Overview

Background

PSI is growing its malaria portfolio in Mozambique, including an upcoming project that will be implemented in Sofala and Nampula provinces, and several new business opportunities it will pursue in the malaria sector. PSI Mozambique is seeking a malaria technical expert to lead work on the development of a landscaping exercise that will inform PSI’s response to upcoming opportunities and future implementation.

The USAID/Mozambique Mission has released RFIs for upcoming bids on Social and Behavior Change (SBC) MALARIA Program, and Malaria Capacity Strengthening (MCAPS) in Mozambique. PSI is currently gathering relevant information about the malaria sector in Mozambique, as well as potential sources and suppliers, to inform the design of a new aid activity to support the development of malaria interventions in Mozambique. Responses to the SBC Malaria RFA and the upcoming MCAPS RFI/RFA will assist the Mission in drawing up the activity project description for a request of proposals (RFP) to be also issued; thus, the response to the RFIs will ensure alignment among the projected activity objectives, demonstrate PSI capabilities, and outline the market context and potential partners.

The information to be gathered by the consultant will respond the below key areas:

  1. Prevention and treatment interventions to reduce malaria-related mortality and morbidity
  2. Overview of the national malaria response and coordination
  3. Identification of gaps within the national malaria response

Responsibilities

Level of Effort (LoE)

The consultant is expected to provide an overall LoE of 10 (ten) days during the period of August 16- September 16, 2021 with the possibility of an extension depending on bid timing and decisions.

Work to be Performed

Output 1: Prevention and treatment interventions to reduce malaria-related morbidity and mortality.

  • Identify existing national guidelines, policies, and strategies, and other context-specific documentation that is relevant to future RFI or RFP questions.
  • Assess availability of guidelines, policies, and strategies at point of care, if necessary.
  • Identify training needs for health and community workers.
  • Identify effective follow-up mechanisms and models to ensure high quality implementation of field interventions.
  • Conduct a desk review of relevant research, academic literature, and other global resources that could inform future malaria work in Mozambique.”
  • Conduct a review of the past performance of past/current malaria projects in Mozambique.
  • Recommend strategies for integrating a client-centered approach in the national malaria response.

Output 2: Overview of the national malaria response and coordination.

  • Conduct a mapping of key malaria stakeholders at the national, provincial, and district levels.
  • Provide an overview of how the national response coordination and management is done.
  • Assess the efficacy and functioning of existing malaria technical working groups.

Output 3 Identification of gaps of within the national malaria response.

  • Identify existing gaps across the national malaria response, including implementation, quality assurance, follow-up and evaluation mechanisms, human resources and capacity, etc.
  • Collaborate with the PSI Institutional Fundraising focal point and the PSI global malaria team to identify innovations in the malaria sector and global best practices that could be relevant/applied to the Mozambique response.**Qualifications**

Consultant Qualifications

  • Public health expertise on – Malaria
  • At least 10 years’ experience working in malaria-endemic countries, proven experience with design, implementation, monitoring and evaluation of malaria program.
  • Experience working with/strong knowledge of the Mozambique National Malaria program.
  • Excellent writing skills.
  • Working proficiency in Portuguese is required
