General job description
the Capital Administrator will:
- Ensure that AAH Admin and Financial Procedures are properly implemented and followed.
- Provide BFUs to relevant staff in the Damascus office immediately after closing of accountancy.
- Follow up on the BFUs and reallocate the costs according to the feedback from the other departments
- Be the part of proposal development team and assist Finance Coordinator forming the budgets and updating CCP, FMT and formulating the Treasury Request.
- Check partners’ financial reports and supporting documentation, making sure that reports coincide with accountancy records and are in line with signed contracts

Key activities
Objective 1: Finance and accounting
- Follow up with implementing partners on their financial reports and validate them to confirm accuracy, and compliance
- Ensures that implementing partners use correct financial and budgetary allocations
- Produces monthly expenses forecasts taking into account various elements i.e. HoP inputs, availability of funds.
- Communicates payments made by headquarters to the field
- Organizes and ensures undisturbed funds’ transfers to supply cash
- Follows up and supervises all project budgets
- Supports Admin./Finance Coordinator in the management of budgets and provide an updated eFMT
- Provides accurate feedbac on budgetary inqueries (Budget lines, Balance, extension…)
- Budgets forecasts in close coordination with the budget holders and Heads of Bases
- Analyses possible under and over expenditures, suggesting possible solutions to the team and implementing them together with the Log and Program teams.
- Ensures proper application and adherence to donor rules and regulations and serves as a focal point for all budget-related queries
- Checks and verifies all third-party contracts to ensure their compliance to AAH and Syrian requirements (payment modalities, tax obligations, etc.)
- Maintains a contract tracker for the payments, obligations, due dates and be on top of the contract management
- Ensures compliance with the laws and government requirements
Objective 2: Cash and Bank
- To ensure uninterrupted cash flow in the base and field offices to ensure that project needs and obligations are timely covered. Coordinates and approves requests, if necessary, with other bases for unresolved fund issues
- Serves as a focal point with Mission’s banks and regulalrly communicate for all necessary documents and ensures proper archiving
- Implements and respects the AAH authorization expenses procedure, requiring the authorization from the CD, DCD, and Admin Coordinator in all payment transactions and supporting documentation
- Supports the preparation of monthly payroll and provides accurate calculations to Admin/Fin Coordinator for validation
- To ensure uninterrupted cash flow in the base and field offices to ensure that project needs and obligations are timely covered. Coordinates and approves requests, if necessary, with other bases for unresolved fund issues.
Objective 3: Other Responsibilities
- Participates at internal and external coordination meetings (if required)
- Ensures regular communication and reporting with the Admin./Finance Coordinator.
- Any other work duties assigned by the Admin./Finance Coordinator related to general administration, finance and budget
Candidate description
- University degree in Accounting/financial management, Bachelor level degree in management, finance, or related field
- 2 years of professional work experience in similar role
- Knowledge in Humanitarian Principles
- NGO experience is an advantage
- Excellent command of both Arabic and English languages.
- Excellent Microsoft Office (Excel, Word, PPT).
- Strong written and verbal communication skills
- organized and methodical, proactive-demonstrates the ability to foresee problems and prevent them by taking action
- Good knowledge of accounting tools (Agresso or similar)
- Advanced user of excel.
- Mobility National and international
Remuneration package
Contract period: 6 months renewable base on Action Against Hunger fund and performance.
Salary/benefits: According to Action Against Hunger’s salary scale and terms and conditions.
Duty station: Damascus
