General objective of the position

Action Against Hunger is an international non-profit, non-governmental organization created in 1979. It is private, non-political and non-religious. Its goal is to combat hunger and dangerous situations that threaten women, men and children. Currently, 500 expatriates and more than 5,000 employees work for Action Against Hunger in more than forty-six countries, on projects covering our four areas of work: food, health, food security and food management. water and sanitation system.

GENERAL PURPOSE OF THE POSITION

The Program Development Coordinator (CDP), in close collaboration with the Deputy Country Director Programs and the Coordination Team, will ensure regular monitoring, monitoring and support for the management of the grant portfolio of the mission, throughout the management of the project cycle, from the very first discussions with donors and/or strategic partners, the development of project proposals, to donor reports.

The CDP will lead the entire process of developing high quality project proposals and donor reports in accordance with donor rules, and will follow established internal Action Against Hunger processes.

To ensure effective processes and contract monitoring, the CDP must maintain grant management tools and records, including the GESPRA system (ACF project archiving platform) and keep informed of landlord requirements.

Main responsibilities

  • Objective 1: Identify, coordinate, prepare, write and submit quality proposals/concept notes on time, following Action Against Hunger validation processes and taking into account donor directives.
    • Under the direction of the Deputy Country Director and in coordination with the technical coordinators and managers, logistics, human resources and finance, the CDP will design, coordinate the process, collate inputs, collect relevant information to draft proposals complete documents (including the narrative and other required annexes, such as the budget and the PPP) or concept notes to be presented to donors;
    • This will also involve the preparation of internal work plans and donor formats, the revision of donor directives, the writing of certain parts of the proposals, the control and consistency of the proposals guaranteeing a high level of quality including the logical sequence and justification of all the proposals, revision of spelling and syntax, consistency between the narrative and the budget.
    • The CDP will ensure that proposals are validated and submitted to donors on time:
    • If necessary, the CDP will participate from the start in discussions (technical and/or strategic) with the lessor;
    • When necessary, the CDP will organize development and writing workshops/retreats, particularly for large multi-sectoral projects;
    • The CDP will ensure that proposals take into account guidelines on gender and environmental protection, in accordance with Action Against Hunger policies;
    • The CDP actively participates in the development and assembly of consortia for the development of new project proposals.
  • Objective 2: Strengthen the skills of the Extended Coordination Team (ECE) in developing proposals and project reports for donors
    • When developing concept notes and proposals, provide daily support to the ECE (technical coordinators and managers, field coordinators, project managers) on the design and writing of proposals, on the directives and requirements of donors (procedures, donor guidelines);
    • With the HR department, assess the skills of the ECE and organize training workshops on the development of project proposals and reports and on project cycle management;
    • Evaluate and update the mission’s proposal and report development and contract monitoring tools;
    • Evaluate skills and support the Reporting Manager.
  • Objective 3: Supervise the development of quality and timely donor reports
    • Supervises the Reporting Manager to ensure that donor reports are submitted on time and comply with donor requirements;
    • Supervises the Reporting Manager to ensure donor reporting schedules are updated and ensure that all relevant people are informed of their contribution;
    • Facilitates the coordination of the Reporting Manager with the financial coordinator (financial report) and with the DPA (narrative report);
    • Liaise with headquarters or donors in monitoring submitted reports.
  • Objective 4: Participate in donor relations and monitoring for the search for financing
    • In coordination with the Country Director, monitor potential financing opportunities as requests arise, including mapping/donor monitoring;
    • Establish and continually update a database for donor guidelines and regulations, and participate in updating information sheets for major donors;
    • Inform teams of any changes to donor guidelines and regulations;
    • Act as the mission’s focal point for external communications with donors for all grant management and reporting matters.

Do you match the profile we are looking for?

  • Desired training area:
    • Specific training in areas related to development and/or humanitarian aid
    • Master’s degree in one of the following technical fields: 1) public health, international health, nutrition; 2) water, sanitation, hygiene; 3) agricultural knowledge or an area related to food security.
  • Desirable Specific Technical Knowledge:
    • Good experience in drafting project proposals, donor rules, validation procedures, process coordination.
    • Good experience in development projects.
    • Experience in project cycle management.
    • Ability to write project proposals and project reports in excellent French.
    • Communication skills with diplomatic, yet firm approach to obtaining buy-in and input from colleagues involved in producing project proposals and reports.
  • Experience :
    • Experience in a similar position in the development or cooperation or emergency sector of at least 3 years
    • Knowledge of Action Against Hunger would be an asset.
  • Desirable computer skills in:
    • Good command of the Ms Office Pack.
  • LANGUAGES :
    • Excellent command of written French is essential
    • English and Spanish is a plus.
  • Position mobility:
    • National and International Mobility.

Our remuneration package

We offer immediate incorporation into a dynamic, international organization including the following contractual conditions:

Expatriate employment contract with UNAccompanied status.

  • Duration: 12 months (with possibility of renewal)

  • Base: Nouakchott (Mauritania)
  • Salary between €45,178 – €55,016 gross per year depending on professional experience and responsibilities.
  • This salary is divided into 12 payments and based on experience and background.
  • Accommodation supported on the Mission by the organization (Guest house or Allowance for personal apartment)
  • Transportation costs to the mission covered by the organization.
  • One-week breaks with transport costs to the reference area every 3 months and an extra of €215 for the week.
  • 25 working days of vacation per year with tickets paid for by the organization.
  • Repatriation, accident and travel and life insurance.
