Under the supervision of WaSH Program Manager, the WaSH Emergency Field Officer is responsible for the daily technical implementation, supervision, monitoring and reporting of the field activities, and for ensuring proper coordination with beneficiaries, municipalities, rapid response teams, other authorities and related AAH departments. The position requires extensive field work and movement between several worksites.
Objective 1: Follow up day to day implementation of WaSH activities (60%)
· Liaises with the WaSH Program Manager and Supervisor to plan and implement water and sanitation activities in the field (Assessments, Distributions, Sessions, Supervision).
· Ensuring understanding of the different needs of the women, men, girls, boys and PwSN in the communities, on water and sanitation and coordinating with the local partners on best and complementary implementation;
· Follow up the construction and rehabilitation work of different water and sanitation facilities with the help of WaSH Engineer.
· Support in ensuring the quality and quantity of material at field according to agreed plans and BoQs.
· Support the elaboration and dissemination of hygiene promotion materials,
· Identify the most appropriate hygiene promotion/C19 related messages regarding the target population. Write clearly and understandable message.
· Mobilize the community to change behaviour regarding hygiene practice and C19 prevention and control. Creation and follow up WASH Committees and their performance in the Informal Settlements.
· Ensure that the projects activities are well coordinated with relevant governmental sides (local authorities) and non-governmental sides (RRTs, INGOs and NGOs working in same operation area).
· Preparation of weekly work plans according to the implementation plan.
· Participation in Rapid Response Teams (RRT) under ACR AoI, carrying out all related task as a WaSH partner in all levels of the pandemic.
Objective 2: Monitoring, coordination and communication (30%)
· Prepare and submit all WaSH field reports to the WASH Program Manager.
· Monitor and report all WaSH activities in the field ensuring there is compliance with plans and Action Against Hunger standards.
· Monitor water and sanitation facilities acceptance and beneficiary satisfaction in Coordination with Meal team
· Responds to and records beneficiary WaSH technical feedback and complaints at field level.
· Collect, organize, and develop all data, files, and documents.
Objective 3: Data collection and reporting (10%)
· File, document, and report work progress to his/her line manager on weekly basis
· Regular reporting of work progress to the Deputy Program Manager.
· Report possible problem or conflict during the activities.
· Report the use of materials and possible improvement.
Objective 4: Security
· Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
· Communicate to the security managers of the working location any security related information or noncompliance with the security plan
Objective 5: Support humanitarian activities of Action Against Hunger
· Support the emergency interventions of the organization as per the employee’s abilities.
· Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
· Promote gender equality within the humanitarian and/or development work
Training/ Education:
Technical Diploma in WaSH related fields, and/or any related field with at least 2 years’ experience.
Technical specific knowledge:
· Knowledge in plumbing, water supply and sanitation supply systems. Technical training in implementation of basic water networks, sanitation, and water quality testing.
· Experience in hygiene promotion, work with local communities, children and vulnerable people, experience in community mobilization and participation.
· Previous experience:
· At least 1-2 years of experience in WASH project.
· Proven experience in capacity building, WaSH soft activities or similar activities.
· Reporting capacity, organized and rigorous personality, availability/learning capacity
· Ability to work in a team, interpersonal qualities, and diplomacy, flexible with respect to job priority – Agrees with the principles and objectives of ACF.
· Previous experience on COVID-19 prevention and sensitization activities as an asset.
Humanitarian sector knowledge:
· Good knowledge of INGOs and donor agencies procedure, guidelines, and intervention in the country.
· Previous knowledge of Action Against Hunger policies, strategy, and previous interventions in the country or middle East region as an asset.
Languages:
Working language in English written and speaking. Arabic.
IT and specific systems:
Good command of MS Office, compulsory expertise in Excel.
Mobility (national/ international)
