REQUEST FOR CONSULTANTS

The Adventist Development and Relief Agency (ADRA) is a global humanitarian organization with a mission to work with people in poverty and distress to create just and positive change. ADRA is seeking to recruit a consultant to undertake a training in participatory hygiene and sanitation transformation (PHAST) for WASH promotors and child hygiene and child hygiene and sanitation training (CHAST) for school children in Somalia.

1. Purpose of the Consultancy

ADRA is keen on a community mobilization model focused on increasing the community’s and schools’ organizational capacity to stimulate local ownership, transfer knowledge and skills and to sustainably plan and manage hygiene promotion and sanitation initiatives.

2. Scope and Specific Objectives

The scope of activities and specific training objectives shall be guided as follows:

  • Training of Trainers (ToT) and Training of Facilitators (ToF) on PHAST methodology and introduce participants to concepts on basic health care, disaster risk reduction and life-saving skills;
  • Training of Trainers (ToT) and Training of Facilitators (ToF) on WHO and UNICEF guidelines on COVID-19 Infection Prevention and Control in Schools.
  • Equip trainers, facilitators and participants with skills on community governance, good leadership, problem-solving techniques and behaviour change for hygiene promotion and sanitation programmes;
  • To orientate PHAST facilitators, volunteers and hygiene promoters on advocacy, social mobilization and planning to address hygiene and sanitation problems;
  • Develop and produce custom PHAST toolkit or IEC materials for beneficiary groups;**
  • Develop PHAST and CHAST Work Plan for community action.
  • Enable children acquire knowledge and practical skills in the use of participatory hygiene promotion tools so as acquire and adopt hygiene information at school level to reduce/eliminate water and sanitation related diseases.
  • Entrench good hygiene practices among children in targeted schools, and engage learners with messages of Hygiene education (HE) through e.g. pictorials, practical applications or drama.
  • Define indicators for assessing impact of hygiene and sanitation interventions in the target schools.

3. Methodology

The consultant is expected to consider the following:

  • A desk review of relevant literature and to enable localization of PHAST and CHAST toolkit prior to the training.
  • Local authority and community-based discussions or focus groups and field visits to the target areas to assess people’s knowledge attitude and practices.
  • Village-level visits to make observations of hygiene practices and WASH infrastructure.
  • Training school going children in target schools on CHAST methodology. This will comprise of practical training sessions in each school, development of hygiene promotion materials/messages for schools including safe disposal of excreta and maintenance of latrines, hand washing, among others key activities.

4. Deliverables

  1. Develop a CHAST and PHAST training plan
  2. Conduct PHAST and CHAST ToT, TOF for all participants
  3. Coaching during initial trainings in the field
  4. Provide technical assistance for planning, implementation, monitoring and reporting of PHAST and CHAST related activities
  5. Development of Work Plan for community involvement and empowering through PHAST and CHAST
  6. Consultancy Report

5. Required competencies:

  • Advanced Degree in Public Health, Social Studies, Community Development, WASH or any other related discipline
  • Minimum of five years’ proven experience leading successful community mobilization and strategic communication in WASH projects
  • A track record of at least five (5) years’ solid experience in WASH engagements and related linkages in the context of ASALs and/or emergency settings
  • Knowledge and experience of CHAST, CLTS and PHAST activities in addition to other WASH and education interventions in emergency contexts
  • Team training, capacity building and management skills
  • Written and verbal knowledge of English and Somali languages.

Timeframe: The assignment will be conducted over a duration of 40 to 50 days during the months of November/December 2021.

Proposals should include:

  1. Detailed description of proposed approach and methodology
  2. Projected budget – including projected travel and in-country accommodation and subsistence costs.
  3. Short overview of how the candidate (s) meets the qualifications, experience and skills requirements

6. Submission of Proposals

In order to achieve the objectives of the assignment, the consultant will be expected to take complete responsibility for all the activities identified in the TOR. The Technical Proposal should contain a complete description and explanation of the proposed methodology for the Assignment (work plan), timelines and any other resources that the consultant will make available to effectively execute the assignment.

The Financial Proposal should stipulate the professional fees, travel, taxes, etc for the assignment. All fee and costs are to be expressed in USD.
