Diversity, Equality and Inclusion recruitment outreach strategy Consultant At International Rescue Committee

Introduction

Over the last year, the IRC has worked extensively on a new Diversity, Equality and Inclusion strategy and action plan, following a year+ of staff consultation and investment. This includes the establishment of a new Gender, Equality and Inclusion team, and ambitious targets for diversity within the organisation, including that 50% of our global and regional senior leaders identify as races/ethnicities under-represented in global power structures.

IRC Belgium is deeply committed to taking concrete, ambitious and meaningful actions to ensure a more diverse, equal and inclusive workplace. As part of these efforts, we have developed a Belgium specific DEI action plan which sets out our commitments for 2021. These actions include an analysis of what we could do better in our recruitment processes to improve the diversity of our workforce. Actions taken to date include a revision of the essential criteria included in our job specifications; the inclusion of an explicit reference encouraging members of underrepresented groups to apply, and the roll out of anti-bias training to all staff members.

However, we acknowledge that we have a huge amount still to do in order to ensure a more diverse and representative team. For this reason, we are seeking a consultant to create a recruitment outreach strategy to critically assess our recruitment policies and practices from an intersectional perspective to help us to attract more diverse candidates to apply to roles in IRC Belgium.

Key Stakeholders and Relationships

Accountable to Executive Director Belgium.

Close coordination with IRC Belgium HR Manager, IRC Europe Director of HR, Hiring managers in IRC Belgium, DEI working group.

Core Consulting Tasks

The scope of work includes but is not limited to the following:

a) A critical review of existing policies and processes to address existing barriers in access to employment with IRC from an intersectional perspective.

b) An extensive mapping of external organisations, educational establishments and online platforms which can help IRC to reach a more diverse talent pool

c) Delivery of a training session to help hiring managers based in IRC Belgium or hiring managers to assess candidate skills, experience and qualifications through a broader lens

d) Advice on any other actions that could help ensure IRC Belgium recruitment policies result in a more diverse pool of candidates

Key Outputs

a) Mid-point update to the IRC BE Executive Director and DEI working group**

b) A final 3-4 page report summarizing work undertaken, findings and recommendations

c) A list of external organisations for IRC to partner with to increase outreach

d) 2 hour training session for hiring managers

Timeframe

· The expected date for the completion of the above deliverables is September 20 2021. The consultant is estimated to dedicate approximately 4 full day equivalents to the assigned tasks.

Skills and experience

  • Extensive experience of supporting civil society organisations to ensure a diverse, equal and inclusive workplace, with a focus on decoloniality and intersectionality
  • Strong written and verbal communication skills in English
  • Knowledge and understanding of Belgian employment regulations, recruitment practices and civil society sector
  • Experience of working with the humanitarian and development sector would be an advantage
