2191 PROGRAM OFFICER, TRAINING AND COLLABORATION At National Endowment for Democracy

The National Endowment for Democracy (NED), a federally funded, private, nonprofit grantmaking organization that works to support freedom around the world, seeks a Program Officer, Training and Collaboration. This position is part of the Gran Making Resources Center (GRC) Department and is based in Washington, D.C.

Position Summary:

The Program Officer, Training and Collaboration implements the training and process documentation components of GRC’s work. This position is responsible for facilitating collaboration, documenting process, and designing, and executing training programs for the Grantmaking Program staff. The PO, Training and Collaboration works closely with the Grant Systems function in the GRC to ensure that any process or system change is enacted in a manner consistent with the GRC approach of “document, test, train, rollout”. During the ongoing Hex Project, the top priorities of the position are to facilitate conversations around new or existing process, assist with documenting the process, and coordinate staff training with assistance from consultants, and Assistant Resource Officers. After completion of the Hex project, the PO’s priorities will shift to focus on the training program, ensuring consistency in policy and process documentation, and supporting cross-team collaboration for the Grantmaking Program

Responsibilities:

Hex Project:

  • Facilitate conversations between NED staff designed to take input and feedback on business process
  • Feed the output of the conversations into the Build efforts for the Hex Grants Management System
  • Assist Project Management team with the design of documentation and training strategy for the many phases of the Hex project
  • Work closely with the grantmaking program teams to develop training content and establish a single source of documentation of Hex process
  • Incorporate as appropriate the various teams’ process into the Hex process documentation, and vice versa
  • Coordinate the training, including identifying and coaching trainers, providing resources for trainers assessing the trainings, suggesting improvements for the future and new topics, and keeping a readily available calendar of past and future training
  • Provide regular updates to the Project Management team on the Hex-related documentation and training

NED Grantmaking Program documentation and training

  • Assist in designing the Programs Learning and Training (L&T) ecosystem
  • Manage the L&T ecosystem, including working with staff on new trainings, incorporating existing training opportunities, and maintaining a follow-up system
  • Collaborate with Grants Systems to integrate Hex, Directors Desk, and other relevant systems training into the L&T ecosystem
  • Establish input and feedback mechanism for Grantmaking Program staff to determine and prioritize training topics
  • Coordinate with Associate Resource Officers to deliver orientations
  • Stay abreast of the development of new procedures and assist with proper review, documentation, and training for any new procedures
  • Manage the intranet site as a collaborative tool for Program’s documentation, training, and communications
  • Perform other duties as assigned.

QUALIFICATIONS:

Knowledge/Experience:

  • Bachelor’s degree in human resources, business, psychology, or education
  • Master’s degree preferred with a concentration in organizational development, training and development, or instructional design
  • 5-8 years of relevant professional work experience
  • Certification(s) in instructional design, training development, training evaluation, training project management, or related topics is desired

Other Qualifications:

  • Experience facilitating conversations among diverse constituencies
  • Ability to build strong working relationships/capital within NED staff from all teams
  • Demonstrated understanding of training design and execution
  • Existing knowledge of or aptitude for learning GMS or other workflow management systems – how to use them, how relational databases work, able to use a system comfortably and confidently given training
  • Highly organized, able to keep track/on top of a lot of threads at once
  • Active or previous memberships in industry organizations such as the L&D Accelerator, Association for Talent Development, Grantmakers for Effective Organizations
  • Authorized to work in the United States
