Protection Manager (National position) At INTERSOS

Job Title : Protection Manager

Reports to : Programs & Operations Manager (Line Manager) & Protection Coordinator (Technical Referent)

Duty Station : T5 and Akkar (Hrar and other areas)

Position Type : Full Time

Contract Duration: 9.5 months (From 16/08/2021 till 31/05/2022)

Salary: 2348 USD

Job Purpose:

Lead, coordinate and support the implementation of project-related protection activities in Akkar and T5, in particular the delivery of gender-based violence (GBV) prevention and response activities, the provision of group and individual psychosocial support activities and community outreach and sensitization on issues of GBV and gender equity.

In close collaboration with the Program & Operations Manager and Protection Coordinator, define and plan project objectives and priorities, identifying protection needs, analysing context and humanitarian issues at stake, risks and constraints and calculating human and financial needs.

Generic Duties:

Project Implementation and Development:

  1. Develop and/or contextualize protection-related tools and mechanisms to support and improve the quality of project implementation; ensure that activities are captured and accurately reflected in monitoring and evaluation; and expected project goals are achieved.
  2. Follow up on day-to-day management of the field team and ensure the implementation of the project activities according to plan.
  3. In close coordination with Programs and operation manager, develop detailed implementation plan and update it on regular basis.
  4. Monitor and where necessary build staff capacity on protection-related tasks, tools and processes throughout project implementation
  5. Organize regular meetings with the project team and implementing staff to prepare, manage and regularly update the protection project activities work plan and related financial plan, ensuring timely and quality implementation in compliance with the defined project strategy as well as INTERSOS and donor guidelines;
  6. Ensure project staff maintain up-to-date mapping of the service providers and referral pathways operating in the area and take proactive steps to remain informed about and seek feedback from the available services in the target areas.
  7. Ensure smooth communication and coordination with project counterparts in INTERSOS’ south base to harmonize approaches and methodologies of response, share challenges and best practices and promote consistency in project implementation;
  8. Promote age, gender and diversity-sensitive approaches in the project activities, support project staff to safely identify, reach and support those most vulnerable to GBV within the community and ensure protection is mainstreamed throughout and across project implementation.

Coordination & Representation:

  1. Represent INTERSOS within areas limited to the project of concern and proactively participate in relevant technical coordination meetings and working groups. In close consultation with the Program & Operations Manager and Protection Coordinator, develop institutional contacts with local stakeholders at project’s level (civil society, local authorities, NGOs, non-state actors, UN agencies and donors etc.) in order to obtain all information and agreements necessary to integrate INTERSOS’s programmes in the local context and improve local acceptance of the organization.
  2. Develop and maintain effective and collaborative working relationship with project partner organisation in the north for the delivery of activities including in particular community-based awareness-raising and support sessions.
  3. Proactively participate in protection and relevant INTERSOS coordination meeting at the national, regional and district level.

Case Management Monitoring:

1. Provide overall supervision and support to the senior case worker to ensure that case management activities align with GBV case management principles and that minimum standards are adhered to including in data storage.

2. Ensure that the internal Standard Operating Procedures (SOPs) on case management are applied, and necessary updates and revisions are discussed with the Protection Coordinator.

3. As part of case auditing and monitoring, conduct on a monthly basis spot checks on the online Case Management platform including physical files and a review of a sample of cases to evaluate the quality of service provision

4. Advise Senior Case Worker and case workers as needed on complex cases.

5. In coordination with the Senior Case Worker, ensure the correct functioning of the GBVIMS including that GBVIMS Sheets from the team are received and reviewed, that feedback is provided to improve quality and that the finalized versions are sent to the GBVIMS focal point on a monthly basis

6. Review and approve Cash for Rent and Emergency Cash Assistance, ensuring assessments and decisions comply with relevant internal SOPs, and that full documentation and tracking of disbursements is maintained.

PSS and Prevention Activities Monitoring:

  1. Supervise the team of social workers and psychologists and ensure that community awareness and capacity-building sessions, campaigns and PSS activities are carried out in accordance with project guidelines
  2. Ensure that protection principles and minimum standards are understood, maintained and upheld in all outreach and PSS activities whether individual counselling or emotional support groups.
  3. Monitor daily activities and provide support and advice on the inclusion/enhancing of messaging within curricula on GBV and gender equity.
  4. Ensure Social workers and psychologists staff are trained in and act in accordance with Interagency SOPs for GBV Prevention and Response
  5. Ensure information on attendance and participant satisfaction is gathered for project monitoring and analyzed to inform program development

CP and PSEA/GBV policies:

1. Ensure that all relevant staff and community volunteers are trained on PSEA and CP Policy and that all partner organisations are familiar with the INTERSOS mandate and that basic humanitarian principles are understood.

Capacity-Building:

1. In coordination with Senior case worker and Protection Coordinator, identify individual GBV/CP and Case Management training needs and ensuring access to training and professional development opportunities appropriate to the skill gaps and needs.

2. Ensure Social workers and psychologists are adequately trained in the relevant PSS and emotional support group curricula and in related soft skills including communication with the affected population

3. Work with project counterparts in the south to identify and realize opportunities for inter-base trainings and sharing of best practices.

Monitoring & Reporting:

1. Provide timely and high-quality reports when required on the project’s evolution and propose amendments if needed.

2. Produce, in close cooperation with Programs and operation manager, monthly, quarterly and donor reports as per schedule and agreed template

3. Undertake field visits to provide technical guidance and supervision as well as regularly monitoring of the progress of the protection project activities.

4. Evaluate and analyses protection-related activities of project in coordination with Program Manager to provide adequate and quality response.

5. Maintain regular and positive collaboration with the colleagues to harmonize approaches and methodologies of response, share challenges and best practices and ensure that protection is mainstreamed into the other sectors of intervention.

6. Ensure project staff are trained and able to use relevant information management systems including RIMS, KNACK

7. Produce analytical reports for GBV case management using case management platform and GBVIMS data analysis.

Human Resources:

  1. Support in recruitment and selection of the protection project national staff**.**
  2. Train protection national staff on protection key principles and protection-related issues, the guiding principles underlying the response approach.
  3. Train all protection project national staff on GBV key principles and when needed other protection related issues such as: Legal assistance, Child protection and Protection monitoring
  4. Support, coordinate and supervise the protection project national staff and evaluate their performance, especially from the technical point of view.

Requirements

Education:

  • University Degree in Social work, Psychology, refugee studies or equivalent.

Competencies: (Knowledge, Skills & Abilities)

Professional Competencies:

  • Minimum 5 years of relevant experience in protection with at least two years in GBV-focused programming.
  • Demonstrated ability to work within humanitarian context.
  • Demonstrated experience of capacity-building staff and/or community members, ideally in protection or gender-related topics
  • MS proficiency (Word, Excel)
  • Excellent analytical and Reporting skills
  • Demonstrated experience in managing team.
