Belize Country Director At RET International

Primary Location

The Country Director (CD) Belize is based in Belize City with frequent missions to the field, and also occasional international travel, as required.

Reporting Line

Under the overall leadership of the Vice President-Americas Bureau, the Belize Country Director reports to the Director of Operations.

S/he also works in close coordination with the Strategic Planning & Technical Director on specific topics under his/her responsibility.

General Responsibilities

  • To direct, manage and administer the full implementation of plans, strategies, write project proposals processes, programs and projects and the overall organization’s operations in the country;
  • To ensure full compliance with the RET’s Code of Conduct and RET’s PSEA and all Policies and Procedures Manuals;
  • To contribute to and implement RET’s strategy in a timely, effective and efficient manner;
  • To ensure full compliance in line with internal RET and donor audits and evaluations requirements and recommendations (technical, strategic, programmatic and financial).
  • To build a strong staff team;

Specific Responsibilities

  • To direct and manage the RET office(s) in Belize.
  • To represent and build/strengthen relationships with donors, embassies, multilateral actors, private sector, UN agencies and other national and local strategic partners and donors;
  • To represent RET before national and local entities related to RET country operation;
  • To coordinate, harmonise and link the work with the implementing partners when applicable;
  • To follow the relevant trends in the country, ensuring timely needs assessment and risk analysis updates;
  • To identify and present new partnerships and funding opportunities to Americas Bureau, and pursue them as required.
  • To write project proposals (narrative and financial) to address the identified needs according to the institutional procedures.
  • To guarantee the efficient programmatic, technical, administrative and financial implementation of RET programmes and projects in the country in line with the respective project management tools: work plan, M&E plan, budget, procurement plan, security plan, communication plan, among others, and the internal RET and donor policies and procedures;
  • To coordinate activities among the local staff and field staff to ensure that programmatic, technical, monitoring and financial tools and activities are harmonised;
  • To be responsible for recruitment, performance management and staff’s development and ensure compliance with local labour laws and RET’s HR Policy and Procedures. This will include ensuring that all staff members have performance objectives and are managed according to performance and also all of them are provided with the necessary tools, resources and information to fulfil their assigned responsibilities.
  • To ensure a positive work environment in compliance with RET’s Core Values, Code of Conduct and PSEA.
  • To follow up budget expenditures and disbursements, and review the financial data before submitting monthly information to Americas Bureau as well as providing quarterly projected expenditures;
  • To produce quality and timely technical, programmatic and financial internal and donor reports, ensuring the flow of information between field operations and the Americas Bureau.
  • To ensure the full compliance with the communications plan and facilitate the access to timely and relevant information.
  • In coordination with the Americas Bureau, oversee the development, dissemination and improvement of RET technical materials.

· To ensure the project monitoring and evaluation in strict adherence with internal RET and donor policies and procedures; and ensuring the full compliance with KPI requirements and recommendations.

  • To update and disseminate the Safety & Security plan information and implement appropriate security responses to crisis, in coordination with Americas Bureau and national UN established security systems;
  • Organize field visits of the Americas Bureau and other HQ Staff and occasionally other visitors.
  • To perform other duties as assigned by the Americas Bureau Directors.

In addition, like all RET Staff

  • To work as a team member to achieve RET’s global goals;
  • To manage in a transparent way RET’s resources, fulfilling effectively and efficiently the tasks entrusted;
  • To propose, timely and constructively, alternative solutions to problems that arise in the work area.

Qualifications and Requirements**

  • Master’s Degree in Social/Political Science, Development or International Studies.
  • A minimum of ten (10) years of experience with the UN Agencies, Inter-agency humanitarian coordination, NGOs and other organizations, specifically in contexts of crisis and violence and the humanitarian response settings; a minimum of five (5) years’ experience managing large teams and country programs.
  • Experience in human trafficking, migration, education, protection, gender, diversity, community-based and human rights approaches and work with vulnerable populations.
  • Experience writing project proposals, developing and implementing project objectives, indicators and budgets.
  • Experience in representation and negotiation in multi-stakeholder contexts

· Experience overseeing procurement and logistics procedures and budget and accounting software is a plus.

  • Oral and written fluency in English. Fluency in Spanish is an asset.
  • Proficiency in Office 365 (Word, Excel, PowerPoint, Project, Outlook).
  • Excellent strategic thinking and problem-solving skills; a flexible, creative and collaborative working style.
  • Flexibility to manage different tasks effectively and willingness to put in extra hours when required.
  • Ability to travel throughout Belize and internationally, as required.
  • Available immediately.
