ABOUT THE ROLE

The Transparency International Secretariat is currently seeking a very dynamic and flexible individual that can fulfil two sets of tasks within the Africa region in the Global Movement Team: dedication as Africa Regional Advocacy Coordinator focusing on the Rallying Efforts to Accelerate Progress (REAP) project and part of the time responsible for the day-to-day and ongoing work portfolio of countries and national chapters in Southern Africa.

The Rallying Efforts to Accelerate Progress (REAP) – Africa Inequalities Initiative aims at generating greater evidence on the impact of illicit financial flows and tax evasion and avoidance across the region; identifying key destination countries where international cooperation should be strengthened; exposing inadequacies in legal and institutional frameworks, and raising awareness of citizens and the private sector on the impact of illicit financial flows and tax abuse, amongst others.

The Southern Africa portfolio work implies keeping informed of relevant political and social events in the subregion and fostering dialogue with national chapters, supporting their institutional capacity strengthening, national level advocacy efforts and integration in the TI Movement (11 countries, 7 Chapters).

OVERVIEW OF KEY DIMENSIONS

Role Purpose: The Africa Regional Advocacy Coordinator implements activities and new initiatives aimed at strengthening TI’s presence, reputation and impact in the SSA region specificaly related to the Rallying Efforts to Accelerate Progress (REAP) project. The Africa Regional Advocacy Coordinator also supports National Chapters’ work at national level, monitors political developments and reputational risks, coordinates capacity development interventions, and helps to ensure implementation of the TI global strategy, accreditation process and governance principles in the Southern Africa region.

Salary Band: salary according to TI-S internal salary structure; for this position corresponding to band PF2 a salary starting EUR 40,000.00 gross per year depending on relevant experience

Starting Date: as soon as possible

Contract Duration: Currently we can offer an employment contract limited for a duration of 2 years. There is a prospect of extension subject to organisational need continuing, performance proven and funding confirmed and there is interest in a stable and long-term cooperation.

MAIN ACCOUNTABILITIES OF THE ROLE

Based in the Global Movement Team and reporting to the Head of Global Movement, the Africa Regional Advocacy Coordinator will:

  • Coordinate the work and information flow between relevant teams of the TI-Secretariat and respective chapters in the region
  • Support aspects of governance, capacity development, knowledge exchange, etc.
  • Develop and implement advocacy strategy to put illicit financial flows, tax evasion and tax avoidance on the regional agenda
  • Develop advocacy tools and trainings to help chapters/partners on issues related to illicit financial flows, tax evasion and tax avoidance
  • Ensure evidence and case studies are effectively used for advocacy and awareness raising
  • Liaise with global advocacy and regional advisors to ensure alignment and engagement in global and regional opportunities
  • Stay abreast of the political situation and anti-corruption developments in the region to provide timely information to internal stakeholders; keep abreast of regional and governmental affairs and passage of relevant legislations
  • Identify advocacy opportunities at relevant regional fora and events
  • Represent the organisation at relevant fora as needed; build relationships and form alliances with external counterparts, communities of practice and stakeholders
  • Coordinate institutional meetings and events, including preparing documentation before and after events
  • Conduct supporting research relating to the work area of illicit financial flows, tax evasion and tax avoidance and respond to requests from internal and external stakeholders
  • Support the design and implementation of regional strategies as well as support the mainstreaming of the Movement strategy in the region
  • Contribute to the overall functioning of the team by providing proactive and ad hoc support where necessary

CANDIDATE PROFILE

In order to succeed in this role, candidates will need to meet the following:

  • University degree or professional qualification in social science, public policy or administration, journalism, international law, management, economics or another relevant field
  • 5+ years of relevant experience with in-depth knowledge and experience in the region, working on issues of good governance, public sector reforms, social development, international development, institutional capacity development and/or related issues; experience with an International NGO or International Organisation an asset
  • First-hand knowledge and understanding of the regional political context, historical, cultural and social processes and the role of relevant forums
  • Knowledge of, or considerable interest in, the work of TI and the field of anti-corruption and ability to represent the organisation to external stakeholders; advanced skills in policy and political analysis
  • Knowledge of illicit financial flows, tax evasion and tax avoidance, especially related to the African context
  • Demonstrated track record of facilitative, collaborative relationship management with partners to drive a culture of collaboration and mutual ownership, along with a natural ability to network and build successful and lasting relationships
  • Experience in developing and implementing advocacy strategy
  • Demonstrated past engagement in processes that resulted in, or contributed to, positive changes in local organisations an advantage
  • Excellent organisational skills and ability to effectively manage tasks in a fast-paced and dynamic environment and deliver to tight deadlines, including ability to work under pressure with multiple and shifting priorities
  • Excellent communication and networking skills with the ability to engage multi-stakeholders, make use of prior contacts and networks, stimulate and shape partnerships, networks and coalitions
  • Strong ability to work independently and as part of a team, combined with a good sense of when to seek counsel
  • Highly developed team work and intercultural communication skills across diverse cultures
  • Pragmatic, flexible approach in response to challenges, and readiness to offer practical support
  • Professional language proficiency in English required; additional languages, in particular French, an asset
  • High level of intercultural competence, diplomacy and political sensitivity
  • Commitment to the values and principles of Transparency International
