The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is looking for a short-term consultancy service for the development of a feasibility study to determine political, technical, financial and organizational modalities for establishment of an inter-Regional Dialogue on Labour Migration between Africa and the Gulf.

This consultancy aims to review existing mechanisms and structures within African Union, propose the most effective mechanism and outline the methodology for establishing the inter-Regional Dialogue between Africa and the Gulf.

The consultancy will be spreading over from February 05 to May 31, 2023. The maximum number of working days is 30 days.

The bidder is required to provide personnel who are suited to filling the positions described, on the basis of their CVs, the range of tasks involved and the required qualifications.

The below specified qualifications represent the requirements to reach the maximum number of points.

Expert 1

Qualifications of the short-term expert

  • Education/training (2.2.1): Master’s degree in the field of social sciences, law, international relations, migration or related field.
  • Language (2.2.2): Business fluency in English is required (C1)
  • General professional experience (2.2.3): Minimum 5 years continental work experience in demonstrable technical experience in social research in the area of migration governance as well as issues of labour migration, diaspora and development, return/reintegration, and multilateralism.
  • Specific professional experience (2.2.4):
  1. In-depth knowledge of contemporary migration dynamics/ migration and development issues in Africa and region;
  2. Proven previous working experience consisting of substantial involvement in assessments, policy dialogues and/or reviews in related areas.
  3. In-depth knowledge of migration governance as well as issues of labour migration, diaspora and development, return/reintegration, and multilateralism;
  4. Knowledge of global, continental and regional policies, laws and initiatives regarding labour migration, migration and mobility in Africa and the Gulf;
  5. Previous working experience with the AUC, RECs, the UN (in general) and the IOM and ILO in particular.
  6. Experience and ability to interact with AU departments and with senior officials in Government and in the RECs;
  7. Experience and ability to navigate political processes in highly sensitive settings;
  8. Excellent drafting/writing and analytical skills;
  9. Strong interpersonal, networking and presentation skills.
  • Regional experience (2.2.6):
  1. Demonstrable work experience in Africa and in working with African Union and its Member States as well as the Gulf States
  2. Experience in similar assignments in other regions
  • Other (2.2.8):
  1. Good knowledge of French
