HI, Humanity & Inclusion is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

JOB CONTEXT:

HI has been operating in South Sudan since 2006, implementing humanitarian and development actions aimed at promoting the rights, safety and quality of life of vulnerable populations, particularly persons with disabilities, mental health problems and functional limitations across the country.

HI’s present interventions address both emergency and resilience needs. Since 2016, HI has been operating an emergency mobile (or flying) unit responding to MHPSS (Mental Health & Psychosocial Support) and disability rehabilitation assistance in the greater Upper Nile, Unity and Jonglei states. Overall, about 50,000 direct beneficiaries (people with disability and other most vulnerable) are being targeted through MHPSS and Livelihood projects, with a strong emphasis on mainstreaming disability inclusion. HI current programs are funded by ECHO, DFID, MOFA Luxembourg and OCHA. HI South Sudan is composed by a team of 110 staff (100 national staff, 10 international staff); the total budget is around 4 million dollars.

As part of its 2019-2021 strategy, HI South Sudan is prepositioning to deepen programming in Protection, to expand program interventions in Health (MHPSS, reproduction health and physical rehabilitation) as well as inclusion in humanitarian action and to undertake innovative programming in Education in emergency. HI works in close collaboration with the South Sudan Humanitarian Clusters (Health, Protection, Food Security &Livelihoods and Education), UN agencies and Government departments (Health, Agriculture, Education, Gender and Youth, and Relief & Rehabilitation Commission). HI is also an active member of the South Sudan NGO Forum.

HI South Sudan is looking for his/her new business developer to design the fundraising strategy.

YOUR MISSION:

Reporting to the Programme Director, and in collaboration with Technical Unit, Project and Operations Managers, you identify funding opportunities and lead the concept notes and project proposals development process, with the expected output of having documents ready for submission to donors (public institutions, foundations and private sector).

Your main responsabilities are:

1. Strategic development :

· Monitor donors’ strategies and priorities in order to anticipate calls for proposals and identify opportunities for submission;

· Engage with identified donors to understand their perception of current HI programming and identify areas of interests for targeted fundraising efforts;

· Monitor research and development initiatives of other organizations, including INGOs, UNs and government to spot trends in the development sector which need to be taken into account to develop competitive proposals;

· Contribute to StratOp development and follow-up, with a focus on Fundraising action plan and Internal Project Documents.

2. Representation and Donor Relations :

· Build HI’s external profile and influence, building key stakeholder relationships with relevant decision makers in government, national/local organizations, donors and key international organizations;

· Representation in Donor Meetings, in collaboration with Programme Director

· Develop excellent and active working relationship with strategic donors and partners in-country ;

· Promote HI’s technical positioning, approaches, know-how and expertise in relevant networks to develop consortium agreements;

· Support the Programme Director, Technical Unit, Project and Operations Managers in the management of donor visits and in donor relations

· Feed into the Funding Needs tool (on HINSIDE) to make sure program needs are well known at HQ/NAs level and develop supporting documents, such as “project sheets” and/or “donor sheets”

· Manage the program’s CRM and ensure it is updated as needed.

3. Proposal Development and Grant Management

· Lead the development of high quality proposals and concept notes in compliance with donor regulations, in accordance with HI’s proposal writing process and tools, including the development of: logical frameworks, MEAL plan, technical approach narrative, planning, staffing and budgeting;

· For the renewal of existing projects: contribute, under the lead of the Project Manager, to the proposal’s writing;

· Identify appropriate/competitive teaming arrangements (consortiums, multi-country projects…) and facilitate negotiations;

· For consortiums, manage coordination, communication and inputs from subs during project development;

· Review final proposal/concept note before submission

· Ensure the final submission of the concept notes and proposals to donors;

· Consolidate operations inputs to prepare and submit timely intermediary and final reports to donors

· Coordinate proposal development and donor reporting,

· Liaise with the Operational Officer based at HQ to maintain an updated grant follow up tool that is disseminated regularly to all relevant staff members

· Coordinate and collaborate with HQ shared services, HI National Associations and technical staff to ensure their inputs are duly reflected in proposals;

· Ensure compliance with donor guidelines in all donor reporting

· Maintain updated soft copies of all grant management documents in HI’s grant portfolio

· Monitor implementation of programs to ensure they are in accordance with donor and HI internal regulations

· Consolidate inputs for and disseminate an internal Situation Report

· Organize and lead grant opening and lesson learnt workshops in coordination with the Operations Coordinator.

Donor Compliance and Promotion of Humanitarian Best Practices

· Provide technical guidance on HI and donor regulations to ensure compliance within operations, program implementation, and reporting. Raise compliance issues proactively with program staff and the senior staff in relevant departments.

· Keep senior management informed of any projected inabilities to meet contractual obligations, report submission, and spend rates/significant budget variances. Also, be able to proactively mitigate risks through proposing remedial solutions, such as informing donors or raising timely modification requests.

· Organize regular Grant Opening and Grant Closing Meetings for all relevant staff members / departments to ensure coherence in the understanding of the Grant’s design across departments and bases, as well as to promote sharing of achievements and lessons learned

YOUR PROFILE :

· You hold a Master degree in humanitarian and development studies**

· You have at least 4 years of experience in humanitarian project development and donor relationship (including experience in consortium development)**

· You are able to manage and work collaboratively with different teams, on-site and remotely

· You speak and write English fluently.

· You have a High level of autonomy and initiative; demonstrate Strong organizational skills as well as Strong interpersonal and intercultural skills;

· You are audacious, diplomat and capable of self-criticism.

CHARACTERISTICS OF THE POSITION:

South Sudan environment is characterized by:

(1) A capital, Juba, with major presence of INGOs and UN, basic but acceptable leaving conditions (generator, water tanks, basic roads…) and high cost level.

(2) Rural areas with very badly shaped roads, few infrastructure and NGO leaving in compounds. The different sites of intervention are accessible by plane through MAF and WFP-run services. The security conditions are instable with a level 3 and areas under massive conflict.

(3) The rainy season in South Sudan goes from May/June to September/October. During this period, movements are mostly limited since the roads are impracticable.

(4) A special system of R&R is in place with time for rest out of the country every 8 weeks around.

CONDITIONS:

· 12 months International contract starting from 1st August 2021

o Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount**

o Medical coverage with 50% of employee contribution **

o Repatriation insurance paid by HI**

· Salary from 2750 € gross/month upon experience ; Perdiem **: 590** € net/month – paid in the field ; Hardship : 500 € net/month paid with your salary

· Paid leaves : 25 days per year; R&R : Level 3: 5 days every 8 weeks

· Unaccompanied position ; Payment for travel costs (air ticket & visa) and transport of your personal effects: a child allowance of 100€ per month, per child (from the second child) paid in the field

· Collective housing taken in charge by HI**
