Who We Are
Girl Effect is an international non-profit dedicated to addressing challenges faced by adolescent girls and youth in Ethiopia. Operating in the country since 2013, the organization leverages Social and Behavior Change Communication (SBCC) strategies, combining media and on-the-ground interventions to tackle various societal issues and empower young people. Girl Effect Ethiopia created the youth brand Yegna in 2014 since then has reached over 10 million people through multiple products, outreach programs, girl networks, and research pieces done all for the betterment of adolescent lives.
We create safe spaces for girls, sharing facts and answering questions about health, nutrition, education, relationships, etc. And we use innovative technology so we can reach girls at scale. We arm girls with the skills to negotiate and redefine what they are told is possible, so every girl can choose to be in control of her body, her health, her learning and her livelihood.
When a girl unlocks her power to make different choices that change her life, it inspires others to do so too. She starts a ripple effect that impacts her family, community, and country.

Background
Girl Effect aims to address the challenges faced by young people in accessing sustainable livelihoods and entrepreneurial opportunities across Ethiopia. In many regions, youth face high unemployment rates, limited access to resources, and a lack of knowledge about viable business opportunities. Girl Effect seeks to empower young people by building their skills, fostering entrepreneurship, and supporting the establishment of profitable businesses.
This consultancy is a crucial part of Girl Effect’s efforts to provide a platform for students interested in entrepreneurship to collaborate, share ideas, and participate in entrepreneurial activities. The curriculum will guide young school students in creating an enabling environment for entrepreneurship and leadership skill development.
To foster a mindset shift at an early age, Girl Effect envisions encouraging young students to think about and explore the entrepreneurial route early on.
Objective
The objective of this consultancy is to support Girl Effect in fostering youth entrepreneurship and economic growth by:
Developing a Structured Entrepreneurship Training Curriculum
- A well-structured entrepreneurship training curriculum is essential to equip young learners with the necessary skills and knowledge to succeed in business. The curriculum should define clear learning objectives and expected competencies for age groups (14-19, High school students), ensuring that students gain relevant and age-appropriate entrepreneurial skills.
- Comprehensive training modules should be designed to cover key topics such as business idea generation, financial literacy, market analysis, business planning, and leadership skills. These modules will provide students with a strong foundation in entrepreneurship and prepare them for real-world business challenges.
- To enhance engagement and effectiveness, interactive learning methods should be incorporated, including case studies, simulations, group projects, and hands-on activities. These methods will allow students to apply their knowledge in practical settings, fostering deeper understanding and skill development.
- The curriculum should be designed to run for 26 weeks with each session lasting an hour.
Designing a Guideline to Establish a Functional and Sustainable Entrepreneurship Club Model
- Develop entrepreneurship club governance structures to run the school entrepreneurship curriculum.
- An engaging activity plan should be developed, incorporating business simulations, pitch competitions, mentorship sessions, and networking opportunities with successful entrepreneurs. These activities will provide students with real-world exposure and hands-on entrepreneurial experience.
- Student-led initiatives such as mini-business projects, market days, and innovation challenges should be included. These initiatives will allow students to apply their entrepreneurial knowledge in practice, fostering creativity and problem-solving abilities.
- Collaboration with local businesses and industry experts should be promoted to support students in developing their entrepreneurial skills and gaining valuable insights into real-world business operations. Partnerships with professionals will provide mentorship, guidance, and networking opportunities.
- Financial literacy training and discussions on business ethics should be integrated into club activities. This will ensure that students gain a well-rounded understanding of entrepreneurship, including responsible financial management and ethical decision-making.
- A monitoring and evaluation mechanism should be established to track club activities, student engagement, and the overall impact of the club on entrepreneurial learning. Regular assessments and feedback will help improve the effectiveness and sustainability of the club.
Enhancing Students’ Entrepreneurial Skills, Financial Literacy, Creativity, and Problem-Solving Abilities
- Entrepreneurial skills development should be enhanced through hands-on activities that simulate real-world business challenges. These activities will provide students with practical experience in problem-solving and business decision-making.
- Budgeting and financial planning exercises should be introduced to strengthen students’ financial literacy. Understanding financial concepts such as savings, investments, and cost management will be crucial for their future entrepreneurial endeavors.
- Innovation should be encouraged through ideation workshops and creative problem-solving tasks. These activities will help students develop the ability to think critically, generate business ideas, and find innovative solutions to challenges.
- Analytical thinking skills should be developed by engaging students in market research and feasibility studies. Understanding market trends, consumer behavior, and business viability will equip students with the knowledge needed for informed decision-making.
- Resilience and adaptability should be fostered through exposure to entrepreneurial case studies and role-playing activities. Learning from real-life success stories and challenges will help students build the mindset needed to navigate uncertainties in business.
Promoting Business-Oriented Thinking and Leadership Among Young Learners
- Students should be encouraged to develop problem-solving skills and innovative thinking through entrepreneurship challenges and competitions. These activities will stimulate creativity and prepare students to tackle real-world business problems.
- Leadership training sessions should be introduced to equip students with essential managerial and decision-making skills. Effective leadership is crucial for running a business successfully and fostering teamwork.
- Teamwork and collaboration should be fostered through group projects and business simulations. Working in teams will help students develop interpersonal skills, share ideas, and collaborate on business initiatives.
- Students should be encouraged to take initiative and responsibility in managing entrepreneurship club activities and real-world business initiatives. By taking leadership roles, students will gain hands-on experience in business management, decision-making, and strategic planning.
The overall objective is to equip young learners with entrepreneurial skills, financial literacy, creativity, and leadership capabilities by developing a structured entrepreneurship training curriculum and establishing a sustainable entrepreneurship club model, fostering innovation, problem-solving, and real-world business experience.
What You’ll Do
The Consultant/Consulting Firm will undertake the following key activities:
- Develop a Structured School Entrepreneurship Club Training Curriculum
- Training Curriculum
- Design a structured curriculum that includes theoretical and practical entrepreneurship training modules.
- Develop instructional materials, lesson plans, and training manuals for teachers and facilitators.
- Design training for teachers and club facilitators on curriculum delivery and club management.
- Define learning objectives and expected competencies for age groups (14-18, high school age students).
- Design comprehensive training modules covering key topics such as business idea generation, financial literacy, market analysis, business planning, and leadership skills etc..
- Integrate interactive learning methods, including real-life stories, case studies, simulations, group projects, and hands-on activities.
- The curriculum should include activities that will help foster collaboration with local businesses and industry experts to provide students with practical entrepreneurial insights.
- Integrate financial literacy training and business ethics discussions into club activities.
- Ensure gender inclusivity and accessibility for all students in the program design.
- Enhance Students’ Entrepreneurial Skills, Financial Literacy, Creativity, and Problem-Solving Abilities
- Design hands-on activities that simulate real-world business challenges.
- Introduce budgeting and financial planning exercises to strengthen financial literacy.

