Finance Manager Venezuela At Norwegian Refugee Council

  1. Context

The Finance Manager’s objective is to ensure that the finance system in all offices is in accordance with the Norwegian Council’s global, regional and local standards, and to support the implementation of projects and programmes.

The following is a brief description of the position.

  1. General Responsibilities
    1. Ensure that the country mission adheres to the Financial Manual, Norwegian Council policies and donor and auditor requirements
    1. Apply the Norwegian Council’s financial systems, routines and procedures
    1. Maintain overall budget control and monitor cash flows
    1. Managing the financial team
    1. Train line managers and staff with financial responsibilities
    1. Provide periodic analysis and reporting to the Management Group and donors
    1. Implement anti-corruption policy
  1. Specific responsibilities
    1. Matrix management of finance staff in area offices
    1. Design ways of working that can be viable in the current situation in Venezuela, adapting these solutions to the changing context of the country, and documenting all new procedures with the creation/updating of regulations, properly training staff.
    1. Ensure that financial processes followed in Venezuela are approved by the Norwegian Regional Office and by donors
    1. Develop the capacity of direct reports through on-the-job training plans
    1. To be the focal point for all financial matters at the national level
    1. Maintain and promote a problem-solving attitude, proactively seeking solutions to situations that arise, finding a constant balance between programmatic needs and compliance with standards.
    1. Maintain and promote a network of contacts between peers at national and regional level, encouraging the exchange, application and contextualization of good practices
  1. Professional skills and general qualifications required
  • University professional in the area of ​​finance, business management or auditing
  • A minimum of 3 years’ experience working as a manager, financial coordinator, auditor in a humanitarian/development context preferably in Latin America
  • Experience working in complex and volatile contexts
  • Documented results related to job responsibilities
  • Knowledge of one’s own leadership skills/profile
  1. Specific/contextual skills, knowledge and experience
  • Knowing the current situation in Venezuela is an advantage
  • Experience in cash distribution systems in complex contexts is an advantage
  • Experience with projects funded by institutional donors, especially NMFA, Sida, ECHO, BHA, UN agencies and FFO, is an advantage
  • Experience with agresso accounting software is a plus
  • Experience working with partners in implementation

Consecutive years of economic contraction, socio-political tensions, informal dollarisation and hyperinflation mean that most families cannot afford to buy food. A lack of long-term state funding for facilities and the neglect of public infrastructure affect the distribution of electricity and water. At least 1.5 million children are out of school. Lack of documentation (birth certificates and identity cards) affects 50 percent of Venezuelans, hampering people’s ability to access basic rights and services. Venezuela has also seen an increase in violence due to the widespread presence of irregular groups. Venezuelans on the move are also at increased risk of exploitation and abuse.

According to the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), the Venezuelan humanitarian crisis received only 31 percent of funding in 2023 and remains one of the most underfunded crises in the world.
