Courage in Crisis peer learning: Document learning from the pilots and prior training/simulation exercises to support the delivery of additional iterations of the Courage in Crisis exercise. Utilizing learning from the two pilot iterations: • Contribute to the revision of the training content and methodology based on the evaluation of the two pilots. • Collaborate with the project team to integrate PSEA considerations into simulation design and execution. • Liaise with PSEA stakeholders including the Office of USG Saunders, Special Coordinator on improving the UN response to SEA. • Collate preparatory materials on essential protection, gender and PSEA approaches and make these available on user friendly online platforms. • Backstop the development of online modules as a compliment to the in-person methodology. • Coordinate, in collaboration with project team, the logistics for additional iterations in 2025. Support streamlined and strategic communication between Senior Management Team, and operations: Ensure engagement with operations at critical points of the deployment process (pre-deployment, check-ins, end of deployment). Engage with operations to find out how the Projects can support, beyond deployments. Standard Operating Procedures (SOPs) Development: Collaborate with the project team to create key Standard Operating Procedures (SOPs) for ongoing and upcoming deployments. Ensure that SOPs reflect best practices and improve operational efficiency. Induction Package Creation: With input from NORCAP project team support the creation of an induction package for hosting agencies to ensure thorough preparation and understanding of project requirements. Deliver materials that facilitate smooth onboarding for agency staff. Support streamlined and strategic communication between Senior Management Team and TRG: Support engagement with TRG on prioritization of countries for deployment, areas of support in current deployment and preparation for future deployments, sharing ToR, challenges flagged from operation countries are adequately addressed. Engagement with IASC members and key partners: Support Senior Management in strengthening the ties with IASC members to strengthen ownership of the Projects. Event organizing: Organize a session about the Projects at the Humanitarian Networks and Partnerships Weeks, regular donor engagement, Advisory Group meetings… Resource Mobilization Strategy: Support engagement with current and prospective donors towards funding the 2025-26 appeal (donor meetings, missions…) Communications Strategy: Assist in the development of a comprehensive communications strategy for the 2025-26 appeal. Conduct assessments and provide recommendations to maximize outreach and impact. Project Support and Linkages: Provide overall support to the ProCaP and GenCap projects, facilitating collaboration and knowledge sharing between projects. Strengthen linkages with the PSEA Cap to enhance project outcomes. Perform other duties as required

Duties and Responsibilities

The IASC ProCap and GenCap are designed to provide essential strategic and technical expertise in protection and gender equality. The projects deploy P5 Senior Protection and Gender Advisors as independent, inter-agency resources to support humanitarian leadership, including Humanitarian Coordinators (HCs) and Humanitarian Country Teams (HCTs), as well as the broader humanitarian community. The IASC projects are an SDC- with unique, earmarked funding from donors; and are run jointly by OCHA and NorCap. The Projects redesign is centered on three key pillars: in-country deployments of senior advisors, capacity building and influencing policy at global and strategic levels. The Projects have developed an immersive professional development exercise for pooled Resident Coordinators, sitting Resident Coordinators and Humanitarian Coordinators that prepares them for courageous, critical decision making in time of crisis with the lenses of protection, gender equality and PSEA principles. To date, the projects have delivered the bespoke exercise twice: one for RC Pipeline members and the second for sitting RCs. In January 2025, the Swiss have indicated interest in additional multi-year funding for additional iterations of the exercise. The projects’ team is looking to hire a Project Management Consultant for 10 months who is to provide essential support to the Projects on critical pillars of delivery including 1- Capacity Building & Knowledge Management – Contribute to the institutionalization of bespoke training modules for the Courage in Crisis exercise. 2- Stakeholder Engagement & Communication – Facilitating collaboration between humanitarian actors, donors, and partners to ensure alignment and information flow. 3- Process Optimization & Standardization – Developing clear workflows, guidelines, and best practices to enhance efficiency and reduce operational bottlenecks. The consultant will support engagement with operations, IASC members and donor partners. The consultant will support the roll out of the Courage in Crisis peer learning and where feasible, strengthening linkages to the PSEA Cap.

Qualifications/special skills

Advanced university degree in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field is required. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree Experience and knowledge of project management within the IASC structures to enable coordination with field teams and partners to ensure smooth project execution is required. Experience in stakeholder engagement, including the development of Standard Operating Procedures (SOPs) to simplify complex interagency project management processes, demonstrating the ability to communicate complex information clearly and effectively is required. Experience in analysis and writing to convey complex issues clearly and persuasively to diverse audiences, including senior leadership, donors, and stakeholders, through reports, analyses, one-page summaries, and donor dialogue materials is required. Experience in developing, leading, and delivering simulations and training sessions on Gender, Protection, and Protection from Sexual Exploitation and Abuse (PSEA) for diverse stakeholders at various levels, including senior leadership is required. Experience in supporting engagement with senior leadership in field offices to track project progress is required. Experience in interagency and multi-partner project deployment mechanisms is required. Experience in knowledge of the IASC ProCap and GenCap projects is desirable Experience in working with PSEA Cap is desirable. Experience in developing induction packages for hosting agencies is desirable. Experience in planning and organizing donor dialogues, leading multi-lateral and multi-partner events, and coordinating international conferences on Gender, Protection, and PSEA with diverse stakeholders, including UN agencies, donors, and senior UN leadership is desirable.

Languages

French and English are the working languages of the United Nations Secretariat. For the position, fluency in English and French (written and oral) is required. Knowledge of Spanish or other UN languages desirable.
