Acted Democratic Republic of Congo
The Democratic Republic of Congo faces a protracted humanitarian crisis, marked by ongoing armed conflict, massive population displacements, climate shocks, and recurring epidemics such as cholera, mox, and measles. These combined dynamics have a lasting impact on the living conditions of displaced, returnee, and host populations, particularly in the eastern provinces and certain areas of the west of the country.
In this context, Acted primarily operates in the provinces of South Kivu, North Kivu, Tanganyika, North Ubangi, and South Ubangi, through projects funded by organizations including the US Department of State, ECHO, FCDO, SDC, the Humanitarian Fund, and CDCS, to address the immediate humanitarian needs and persistent vulnerabilities of the most affected populations. To strengthen the coverage and complementarity of its interventions, Acted works in coordination with several operational partners and is a member of humanitarian consortia.
This coordination enables Acted to implement rapid, multi-sectoral emergency responses to address life-saving needs related to conflict, forced displacement, natural disasters, and health crises. Interventions include food assistance, shelter and essential household items, Water, Hygiene and Sanitation (WASH), site management and coordination (SMC), and education in emergencies, with particular attention paid, from the very first humanitarian mile, to the protection and dignity of vulnerable people. In South Kivu, Acted is also a key player in the Rapid Response Mechanism (RRM), contributing to rapid and coordinated responses to population displacement and sudden shocks.
In parallel, Acted develops interventions aimed at strengthening the resilience of communities, through support for livelihoods, agricultural recovery, food security and local economic recovery, in order to reduce vulnerability to recurring shocks.
Acted also provides structural support to civil society organizations (CSOs) by strengthening their organizational and operational capacities. This support includes assistance in structuring local initiatives and establishing cascading funding mechanisms, enabling CSOs to develop activities directly related to local issues and priorities identified by communities.
Finally, Acted is progressively integrating environmentally sensitive approaches into its programs, aiming to preserve ecosystems and protected areas, reduce the environmental footprint of its interventions, and promote low-carbon solutions. Through its support of communities, Acted encourages the development of sustainable income-generating activities and a greener local economy, contributing to the protection of natural resources while strengthening livelihoods.
Main role and responsibilities
The Monitoring, Evaluation, Accountability and Learning Officer is responsible for developing and implementing appropriate and sustainable monitoring, evaluation, accountability and learning systems, in line with Acted’s global MEAL procedures, and helping to ensure that Acted’s projects and programs are working as intended.
1. Monitoring, evaluation, accountability and learning systems
1.1. Technical and Systems Development
a) Ensure that the data collection, control and verification system is in place and that all partners have integrated it;
b) Contribute to the development and updating of the national MEAL strategy, the consolidated MEAL work plan and the MEAL frameworks for all consortium partners;
c) Ensure that MEAL findings are reflected and that their recommendations are integrated into future concept notes, proposals and implementation plans;
d) Implement MEAL policies and procedures as described in the Acted MEAL standard guidelines and ensure that the tools are followed as appropriate;
a) Contribute to the effective deployment of M&E collection and reporting systems for all staff and partners through training, site visits, manuals and other forms of technical support, as appropriate.
1.2. M&E Implementation and Management
a) Maintain electronic and/or paper-based M&E systems for monitoring and reporting all quantitative data and information, including reporting on Acted’s 28 overall strategic indicators;
b) Analyze MEAL data and produce reports, fact sheets with useful statistical analyses and presentations (graphs, tables, histograms, box plots) as needed and in a timely manner;
c) Measure and report on qualitative and quantitative performance indicators at the input, process, output, outcome, impact, objective, and goal levels for all projects;
d) Provide data to the project development team for use in preparing reports for donors and other stakeholders, as needed;
e) Contribute to donor proposals and fundraising efforts (including the design of logical frameworks, the formulation of SMART indicators and MEAL budgets) and to reporting;
2. Fundraising
2.1. External Relations
a) Maintain active and regular working relationships with donors;
b) Maintain active and regular working relationships with other NGOs, UN agencies, working groups, Alliance2015, consortia/associations, and research circles;
c) Ensure the establishment and regular updating of a directory of donors, international and national NGOs, other partners, and stakeholders;
d) Contribute to reporting to national and local authorities according to Acted’s registration requirements and legal status in the country;
e) In the absence of technical coordinators, represent Acted in key clusters and working group meetings.
2.2. Contractualization Monitoring
a) Contribute to the timely transmission of donor feedback on proposals in conjunction with the relevant teams in the country and the Grant Management and Finance departments at Acted HQ.
b) Carefully review all contracts before signing, and seek advice from the Grant Management and Finance departments at Acted HQ when necessary.
3. Grant Management
3.1. Contract Monitoring
a) Ensure that contractual obligations (particularly visibility requirements) and reporting deadlines are known and understood by the program team, AME, and FLATS.
b) When a problem is identified in a meeting regarding deliverables expected within a given timeframe and budget, inform the relevant country staff and seek the opinion of the HQ program department on possible solutions that would comply with donor regulations.
3.2. Reporting
a) Participate in and prepare minutes for kick-off and close-out meetings for each project;
b) Write high-quality narrative reports, outlining project progress and milestones professionally, transparently, and on time, in conjunction with the Grant Management and Finance unit at Acted headquarters, which will ultimately contribute to a regular cash flow;
c) Work closely with the AME teams to integrate AME data (including data on contributions, processes, deliverables, results and impact indicators, lessons learned, and best practices) into the AME unit’s M&E reports and reports;
d) Liaise with the FLATS teams during report preparation, particularly with Finance, to ensure maximum consistency between narrative and financial reports by verifying data accuracy.
e) Contribute to the monthly updating of the Progress Reports (RFUs) and ensure smooth and regular communication with Grant Management at Acted headquarters;
f) Ensure that ad hoc donor requests are addressed in conjunction with the Country Director, program and support teams
4. Other
a) Provide regular and timely updates on progress and challenges to supervisors and other team members;
b) Participate in MEAL-related conferences and workshops when possible and keep abreast of best practices and new knowledge created in the MEAL field;
c) Perform any other related activities assigned by the immediate supervisor.
Qualifications and skills required
- Advanced degree in Political Science, International Relations, International Development, Economics or equivalent (anthropology, sociology, statistics);
- At least 1 to 2 years of experience in monitoring and evaluating projects in humanitarian and/or development;
- Experience in participatory evaluations and project cycle management;
- Excellent level of communication, both written and spoken, in French and English;
- Good organizational and communication skills with international and national staff and rural communities;
- Flexibility, adaptability, organizational skills, initiative;
- Ability to work effectively under pressure;
- Knowledge of the intervention area would be an asset;
- Knowledge of Microsoft Office Suite.

Conditions
- Salary defined by the Acted salary scale according to the level of education, expertise, security level and level of experience: between €1900 and €2100 net per month (before income tax)
