Background 项目背景

Handicap International(HI) is implementing a project called ‘Promoting the dignity and fundamental freedoms of people with mental health disabilities project’. The overall goal of the project is that the dignity and fundamental rights of people with mental health disabilities is protected in China. CSOs targeted by the project each have strengths in some components of community based mental health rehabilitation service provision (i.e. peer support groups, case management, supportive employment, awareness-raising, etc.). However, technical training is needed to advance their technical capacities in a comprehensive and integrated rehabilitation approach. The project is seeking to contract one Mental Health First Aid Techniques Trainer to provide training and supervision support to build the capacity of targeted Mental Health CSOs staff offering such service in communities for the local persons who face mental health problems.

Objectives of the Consultancy 本次咨询服务目标

The objective of the consultancy is that staff from targeted mental health service organizations have improved skills for Mental Health First Aid Techniques.

本次咨询服务的目标，是让项目针对的精神健康服务组织的工作人员的精神健康急救知识与技能得到提高。

Desired Outputs of the consultancy 咨询服务产出要求

• OP 1- Assessment of Training needs – Carry out needs assessment of Mental Health First Aid training with around 25 potential participants from 5 targeted local CSOs and provide the needs assessment report to HI in 3 working days after completing the assessment. the findings and recommendations should include the existing knowledge and skills of the expected trainees on Mental Health First Aid verses their work and competencies required to fulfill their job responsibilities of providing support on CBR.

产出1-培训需求调研：与5个目标社会组织的25名参与者开展“精神健康急救”培训内容的需求评估，并在评估结束后的3个工作日内向国际助残提交需求评估报告。报告需要反映出希望参训的人员在精神健康急救方面现有的知识情况，以及这些知识是否能够满足他们在开展有效的社区康复服务工作中的需要。

• OP 2-Training plan & Training Material- Based on the training needs identified the consultant will develop/ contextualized the training contents and share the Training material with HI for technical approval and develop the detail training plan. The training materials send to HI for approval at least one week before the training. HI should provide feedback in 3 days after receive the materials from the consultant.

产出2-培训方案设计：根据需求评估、提议的培训大纲制定培训项目书，培训项目书应包括培训日程和详细培训材料，培训内容和材料需要经过国际助残的技术专家确认，以上材料至少在培训开展前一周发送给国际助残审阅，国际助残需在收到材料后3天内给予正式答复。

• OP 3-Dilivery of Training– Provision of 3 days training on Mental Health First Aid Technique (including pre and post-test on capacity improvement) for 25-30 participants conducting community based mental health rehabilitation services of 5 targeted organizations from Beijing, Changsha, Chongqing, Chengdu and Kunming.

产出3-培训：为来自北京、长沙、成都、重庆和昆明等地从事精神健康社区康复服务的社会组织，提供为期3天的关于“精神健康急救技术”的系统培训(包含知识能力提升前后测)，参训人员为25-30人。

• OP 4-Coaching online– Provide 5 sessions of online supervision. 1 session for each participating organization with at least 2 persons receiving the training.

产出4-在线督导：在训后为5家参训机构项目人员（每家每次至少2人）提供1次线上督导服务，共计5次线上督导。

• OP 5-Follow-up – The consultant will be expected to participate in person to a one-day workshop for each targeted CSO (2 total days). The purpose of the workshops will be to follow-up with targeted CSOs and support discussions for assessing each CSO’s technical needs for further capacity building.

产出5-实地督导：为两家项目资助的社会组织提供1次为期一天的线下实地活动督导（共计2次）。实地督导内容包含对该机构学习和使用该技术的情况进行跟进与督导，以及收集未来关于精神健康社区康复技术服务培训学习的需求。

• OP 6-Consultancy Report– One end of consultancy report will be submitted to HI. The report will include a detailed description of the trainings, online coaching and onsite follow-up provided. All training materials, including relevant texts and/or presentations used, must be included in Annex of the report. This may include recommendation for additional training, additional online supervision, additional in-person supervision, or combination. Recommendation does not have to focus on Mental Health First Aid Techniques if the consultant identifies other priority needs of the targeted organizations. The report also includes the recommendations for HI to adopt the Mental Health and Psychosocial support approach relevant to the needs of the community and capacity of the implementing CSOs based on the consultant observations.

Fees and Remuneration 服务费用结算

The consultant will receive his or her remuneration in three installments according to the following schedule:

提供服务的咨询顾问将按照如下方式分为三次获取咨询费用：

• 20% of the total budget proposed will be transferred upon signing of the initial consultancy contract. 总服务费用的20% 将在咨询服务合同签署后，通过转账支付给咨询顾问；
• 50% of the total budget proposed will be transferred upon completion of Output 1 to 3. 总服务费用的50% 将在完成上述服务产出1至3之后，通过转账支付给咨询顾问；
• 30% of the total budget proposed will be transferred upon completion of Outputs 4 to 6 and validation by HI of the final consultancy report. 总服务费用的30% 将在完成上述服务产出4至6之后，并在所提交咨询服务报告得到国际助残审阅通过后，通过转账支付给咨询顾问

Consultant Qualifications 顾问资格要求

· The qualified candidate will be a consultant with experience in Community Based Mental Health Rehabilitation and skills in Mental Health First Aid Techniques.

符合要求的候选人必须具有社区精神健康康复经验和精神健康急救技术能力。

· At least University Bachelor Degree or Equalent Qualification in the field of Psychology with Experience in Community Based Mental Health and psychosocial support

符合要求的候选人至少具备本科学历，或在以社区康复为基础的精神健康领域具备同等能力和经验。

· The consultant will be available to work on a part-time basis over the course of 5-7 months.

咨询顾问能够在5-7个月的周期内，根据计划提供兼职培训及督导服务。

· The consultant will be experienced in the development and delivery of formal training as well as practical learning for Mental Health First Aid Techniques professionals.

咨询顾问必须具备设计和开展正式课程培训以及提供精神健康急救实践督导的专业能力。

· The consultant will have significant experience working in China or a similar development context.

咨询顾问必须需具备在中国或类似发展情况的国家开展服务的充足经验。

· The consultant will have sufficient fluency in Chinese and English language to deliver required training, coaching outputs and related reports.

咨询顾问需要具备良好的英语和中文能力，能够流利地使用汉语开展培训与督导服务，同时能够使用英语完成相关的报告撰写。
