Description:

The Country Support Director (CSD) will oversee the management and implementation of USAID Frontier Health Markets: Global Technical Assistance (FHM) country programs. This full-time position will be based in the Washington, DC office, will be a member of the senior management team, and will report to the Project Director (PD). The CSD will work with the project’s Technical Director and Chiefs of Party to ensure consistent, coordinated implementation of the project’s technical priorities across the country portfolio and is responsible for the overall success of country programs. They will lead and supervise a Country Support Team (CST) that supports the day-to-day management and implementation of country work plans, including budget oversight, client management, quarterly/annual reporting, and implementation of technical activities. The CSD will provide direct programmatic and technical guidance, and management support to Chiefs of Party in close collaboration with technical advisors, finance and operations staff, knowledge management, and other home-office team members. The Country Programs Director will supervise Country Project Team (CST) Managers and Program Officers.

Responsibilities:

  • Define a strategic narrative for the USAID FHM country portfolio, communicating key goals and achievements to external audiences including USAID and other stakeholders.
  • Work closely with the PD, Technical Director (TD) and CSTs to define a strategic direction for each country program, positioning USAID FHM as a health markets leader in local, regional and global networks.
  • Foster learning and exchanges across global and country portfolios to identify promising practices, innovations, and lessons learned with support from MEL and KM teams.
  • Work with PD and CSTs to respond to USAID country programs requests, leading scoping, startup, and closeout activities as necessary.
  • Lead Country Programs Team to effectively monitor and support in-country operations, including support from technical teams and F&O.
  • Lead engagement with home office technical teams to plan and deliver technical support that is consistent with country-level needs and objectives, and aligns with global project strategy.
  • Review country program deliverables, work plans, reports, and other products to ensure high quality and the technical integrity.
  • Supervise CST Managers, monitoring workload, providing feedback, and hands on coaching to ensure high performance.
  • Develop and maintain positive relationships with USAID Mission staff.
  • Actively engage with the Technical Director, CST Managers and COPs to negotiate annual work plan activities and budgets with the USAID Missions, partners, and country counterparts.
  • Perform other duties as determined by the PD.

Qualifications:

  • Master’s degree in public health, management, or a related field.
  • Minimum of 15 years of experience in international development, including 10-15 years managing country programs in a developing country context, and 10+ years in FP, HIV and/or other health programming.
  • Previous experience managing USAID funded programs (budget, resource, and client and stakeholder management).
  • Proven ability to create and maintain relationships with USAID and host country clients.
  • Experience working across multiple sub agreements and functional areas to collaborate and build consensus.
  • A problem solver with strong initiative, self-motivation, and attention to detail, comfortable managing multiple activities simultaneously across geographic regions.
  • Ability to work comfortably in the MS Office Suite applications, specifically MS Word, Excel, and PowerPoint as well as Google Suite (Docs, Sheets, Slides, Forms).
  • Preferred experience with private sector, market development, and total market approaches.
  • Professional proficiency in English. French preferred.
