Background

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development dedicated to shaping a future worth living around the world. As a public-benefit federal enterprise, GIZ supports the German Government – in particular the Federal Ministry for Economic Cooperation and Development (BMZ) – and many public and private sector clients in achieving their objectives in international cooperation in around 120 countries.

Since 2004, GIZ has been a reliable and trusted partner of the African Union (AU) to enhance inclusive growth and sustainable development on the African continent in line with the AU’s Agenda 2063: The Africa We Want. With more than 200 staff, GIZ African Union cooperates with the AU Commission, as well as the AU’s specialised institutions and agencies, such as the Development Agency AUDA-NEPAD, at continental, regional and national level in more than 35 member states. Key areas of engagement include Peacebuilding and Conflict Prevention, Governance and Migration, Sustainable Economic Growth and Employment, as well as Health and Social Development.

The African Union (AU) is promoting the implementation of the of free movement of persons. Efforts in this regard are seen, for example, in the AU Agenda 2063 and in the African Economic Community (AEC) founded in the Abuja Treaty in 1991. One of the most important projects of the Agenda 2063 is the continentwide introduction of an African passport, which should allow African citizens to travel across the continent without visa. In January 2018, the African Union’s Protocol on the Free Movement of Persons and the Right to Residence and Establishment was adopted (Free Movement of Persons Protocol). The promotion of labour migration, including through free movement of persons, is also an important pillar of the Migration Policy Framework for Africa (MPFA) – the AU strategy for the entire policy field of migration and mobility.

For the vision of free movement of persons on the African continent to become a reality, the new GIZ project phase that started January 2022 will therefore focus more on the areas of labour migration and free movement of persons.

It is in this context that the GIZ project “Support Programme to the African Union on Labour Migration and Free Movement of Persons seeks the consultancy service for a comprehensive assessment on the state of the labour market and information system in Cameroon in the implementation of projects and programs as mentioned above.

Period of assignment: From 10. August 2023 until 31. October 2023

Required qualifications of the candidate

Short-term expert

Qualifications of the short-term expert

  • Education/training (2.2.1): Advanced education degree (Master’s level or equivalent) in computer science, information technology or similar fields.
  • Language (2.2.2): Business fluency in French is required.
  • General professional experience (2.2.3): 5 years’ continental/regional experience in demonstrable technical experience in labour migration data issues.
  • Specific professional experience (2.2.4): 5 years’ continental/regional experience in:
  1. Excellent knowledge of labour migration data issues
  2. in assisting governments through research, training on / developing labour migration policies and legislation on labour migration in the regional and international context.
  3. Excellent knowledge of labour migration data issues
  4. Excellent knowledge of Cooperative Management Information System especially on Labour Market and Migration information system
  5. Proven knowledge of international standards in labour statistics
  6. Excellent knowledge of and experience with developing training materials
  7. Demonstrated experience and skills in facilitating stakeholder/working group consultations
  • Regional experience (2.2.6): Demonstrable work experience in Africa, esp. experience working in ECCAS and/or ECOWAS region (related to labour migration data). Experience in similar assignments in other regions including at the national level would be an added advantage.

Other (2.2.8): Business Fluency in English.
