities in CAPNERCA, in collaboration with the Legal Unit;
- Ensure the regular and mandatory holding of parades for surveillance personnel;
- Actively participate in the development of LAB reports to be submitted to various donors;
- Participate in weekly CAPNERCA meetings).
Qualification Requirements:
- A higher or university degree in the field of biodiversity conservation;
- Paramilitary training at a recognized academy;
- Proven mastery of the management of protection operations in protected areas and of the SMART tool;
- At least five (5) years of experience in the field of protected areas protection;
- Knowledge of legislation applicable to human rights and monitoring operations in protected areas in the CAR;
- Excellent report writing skills;
- Excellent ability to write and speak French;
- Fluency in English would be an asset;
- Mastery of the local language spoken by the eco-guards would be an additional asset;
- Proficiency in IT tools, navigation equipment and new information and communication technologies.
- Ability to pass a background check.
