Who We Are

Girl Effect is an international non-profit that builds media that girls want, trust and need. From chatbots to chat shows, TV dramas to tech, our content helps adolescent girls in Africa and Asia make choices and changes in their lives.

We create safe spaces for girls, sharing facts and answering questions about health, nutrition, education, and relationships, empowering girls with the skills to negotiate and redefine what they are told is possible “for a girl”.

Our reach is 20 million and counting. And we’re using technology to reach girls at scale so every girl can choose to be in control of her body, her health, her learning and her livelihood.

Because when a girl unlocks her power to make different choices that change her life, it inspires others to do so too. She starts a ripple effect that impacts her family, her community, her country.

Background

Over the last 15 years, Girl Effect has pivoted several times to serve the needs of adolescent girls. From advocacy groups to donors, we’ve played different roles in the fight for gender equality at different times.

Now, Girl Effect is evolving to become an expert in digital media and the leading driver of demand for services, products and opportunities amongst adolescent girls in Africa and Asia. Through our portfolio of brands and digital products, we aspire to be at the cutting edge of Social and Behaviour Change Communication (SBCC), motivating and equipping girls and young women to adopt and maintain new behaviours that will improve their mental wellbeing, sexual and reproductive health and their economic empowerment.

We are looking for an ambitious and innovative SBC expert to develop further and streamline our approach and capabilities.

The Scope:

  • SBC support for programmes in GE’s priority geographies. Provide support to SBC focal points in Tanzania, India and/or Ethiopia to ensure the content and products we create conform with SBC best practices. This could include but is not limited to programme design, pre-testing and content development.

Expected Outcomes: Build internal capacity and application of SBC best practices.

  • SBC Training: Review and update existing materials and where applicable develop new training and tools to improve understanding of SBC/C across the organisation and within the Programme, Evidence and Creative teams in particular.

Expected Outcomes: Train all focal point staff on SBC. This includes assessing organisational gaps/needs and developing SBCC training materials and tools.

  • Proposal Development: As required, work closely with the Programmes and Development (fundraising) teams to incorporate SBC best practices into proposal development.

Expected Outcomes: Provide SBC inputs into proposal development for donors and/or partners.

  • Further, Develop our Technical Approach: Review our current thinking on SBC, our Theory of Change (ToC) and Theory of Action (ToA) in particular, and work with colleagues across the organisation to test and evolve our technical approach. Over the next year, we’re also interested in further developing our understanding of the influence of social and gender norms and other social actors (eg. caregivers and partners) on girls’ behaviours.

Expected Outcomes: Test and extend our Toc, ToA and technical approach to SBC, ensuring it aligns with Girl Effect’s strategic priorities, target audiences and sector best practice.

  • Thought Leadership: Work with the Leadership and Development teams to build an articulation of Girl Effect’s SBC approach that resonates with donors and improves our credibility within the International Development and Social Change sectors.

Expected Outcomes: Participate in discussions with key internal stakeholders and guide the development and enhancement of Girl Effect’s SBC approach.

Expected Commitment:

Expected to be a 12month contract based on 3-4 days a week working for the GE team, depending on experience

Location: Flexible but must be conducive to working with teams based in the UK, Sub Saharan Africa, Mumbai & Delhi

Intended Timeframe:

  • Terms of reference published: 12th August
  • Deadline for responses: September 10th, 2021
  • Supplier selection, contracting and briefing: End September
  • Project commencement: October

Who You Are:

Experience:

  • Advanced degree in a relevant field such as international development, anthropology, sociology, social psychology or behavioural economics. Qualifications in marketing or communications are also desirable.
  • Strong background applying behavioural science and SBCC principles/theory to practice, preferably from a multi-disciplinary lens.
  • Experience designing and executing international development SBCC is essential. At least 5 years+ experience is desirable.
  • Experience working with digital media is highly desirable, or, at the very least, familiarity with digital trends and emerging evidence.
  • Good understanding of gender-specific issues affecting adolescent girls and how SBC interventions can contribute to girls’ empowerment.

Skills and expertise:

  • Effective communicator and writer and ability to synthesize and communicate complex theories, policies and multiple perspectives.
  • Excellent interpersonal communication skills and experience working in a multicultural team across multiple countries, including excellent coaching, training and facilitation skills. Sensitivity to cultural differences is essential.
  • Ability to be flexible within a fast-paced, changing environment.
  • Commitment to realising the potential of girls and to the vision and values of Girl Effect.

Reporting:

This engagement will be managed by Senior Manager, Gender, who will work with the successful consultant to ensure its timely and thorough execution.

Proposal Submission:

Interested firms/consultants are asked to submit a brief proposal (5-10pages), setting out:

  • Their relevant experience in SBCC in line with the ‘Who You Are’ section above
  • Approach for undertaking this assignment underpinned by a demonstration of value for money
  • Detailed reference list indicating the scope and magnitude of similar assignments
  • Credentials, experience, or bios of key individuals who would be involved in the engagement, and
  • A detailed budget proposal. Technical and Financial bids should be submitted as separate documents. Financial proposals (in USD) will not be opened until the conclusion of the technical evaluation and only for those deemed qualified and responsive proposals.

Evaluation Criteria:

The criteria against which proposals will be evaluated are listed below:

  • Interpretation and understanding of this TOR-10%
  • Staff with relevant experience as demonstrated by their CV/bios – 15%
  • Geographical experience in areas we operate in – 10%
  • Demonstrated experience in developing and implementing SBCC programming, including ToCs and ToAs – 20%
  • Clear work plan and approach in implementing the consultancy- 10%
  • Evidence of a minimum of three contactable references – 5%
  • Value for money/proposed budget breakdown – 30%
