1. CONTEXT
Handicap International (HI), operating under the name Humanity & Inclusion, is an independent and impartial aid organization working in situations of poverty and exclusion, conflict, and disaster. We work alongside people with disabilities and vulnerable populations, with partners and stakeholders, taking action and bearing witness to respond to their essential needs, improve their living conditions, and promote respect for their dignity and fundamental rights.
HI is preparing submissions for three strategic donor opportunities:
- The Norwegian Agency for Development Cooperation (NORAD);
- The Ministry of Foreign Affairs of Finland (MFA Finland);
- A call for proposals from the European Union (EU).
These opportunities are aligned with HI’s mandate and global mine action and humanitarian programming priorities, including protection, stability, resilience, and the promotion of inclusive development in conflict-affected and fragile contexts.
This consultancy is requested to support the development of three proposals, ensuring that each submission meets donor requirements, integrates cross-cutting issues, and reflects high-quality design and coherence with HI’s strategic objectives.
2. DESCRIPTION OF THE EXPECTED SERVICE
HI is looking for a consultant to support its project teams in preparing strong project proposals for submission to the three donors. The consultancy will run for 22 working days between 22 October and 31 December 2025.
The consultant’s responsibilities will be twofold:
Responsibility 1: Support to Project Proposal Development
The consultant will contribute to the design and technical content of the proposals by:
- Supporting the development of the risk and mitigation matrix;
- Conducting and/or consolidating context analysis;
- Supporting the elaboration of the problem tree;
- Contributing to the design of the result chain and facilitating logical framework development;
- Ensuring integration of cross-cutting issues such as gender, age, disability inclusion, conflict sensitivity, and environmental considerations.
Responsibility 2: Review of Draft Proposals
The consultant will review draft proposal texts produced by HI teams and provide:
- Detailed feedback and recommendations for strengthening the quality, coherence, and donor alignment of the proposals;
- An assessment of strengths and weaknesses of the drafts, with practical guidance for improvements.
The consultant will not be responsible for drafting full proposal texts but will provide critical technical support and quality review throughout the process.
3. CONSULTANT PROFILE
The expected qualifications and competencies required for the consultancy include:
- Experience in project proposal development, preferably in humanitarian mine action, disarmament, protection, or broader humanitarian programming.
- Strong knowledge of donor requirements and priorities, particularly NORAD, MFA Finland, and the EU.
- Demonstrated expertise in project design tools (logical frameworks, theory of change, risk analysis, etc.).
- Proven skills in integrating cross-cutting issues (gender, disability, age, conflict sensitivity, environment) into project design.
- Excellent analytical, writing, and reviewing skills.
4. DURATION AND PLACE OF PERFORMANCE OF THE SERVICE
The consultancy will run for 22 working days between 22 October and 31 December 2025. The work can be performed remotely, with regular coordination meetings with HI teams.
5. DELIVERABLES
The consultant will collaborate with project teams to provide the following deliverables:
- A work plan outlining key activities, timelines, and methodologies within one week of the start date.
- Technical inputs (risk matrix, context analysis, result chain, logframe, cross-cutting considerations) for each proposal.
- Written feedback on draft proposals, including recommendations and assessment of quality and donor alignment.
- A final consolidated note summarising inputs provided across the three proposals.
6. CONTACT PERSON
During the performance of the service, the consultant will liaise with HI’s teams, and notably with the Armed Violence Reduction Grants & Project Development Officer, who will be the main contact person. The consultant shall ensure quality and timely delivery of the expected results and will keep HI informed of progress and any obstacles encountered.
7. BUDGET AND PAYMENT
The budget will be based on an agreed daily rate, covering all consultancy fees and applicable taxes. For its decision, HI will apply a value-for-money approach.
Payment schedule:
- 30% upon signing of the contract;
- 50% upon submission of feedback on the first draft proposals;
- 20% upon delivery of the final consolidated note.
