iMMAP is an international nongovernmental organisation that provides information management services to humanitarian and development organizations. Background
iMMAP is starting a 9 months project funded by ECHO aiming at providing IM support tailored to the needs of humanitarian actors responding to the crisis in Ethiopia. To help achieve this, iMMAP will conduct three core activities: 1.support to multi sectoral needs assessments, 2.production of humanitarian situation analysis reports through secondary data review, 3. provide dedicated IM support to the Protection Cluster as well as its sub-sectors (Child Protection, Gender Based Violence and House, Land and Properties Working Group). For this first and second activities specifically, iMMAP is looking for a national IMO to support the National Protection Cluster in Addis Abeba. iMMAP provides information management services to humanitarian clusters. As part of its collaboration with the National Protection Cluster (NPC), iMMAP is seeking to deploy an Information Mangagement Officer (IMO) to support the NPC and assist in the production and delivery of Information Management products and services. She/He will be part of the NPC secretariat, working in close relationship with the Protection Cluster Coordinator and Co-coordinator, as well as with NPC members, the Information Mamangement Working Group and other relevant actors.
The Ethiopia Protection Cluster has been active since 2008 following the global roll out of the cluster approach. The NPC follows key protection concerns such as physical violence and abuse, sexual and gender based violence, family separation, denial of life-saving assistance and psycho-social trauma, faced by Internally Displaced Persons (IDPs) and other vulnerable groups in Ethiopia. The NPC is led by UNHCR and co-led by the Danish Regufee Council (DRC). It includes the Child Protection (CP) and Gender-Based Violence (GBV) Areas of Responsibility (CP/GBV AoRs) and the Housing, Land and Property Working Group (HLP WG). The NPC also oversees and supports sub-national protection clusters operating at the regional level. Members of the NPC include Government Institutions, UN agencies, donors, national and international NGOs.
The NPC regularly produces and delivers a number of information products and services, including data collection and analysis, databases and infographics which inform the NPC and the humanitarian community at large in their response to the humanitarian situation in the country.
Presentation
Under the supervision of the Cluster Coordinator , the Information Management Officer will be expected to support the implementation of data management and data analysis in accordance with humanitarian, professional and ethical standards, including the do no harm prinicple. The IMO is speicifcally expected to:
Ø Support the NPC Coordinator and Co-coordinator with data collection, management and analysis, as well as the design and update of information products (5Ws/assessments);
Ø Design, develop and manage surveys, databases, spreadsheets, infographics/maps, and other data sources to support operational analysis, planning, monitoring and decision-making;
Ø Build or maintain regular contacts with partners in the area of coverage to collect operational data and to ensure it meets relevant standards and is available for exchange;
Ø Consolidate operational information received from sub-national clusters and protection partners on a regular schedule in order to support analysis and advocacy;
Ø Contribute to the data interpretation and operationalisation of the Protection Analytical Framework (PAF).
Ø Work closely with clients to identify their needs and advise on the information products and services that the NPC can offer to enhance their work;
Ø Coordinate, share information and develop strong links with other IM staff in the humanitarian community, including the national Information Management Working Group and the Information and Analysis Working Group of the Global Protection Cluster (GPC);
Ø Participate in coordination meetings to identify information needs and provide technical support, including in connection with the Humanitarian Planning Cycle (HPC);
Ø Maintain contact and distribution lists; ensure appropriate dissemination of information products to relevant partners;
Ø Perform any other related duties as requested by the NPC Coordinator and Co-Coordinator and/or office supervisors.
Requirements
Professionalism
Knowledge of the use of information management in humanitarian response; ability to analyze and articulate the information management requirements of complex situations involving a coordinated response between various actors; ability to learn new tools and software commonly used in humanitarian operations; demonstrated problem-solving skills and ability to use sound judgement to ensure the effective and timely completion of complex tasks; ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters).
Communication
Excellent communication and training skills including the ability to convey complex information management concepts and recommendations to staff at all levels, both orally and in writing, in a clear, concise style that can be readily understood by non-information management practitioners.
