A Deputy Head of the regional project “Children and young people on the migratory routes of North and West Africa”.
- General description
Terre des hommes – Lausanne (Tdh) has been involved in the field of child mobility in Africa for several years through its “Children and Young People on Mobility” Program. Member of the Consortium responsible for the implementation of the regional project “Children and young people on the migratory routes of North and West Africa”, funded by the SDC for the first phase 2022-2025, Tdh will have to actively contribute to the achievement of the objectives set and ensuring the articulation between this regional project and the other actions and projects carried out by Tdh in these 2 regions.
Based in Dakar, the deputy head of the regional project “Children and young people on the migratory routes of West and North Africa” will work under a double hierarchy which translates as follows: she acts in as deputy manager within the Implementation Unit (UMO) of this project and is also part of the dynamics of the regional team of Tdh’s “Children and young people in migration” program in Africa.
I/ Within the UMO, she acts in tandem with the project manager, under her hierarchical responsibility, in order to ensure operational and strategic management, inclusive and sensitive to conflicts, of the project and the staff. It contributes in particular:
- Key decisions regarding the project and the portfolio of country interventions – common agreement for important decisions at the level of country interventions, procurement, etc.
- Analysis of opportunities – joint responsibility for analyzing the context and finding innovative opportunities to advance the results and reputation of the project.
- In management and human resources – joint contributions on personnel management, personnel evaluation, etc.
- For financial planning and management (with the Finance Manager) – preparation of the main financial documents (country budgets and consortium member budgets)
- Sharing knowledge and continuous learning – sharing responsibilities throughout the project and with partners to guarantee the quality of management documents, work plans and financial progress reports through continuous monitoring of the management team project and implementation.
The Deputy Head focuses on the operational management of the project and contributes to overall responsibility for project planning and implementation, as well as a good operational presence in the two major regions of intervention. It also provides technical support to the project team and partners, ensures the gradual transfer of responsibilities to the actors of the systems which contribute to the protection, education, socio-economic integration and empowerment of children and young people. along the migratory routes linking West Africa and North Africa, primarily in the 5 pilot countries of the project (Morocco, Tunisia, Guinea, Mali, Niger), and optimizes the complementarity of expertise and experience national and international available in the consortium for excellent project management.
II/ Within the “Africa” team of the “Children and young people in migration” program of the Terre des hommes Foundation, she contributes under the responsibility of the regional Migration coordinator to the development of the Program in West Africa and Africa. North. It firstly ensures the proper articulation of the regional Migration Routes project with other regional and national projects linked to the Migration program (existing projects or in the design phase) and, transversally, with all programs, expertise and departments of the Terre des hommes Foundation in these regions (Access to Justice, Health, Transversal Protection, Innovation, etc.). Within Tdh structures and regional and national teams, she also ensures the proper accessibility, dissemination and use of data, information and knowledge linked to the implementation of the regional “Migration Routes” project.
- Key Responsibilities
- Management of financial and human resources for the achievement of project results and the achievement of results and objectives
- Lead the direction and implementation of the project by providing high quality advice and coordination in the application of project approaches (child rights, systems approach, CSPM, etc.).
- Ensure the supervision and training of project staff and implementation partners and, consequently, the supervision of staff (recruitment, HR monitoring, evaluation, etc.).
- Contributes, with the rest of the UMO, to communication with partners, the international development community and Swiss audiences,
- Lead the supervision/guidance of the effective implementation of the project, including the appropriate selection of partners and the terms of partnership agreements, as well as the supervision and coordination of project activities.
• Contribute to the development and strengthening of the project management system, including MEAL, as well as knowledge management strategies for steering, accountability and learning
• Contributes, with the rest of the UMO, to liaison and development of closer cooperation with the SDC portfolio as well as representation/relationships with other donor-funded programs; support the project by strengthening synergies with other similar projects financed by other donors.
- Operational planning and coordination of key project implementation processes, including management and reporting documents, work plans and financial reports
• Contribute to quality assurance through critical analysis, better facilitation and strategic thinking
• Ensure the effective engagement of a series of relevant actors in protection, education and integration systems in order to stimulate innovative thinking to ensure local ownership
• Play a concrete role in managing knowledge of emerging evidence and good practices, and addressing challenges in national and regional exchanges
• Ensure the development and implementation of the MEAL system through piloting, learning and reporting
• Support the project manager in the preparation of service contracts (with implementation partners and stakeholders), and contribute to their compliance.
• Help the project manager ensure effective implementation of the project and, in the event of delegation, help her supervise staff and interventions.
• Contribute to the development of the management system, including monitoring and evaluation, in coordination with the project manager and the MEAL manager, ensuring that the system is functional for project management.
- Knowledge management and sharing
• Contributes to the production, management and sharing of expertise managed by the DDC project
• Contributes to the drafting of the annual report of the Migration for Africa program.
• Participate in creating a knowledge community (Knowledge Management Center) in the field
- Expected skills
This position requires mastery of fundamental Personal, Social and Leadership (CPSL), Technical and Methodological (CTM) and Managerial and Strategic Skills (CMS) skills.
In particular:
- Advanced university education in a child welfare field, preferably in social work or psychology
- At least 15 years of professional experience managing projects with vulnerable children, families or communities
- Very good knowledge of child protection and migration issues for children and young people, as well as stakeholders in West and/or North Africa
- Field experience in one of the two regions of intervention (West Africa and/or North Africa)
- Proven experience in developing, facilitating and delivering training
- Leadership qualities, combined with skills in team building, negotiation, networking and advocacy
- Clear and concise communication
- An ability to work collaboratively in a complex environment and with minimal supervision
- Fluent in French and good knowledge of English

Higher university education in a field related to the theme
- Experience
- Prior experience of at least five years within a reference organization in the field of child protection and/or migration, in a similar position or at least in an expertise/consulting position
- Proven experience as a trainer in themes related to children’s rights, child protection and/or the mobility of children and young people
- Previous professional experience in West Africa in child protection and/or migration, particularly in the context of emergencies and always applying the approach based on children’s rights
- Experience in child rights advocacy
- LANGUAGES
Fluency in written and oral French and English, knowledge of local languages of the region
- IT knowledge
Mastery of IT tools (Office Pack)