Expected Deliverables
The Consultant is expected to provide the following deliverables:
1. Inception Report
- A detailed work plan, including the methodology, tools, and timelines for conducting and developing the school entrepreneurship curriculum
- Outline of the curriculum development process and stakeholder engagement strategy.
- Submission timeline: Within two weeks of the start date.
2. Structured Entrepreneurship Training Curriculum
- A comprehensive, high school age (14-18)-appropriate entrepreneurship training curriculum with clearly defined learning objectives and competencies.
- Detailed training modules covering topics such as business idea generation, financial literacy, market analysis, business planning, and leadership.
- A set of interactive learning materials including case studies, simulations, group projects, and hands-on activities.
- A series of hands-on business challenges and real-world simulations to develop entrepreneurial skills.
- Financial literacy materials, including budgeting and financial planning exercises.
- Design of group ideation exercises, creative problem-solving tasks, and market research activities.
- Resilience-building activities through case studies and role-playing, along with group presentations on their collaboration exercises with local businesses.
- Submission timeline: Within 45 days of the start date.
3. Entrepreneurship Club Model that will be part of the curriculum
- A clear framework for the entrepreneurship club, including objectives, governance structures, and membership criteria.
- An engaging club activity plan with business simulations, pitch competitions, mentorship sessions, and networking opportunities with entrepreneurs.
- Formats for documentation of student-led initiatives such as mini-business project templates.
- Individual and group activities that will allow students to collaborate with local businesses and industry experts, along with integrated financial literacy and business ethics content.
- A monitoring and evaluation report tracking club activities, student engagement, and overall impact on entrepreneurial learning.
- Submission timeline: Within 15 days of the start date.
Expected Commitment
- Duration: April 20, 2025 – June 04, 2025.
- Consultant/Firm will commit to full delivery of all deliverables within the specified timeframe.
- The total duration of the assignment is a maximum of 45 days starting from the signing of the contract by both parties.
- The inception report is expected to be submitted within two weeks after the contracting agreement is finalized.
- The consultant is required to prepare a detailed work plan as part of the inception report.
- The consultant is expected to deliver the final curriculum, including the listed deliverables, within 1 month and 15 days.
Location
The consultant must be based in Ethiopia and have extensive experience in the country. The Assignment will be carried out in Ethiopia.
Management
The consultant will have a primary point of contact within our Ethiopia Programs team. The language of the materials and reports shall be English. The contract supervisor shall approve all deliverables submitted before any payment is made.

Proposal Submission
Interested consultants/firms should include the following in their proposal (Max 10 pages):
- A detailed technical proposal outlining the methodology, tools, and approach for the assessment.
- Credentials/Profile/CV – Please showcase any previous work (including examples of youth entrepreneurship, economic growth and youth-focused projects), that you consider relevant to what we are trying to achieve, how we approach our work, and the audience we cater to. Describe the qualifications, experience, and capabilities of the firm or consultant in providing the requested services.
- Reference- Provide at least three references for similar contracts with a description of the service provided, the value of the contract, and the contract periods of performance.
- A timeline/work plan for the completion of activities and deliverables.
- Breakdown of Costs with applicable taxes and other charges clearly identified in ETB. Consultants should provide their daily or hourly billing rate or their proposed fixed fee for the requested deliverables.
- All applicable taxes should be quoted separately;
In their proposal, the bidder must demonstrate an understanding of the requirements described in the RFP and demonstrate how the bidder will meet the requirements of the evaluation criteria.
GE is not liable for any cost incurred during the award/contract preparation, submission, or negotiation of the award/contract. All submitted documentation and/or materials shall become and remain the property of GE.
VALIDITY of the proposal shall be for 90 days from the date of bid closure.
Evaluation Criteria
Proposals will be evaluated based on the following criteria:
- Technical Approach (40%):
- Feasibility and clarity of the methodology.
- Demonstrated understanding of the assignment objectives.
- Relevant Experience (30%):
- Previous work on similar assignments.
- Experience in youth-focused initiatives and entrepreneurship projects.
- Team Composition (10%):
- Qualifications and experience of team members.
- Financial Proposal (20%):
- Cost-effectiveness and alignment with the proposed work plan.
