38141 – Expert in Public Procurement – Delegated Cooperation ( Madrid ) At Tragsa Group

Tecnológias y Servicios Agrarios, S.A., S.M.E., M.P. ( TRAGSATEC ) requires incorporating an Expert/a in public procurement to provide support in the annual budget execution of the Delegated Cooperation projects of the Spanish Agency for International Development Cooperation ( AECID ).

Geographical locations: Madrid

Functions:

• Support AECID units abroad with the planning, preparation, monitoring and control of the contracting and award processes, guaranteeing legal and regulatory compliance in the field of development cooperation, especially the Public Sector Contracts Law, the General Subsidies Law, but also for the legal framework of the countries of intervention and for the contracting policies of the multilateral development banks.

• Advise AECID on recruitment in the framework of delegated cooperation projects, offering support to OTCs , in the implementation of control and review tools that guarantee that the contracts formalized by the beneficiary entities of the projects are in accordance with the regulations of the financier and with the AECID procedures.

• Assign the guidelines and guidelines to follow in the different procedures, criteria for publication, reception and correction, award, contracting and execution of the different types of contracts: refine the tender documents ( criteria for supplier selection and weighting of proposals, terms and conditions. )

• Support in improving the preparation of recruitment files through the design and implementation of new tools and models that allow for a more agile hiring proposal, simple and complete.

• Know in depth the different phases of the contracting file, the preparation and award phases of public contracts, as well as the execution phase.

• Support in the processes of justification and closure of the different interventions within the framework of the commission.

Requirements (mandatory):

    • Bachelor’s or Bachelor’s Degree + Official Master’s Degree in Law, Business Administration and Management, Economics, International Relations and/or Political Science (Degree approved in Spain). – More than 5 years of experience in public contracting, including the preparation and review of tender documents and tenders, as well as the processing and monitoring of administrative procedures. – Experience in the Development Cooperation sector. – Minimum English level B1. – Minimum French level B1.

Merits (valuable):

– Master or doctorate in administration, management and/or public contracting.
– Experience in the management and justification of European fund projects.
– Practical experience in the field in the implementation of development cooperation projects.
– At least 3 years of experience in the Development Cooperation sector.

Observations:

It offers:
– Fixed-term contract with an estimated duration of 22 months, associated with the execution of the order detailed in the publication for the Recovery, Transformation and Resilience plan or with financing that comes from European Union Funds
