Being responsible for assisting the Head of Project in planning, organizing, implementing and monitoring all cash transfer programming in all our areas of operation. The position will implement and supervise the technical field activities in collaboration with the beneficiary communities, partners, and other technical departments of Action Against Hunger.
Key activities in your role will include
Objective 1: Assist the Head of Project in planning and implementation of the activities in the project.
- Assist the Head of Project in the planning, coordination and execution of the Food Security and Livelihood (FSL) activities such as cash transfer programming
- Mobilize communities in activity designing, implementation and monitoring following a participatory approach. Facilitate field data collection for baseline survey and evaluation, surveys and assessments.
- Facilitate community need assessments and identify/select beneficiaries in need of food security and livelihood assistance.
- Assist the Head of Project in setting up and coordinating technical activity plans and implementation of activities with local government unit (LGU) and all stakeholders.
- Report all technical and non-technical related issues in the field and follow up the procedures. Report any difficulties met in the implementation of the activities as well as all the action that should be undertaken to improve the approach and the activities of the project.
- Collaborate and coordinate with the Head of Project, Logistics and Finance department, and other relevant stakeholders in the implementation of all cash transfer programming, and other related activities.
- Ensure quality of the services and activities in the field and provide regular report to the Head of Project.
- Conduct orientation and awareness sessions at the community and municipal level.
- Carry out any other relevant task to the position as requested by the line manage
Objective 2: Engage and support in the monitoring, evaluation, accountability, and learning activities of the project at the community level, including timely reporting and archiving of documents
- Lead the community volunteers in data gathering to monitor the progress of the project
- Ensure the proper documentation in the delivery of inputs through collection and submission of supporting documents and distribution monitoring reports at the end of every distribution.
- Prepare and submit technical and narrative progress reports, integrating the technical monitoring reports of community volunteers if any, to the Head of Project.
- Consolidate, analyse and transmit all the project documents including Sources of Verification (SoVs), ensuring proper filing.
- Participate, supervise, lead in any kind of surveys, assessments, monitoring required
- Adhere to the Mission Reporting System and ensure all deadlines for reports requested are met
- Maintain quality and integrity of all reports, ensuring that the data protection policy is respected
- Comply with the necessary branding and communications guidelines of the organization.
- Ensure timely and quality uploading of project Photos/Videos to the link that will be provided.
- Ensure information on feedback mechanisms, including Action Against Hunger’s policies on Safeguarding, PSEA, child protection, and anti-bribery and corruption, are widely disseminated in the community.
- Capture good practices and human-interest stories for capitalization
Objective 3: Safety and Security
- Respect the Security rules of Action Against Hunger and coordinate with the Security Focal and Head of Project for any security issues relating to work
- Report any security or other incidents in the field that may interrupt project activities directly to Security Focal and Head of Project
Do you meet the profile required criteria?
- Bachelor’s degree in Community Development with demonstrated experience in cash transfer program implementation, or any related field.
- Knowledge and experience in community organizing and implementing of cash-based intervention projects
- Knowledge of Humanitarian Accountability Partnership and Cash Learning standards is an advantage
- Familiarity with the local culture, ability to develop respect from a wide range of people and strong ability to communicate effectively
- Knowledge and experience in information management and reporting
- At least 2 – 3 years of professional experience working with I/NGOs, donor-funded programs in humanitarian operation, Emergency and Early Recovery or in development projects doing cash transfer programming
- Practical experience in cash-based programming and standards is an advantage
- Knowledgeable on Sphere Minimum Standards
- Previous experience working with and alongside governmental structures and local/international partners
- Has experience working in an emergency response
- Required expertise in Windows Office package (Excel, Word, PowerPoint, Outlook, Teams)
