General Coordinator (Head of Mission) (M/H) – Colombia At Doctors of the World

Doctors of the World, a medical association committed to international solidarity, has been committed for 40 years to caring for the most vulnerable populations here and abroad, to highlighting the barriers identified regarding access to healthcare, and to achieving sustainable improvements in healthcare policies for all.

As an independent association, we go beyond healthcare, denouncing violations of dignity and human rights and working to improve the situation of populations in precarious situations.

In France and in 30 countries worldwide, our actions aim to facilitate access to healthcare through six priority areas:

THE CONTEXT

In Colombia, MdM has been working since 1987 to ensure that the most vulnerable populations have the greatest recognition and enjoyment of the right to health, contributing to the collective construction of universal and equitable access to rural health care through an approach that integrates humanitarian emergency response with long-term actions through three programs:

  • Crises and Emergencies (C&U), through a program that includes rapid emergency response projects for conflict, emergencies or disasters caused by natural or man-made events, and the COVID-19 pandemic.
  • Migración Derecho y Salud (MDS), through a regional project in Colombia, covers the migration route along the Bogotá, Cali, and Ipiales axis, offering fixed health care points for people without health insurance and mobile units for pedestrians.
  • SRH and GBV in the context of armed conflict, barriers for migrant women, and the structural causes of violence in general. SRH is an issue for which we have specific projects and actions that are included in projects within the other two programs.
  • Cross-cutting: mental health and psychosocial support, incorporating SMSP professionals into all mission operational teams, as health outcomes we pursue in our projects, and as services we offer to our beneficiaries. All our projects incorporate a gender perspective.

These programs are being implemented in 11 departments of the country (Chocó, Valle del Cauca, Cauca, Nariño, Meta, Guaviare, Amazonas, Cundinamarca, and Antioquia) and Bogotá DC, from our operational bases in Bogotá, Cali, Ipiales, San José del Guaviare, and soon in the Medio Atrato region. We are also part of the Intersectoral Emergency Response Mechanism (MIRE), which is deployed throughout the country based on current humanitarian alerts.

THE POSITION

Under the direct supervision of the Headquarters-based Desk Manager, she is responsible for the overall management of the MdM mission in Colombia, ensuring that programs meet operational, administrative, financial, human resources, organizational, and security objectives, while coordinating and leading a team. She must also develop and promote advocacy and collaboration among various stakeholders, and ensure the visibility and integration of MdM in the country.

It is responsible for the deployment of MdM’s frameworks, policies, and procedures, and coordinates the execution of the MdM associative project in a given territory, inserting it into a sociopolitical context.

She manages a mission of more than 130 employees and is directly responsible for a 7-person coordination team: a deputy general coordinator, a human resources coordinator, a finance coordinator, a logistics coordinator, a security representative, an incident manager, and a communications manager.

It also works closely with technical and support representatives at headquarters and with association representatives who support the mission’s strategy in Colombia.

Their main responsibilities are:

  • Be responsible for the strategic orientations and the review of the country strategy in a participatory manner (field and headquarters), plan and execute the programs
  • Responsible for the annual review of the emergency preparedness plan and ensure training of teams on the subject
  • Represent MdM in front of donors, carrying out negotiations regarding current and new contract proposals
  • Promote the identification of new partners at all levels (especially institutional, CSOs, etc.) and the formation/consolidation of (new) alliances
  • Represent MdM France at local, regional, national and international meetings and events.
  • Be responsible for and guarantee security management, including updating security guidelines and their implementation by teams, constant monitoring and analysis of the country and regional context and humanitarian access.
  • Define human resources needs in accordance with requirements and needs, ensuring and supporting the implementation of MdM’s HR policies.
  • Ensure appropriate use of allocated funds and report to donors and/or other stakeholders, as well as prepare and review the budget. Additionally, ensure proper logistical, administrative, and financial procedures are maintained in accordance with Ministry of Finance standards and/or donor guidelines.

REQUIRED PROFILE

  • Higher education in program management
  • At least 8 years of field experience in a similar position in a complex humanitarian context
  • Experience preferably in healthcare projects in complex and volatile security contexts
  • Experience in managing a team of equivalent size
  • Experience in project management and mastery of planning and monitoring
  • Experience working with institutional authorities, donors, the United Nations, international and national NGOs
  • Knowledge of donors and proactivity in seeking new funding.
  • Training in public health or medicine will be valued.
  • Knowledge of Colombia’s environment/regional dynamics will be valued.
  • Languages: Spanish essential, English or French essential.
  • Microsoft Office especially Excel mastery of advanced functions

CONDITIONS

  • Start date: early December
  • Fixed-term contract
  • Salary: 4,027 euros gross monthly salary in 13 months
  • Located in Bogota, Colombia, with specific trips to the regions where we develop project activities in Colombia.
