Malteser International is the humanitarian assistance department of the Sovereign Order of Malta. Within the framework of the project “Mental Health and Psycho-Social support to people affected by the conflict in Eastern Ukraine” funded by the federal Foreign Office, Malteser International (MI) has been active through three local partners since 2015. The current project phase started in April 2021 with the key objective of “improvement of the psychological condition of those affected by the Ukraine conflict – measurable according to standard psychological procedures “.
In order to evaluate the relevance/appropriateness, effectiveness/impact, efficiency, and connectivity/sustainability of the mental health project in Kiev, Ukraine, Malteser International is are looking for a
Consultant for external mid-term evaluation and partner strategy workshop (m/f/d)
The evaluation and workshop consultant should adopt a participatory approach with consultative methods.
Responsibilities:
- Conduct the project evaluation following the DAC criteria of relevance/appropriateness, effectiveness/impact, efficiency, and connectivity/sustainability of the mental health project and gain valuable lessons learnt
- Deliver a strategy workshop including for the partner organizations and develop scenario planning (exit strategies) as well as defining possib-le areas of future cooperation between the partner organizations and possible MI involvement
Qualifications:
- Experience in conducting evaluations specifically of MHPSS projects
- Prior knowledge of participatory approaches and workshop facilitation
- Extensive experience in cooperation with humanitarian organizations
- Empirical research skills
- Experience working in Ukraine
- Fluency in English and /or German
- Fluency in Ukrainian of advantage
- Existing COVID-19 immunization beneficial
Conditions:
- Duty Station: Kiev, Ukraine
- Timeframe: September 2021 – November 2021 with a total nr of 18 working days
