REACH was born in 2010 as a joint initiative of two international NGOs ( IMPACT Initiatives and ACTED ) and the United Nations Operational Satellite Applications Programme (UNOSAT). The objective of REACH is to promote and facilitate the development of information products that improve the decision-making and planning capacity of the humanitarian community in emergency, reconstruction and development contexts. REACH facilitates information management for aid actors through three complementary services: (a) needs and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; and (c) provision of databases and (web) mapping facilities and related expertise.

IMPACT Initiatives is a humanitarian NGO based in Geneva, Switzerland. The organization manages several initiatives, including the REACH initiative. The IMPACT team is composed of specialists in data collection, management, and analysis, and GIS. IMPACT was launched at the initiative of ACTED, an international NGO headquartered in Paris and present in approximately 30 countries. The two organizations have a strong complementarity formalized in a global partnership, allowing IMPACT to benefit from ACTED’s operational support in its areas of intervention.

We are currently looking for an Associate Research Manager to support our team in Niamey, Niger.

COUNTRY PROFILE

Niger is facing a complex humanitarian crisis, compounded by insecurity, climate instability, and resource pressures. According to the November 2024 Harmonized Framework analysis, 1.5 million people (approximately 5.6% of the total population) were acutely food insecure (phases 3 and 4) between October and December 2024. For the 2025 lean season (June-August), the CH projects that 2.2 million people would be acutely food insecure (phases 3+)—representing approximately 8% of the national population.

This situation is compounded by significant regional disparities. Some areas with a strong pastoral or agro-pastoral component have significant fodder deficits (with needs coverage rates ranging from 32% to 40%) in departments such as Bosso or Diffa, or areas such as Konni, Illéla, Tibiri, Gaya, Say, Bagaroua, Téra, and Bankilaré. The CH also highlights that approximately 36% of the populations projected to be acutely insecure during the lean season are in areas with limited access due to insecurity.

Thus, beyond the overall figures, the CH’s analyses reveal a major challenge in delivering assistance to isolated areas or conflict zones, where needs remain largely unmet, particularly in food, nutrition, water, sanitation, health and protection.

JOB PROFILE

The Associate Research Officer (ARM) will be responsible for leading a small research team and, while being supervised by the Multi-Country Representative (MCR) based in Dakar, acting as the national focal point in Niger. In this capacity, the ARM will oversee the implementation of the Niger chapter of a FHRAOC-funded research project covering Mali, Burkina Faso, Chad, and Niger, while also ensuring the conduct of engagement with partners, stakeholders, and donors at the national level. The ARM will also exercise thematic supervision over three Senior Evaluation Officers (SAOs) based in Mali, Burkina Faso, and Chad, respectively, each responsible for the implementation of the national chapter of the project. This position requires both an analytical and managerial profile, with the role of the Associate Research Manager ranging from coordination with external partners (data actors, humanitarian clusters or donors) to analytical supervision of research products, as well as logistical support, reporting and financial planning.

IMPACT is resuming its engagement in the humanitarian response in Niger, and ARM will be the first expatriate staff member to return to the country in 2025, hosted by a host partner yet to be determined.

RESEARCH CONTEXT

  • Although the responsibilities of the Associate Research Manager (ARM) may evolve as IMPACT’s research footprint in Niger expands, the initial focus will be on the 12-month FHRAOC-funded research project, scheduled to launch in October 2025. This project covers Mali, Niger, Burkina Faso, and Chad. Under the supervision and with the support of the Multi-Country Representative (MCR) based in Dakar, the ARM will lead the research in Niger, overseeing the implementation of the Niger chapter of the project. The ARM will also coordinate the work of three Senior Assessment Officers (SAOs) based in Mali, Burkina Faso, and Chad, respectively, each responsible for the implementation of their country’s research chapter.
  • The overall objective of the project is to assess the contribution of FHRAOC-funded interventions to affected populations. More specifically, the research will analyze (i) the evolution of multi-sectoral and sectoral needs, and (ii) the needs, priorities and expectations of affected populations regarding Accountability to Affected Populations (AAP).
  • The project is structured around three research components:
  • A baseline and closing assessment of evolving needs;
  • A mixed-methods RPA evaluation;
  • A synthesis of lessons learned from partners, community leaders and beneficiaries.
  • The study will take place between 2025 and 2026 in Mali, Niger, Burkina Faso and Chad, and the results will be aggregated to provide an analysis at the central Sahel level.

