Duties and Tasks
This staff will support the assignment in the preparation of control reports on supporting documentation and will have as a priority function the support in the review of the technical, economic and administrative justification of the Delegated Cooperation actions. This implies:
Supporting in the monitoring and control of the delegated cooperation projects, applying (and helping to apply), with solvency, the standards and procedures and common practices, recognized as more effective and efficient, applicable to entity projects of any field so that they advance optimally, adjusting to their cost, scope and schedule baselines.
Supporting the AECID in the control, review and compilation of the periodic monthly/quarterly/annual/final technical-economic monitoring reports, guaranteeing that the regulations applicable to the projects are complied with, as well as in the resolution of doubts about justification.
Provide support in the development of guidelines/procedures, as well as the design of new models and tools for planning, management and reporting of projects in order to ensure better monitoring and justification of the same.
Provide advice to AECID on public procurement within the framework of delegated cooperation projects, implementing control and review tools to ensure that contracts signed abroad and/or by beneficiary entities of the projects comply with the regulations of the funder and with AECID procedures.
Provide advice to AECID on the control processes of external audits of projects, from the preparation and contracting of audits to the accompaniment and monitoring of the resolution of requirements and incidents arising from them.
Provide support in the development and review of the different regulations applicable to cooperation projects, preparing notes, reports and memoranda that allow a better understanding and systematization of information.
Specific Requirements
Compliance with the requirements must be justified by attaching the following documents in the ‘Annexes’ section of the application (or during the process), as appropriate:
Official training certificate or proof of payment for the application for the degree or academic certificate of completed studies (including the Final Project).
Employment history and/or employment contract that allows the required experience to be verified and accredited.

Qualifications
Bachelor’s or Degree qualification + Official Master’s degree in the fields of Business Administration and Management, Actuarial and Financial Sciences, Economics or Law (Qualification approved in Spain).
Previous Experience
At least 5 years of professional experience in the economic and administrative monitoring of international cooperation projects

Previous Experience
From 1 day Up to 5 years’ experience in justifying European funds and programmes and knowledge of the European framework for external action (work experience).
From 1 day Up to 5 years’ experience in public procurement, including the processing and monitoring of administrative procedures (work experience).
From 1 day Up to 3 years’ experience in regulating subsidies and aid in the field of international cooperation (work experience).
Observations
Offered:
– Fixed-term contract with an estimated duration of 4 months, associated with the execution of the order detailed in the publication for the Recovery, Transformation and Resilience plan or with financing coming from European Union Funds.
– Full day.