RESPONSABILITES

The Associate Research Manager will have the following responsibilities in particular:

TEAM MANAGEMENT

  • Under the direction of the IMPACT Multi-Country Representative (MCR), direct management of international and national team members, including recruitment and staff career management.
  • In coordination with the IMPACT MCR, development and implementation of training plans for team members;
  • Day-to-day management of team members, including the development of work plans and performance indicators.

PROJECT/RESEARCH CYCLE MANAGEMENT

  • Ensure that all assessments and analyses are planned and implemented in a structured and consistent manner, in accordance with relevant project and strategic objectives, as well as REACH global guidelines;
  • Oversee all team research cycles, including review of terms of reference, methodological notes, tools, products and dissemination strategies.
  • Ensure the writing and production of timely, accurate and analytically rigorous results;
  • Ensure that relevant stakeholders and partners are involved in the design and planning of the evaluation;
  • Monitor product delivery, project expenditures and ensure project completion on time.
  • Actively promote the improvement of analysis in REACH products and use common methodologies, tools and analytical frameworks across units, where appropriate.

GRANT MANAGEMENT

  • Under the direction of the IMPACT MCR, manage grant components, including conceptualization of new projects, proposal writing, regular reporting, and monitoring and evaluation;
  • Support the IMPACT MCR in the financial management of all grants covering projects, including budget and expenditure monitoring;
  • Ensure that contractual obligations are met in terms of program results.

EXTERNAL ENGAGEMENT

  • In coordination with the IMPACT MCR, represent REACH to donors, partners and the entire intervention community in Nimay, Niger

DEVELOPMENT AND IMPLEMENTATION OF THE STRATEGY

  • Work with key clusters, partner organizations and working groups to understand the various relevant information gaps in Niger and identify how IMPACT can fill these gaps;
  • Contribute to the development and implementation of the REACH Niger strategy;
  • In coordination with the IMPACT MCR, develop and implement dissemination strategies to strengthen the impact of research cycles;
  • Engage with HQ on research and/or coordination of the Niger team and provide support to the relevant IMPACT Global Community of Practices (CoPs).
  • The Associate Research Manager will maintain the strictest confidentiality regarding all data collected and related processes. They will actively take steps to prevent the unauthorized sharing of all information and data belonging to IMPACT and its partners or collected during their assignment with IMPACT.

REQUIREMENTS

  • Years of professional experience At least 3 years of relevant professional experience in a humanitarian context, such as program management, assessment and evaluations;
  • Research Skills Excellent experience in quantitative and qualitative research design, data collection and analysis;
  • Familiarity with the aid system Good understanding of the aid system and the research community. Previous experience with humanitarian coordination forums is desirable;
  • Management Experience Demonstrated people management skills are desirable, including remote management;
  • Experience in the geographic region Prior experience in the region/support is desirable;
  • Communication and Writing Skills Excellent communication and writing skills for effective reporting and editing;
  • Intercultural work environment Ability to work in an intercultural environment requiring flexibility and autonomy;
  • Academic Qualifications Excellent academic qualifications, including a Master’s degree in a relevant discipline;
  • Software Skills Proven knowledge of Microsoft Office Suite, including Word, Excel, and PowerPoint. Good knowledge of R, SPSS, and/or STATA or other statistical analysis software is an asset.
  • Security Environment Ability to work in a complex and challenging security environment.
  • Language skills Fluency in French is required, fluency in English is an asset.

COMPENSATION AND BENEFITS

  • For this position, the salary ranges from CHF 3,120 to CHF 3,240 per month (before income tax), plus a monthly subsistence allowance of USD 300. NB – Salaries at IMPACT are strictly determined by the salary scale based on the position grade and the staff’s education level. A security and/or isolation adjustment, depending on the location of assignment, is then applied in recognition of the fact that some staff members work in contexts where living and working conditions are much more difficult than elsewhere.

  • Contribution to baggage transport: between 20 and 100 kg depending on the duration of the contract (+ baggage and personal property insurance).

  • Pre-departure induction: 3 days at IMPACT Initiatives headquarters in Geneva + one week of pre-departure training at ACTED headquarters in Paris, including a 4-day on-site safety training.
  • IMPACT prioritizes the psychological safety of its staff. The health insurance offered covers up to €1,000 per year in psychosocial support costs.
