Created in 1979, Action contre la Faim is a non-governmental organization that fights against hunger. Its charter of humanitarian principals- independence, neutrality, non-discrimination, free and direct access to victims, professionalism, transparency – has been part of its identity for more than 40 years. Its mission is to save lives by eliminating hunger through the prevention, detection and treatment of under-nutrition, particularly during and after emergency situations linked to conflicts or natural disasters. Action Against Hunger has been operating in Yemen since 2012, upscaling its emergency activities in 2016 due to the conflict between Al Houthi and the Saudi-led coalition. Yemen is currently facing one of the world’s worst humanitarian crises, with 80% of the population in need of humanitarian aid. Action Against Hunger has responded to multiple large-scale and interconnected emergencies: conflict, famine and a cholera epidemic, using a multisectoral approach (Nutrition & Health, Food Security, WASH and Mental Health programming) and by piloting the country’s first Rapid Response Mechanism alongside UNICEF. Donors supporting these programs are the EU through ECHO and DEVCO, UN agencies (UNICEF, WFP, UNOCHA, UNFPA), GAC, DFID, SIDA and private foundations. Focus is now on providing life-saving quality health and nutrition services, addressing the causes of hunger and undernutrition and promoting evidence-based programming through surveillance, analysis, and advocacy.

ACF is operationally working in 2 bases: Hodeida and Aden, with its coordination team located in Sana’a. The Yemen mission counts 269 national staff and 24 international staff. In Yemen, the security situation is volatile: active frontlines in Hodeidah and Hajjah Governorates; articulated political situation in Aden and an social and economical degradation in the whole country. It is still a very a high risk, deep field situation with highest level of security at all times. Working conditions will be dynamic and demanding. Guesthouse in Sanaa is comfortable ( gym, leisure area with TV).

RESPONSIBILITIES
Under the supervision of the Country Director, you will lead the HR Department of the Yemen mission to ensure the strategic objectives of the mission are met through ensuring the proper functioning of the administrative tasks and through. More precisely:
– Contribute to defining mission strategy
– Supervise the staff administration and payroll for national employees
– Provide for the recruitment and training of all employees and promote career development
– Ensure a coherent organisation of work and establish a policy of compensation and benefits
– Implement collective rules and communicate internally
– Ensure collaboration and coordination in Human Resources with the mission’s partners
– Prevent and manage cases of fraud and corruption
– Manage the HR team and the home staff in capital and be support/technical Managers for HR Managers in the bases.
REQUESTED PROFILE

You hold a degree in Human Resources, Business Administration Management, Social Sciences or Industrial Relation and you have a minimum of 2 years experiences working an International Non-Governmental Organisation (INGO), preferably on a similar position in the field. You have also an experience of providing an HR service to a multi-site operation and experience of delivering and developing training and capacity building and you like to write professional human resources policies, procedures and guidelines. You have your strong analytical skills. Ability and willingness to travel extensively to the field, under sometimes difficult and occasionally insecure circumstances are necessary (including possibly remote management). Knowledge of HOMERE (payroll software) appreciated.
English spoken and writing is compulsory, Arabic would be an asset.

SPECIFIC CONDITIONS / SALARY

– 6 months fixed term contract under French legislation
– Monthly gross salary from 2450 to 2800 EUR upon experience
– Monthly per diem and living allowance: 730$ net, field paid
– Monthly country allowance: 450EUR
– Child allowance: 1500EUR per year per child present in the country of origin (maximum 6000EUR/year)
– 16% of the gross monthly salary for pension insurance reimbursement for non-French citizens
– Transportation and accommodation: Coverage of transportation costs and guest house
– Medical coverage: 100% coverage of health contributions (social security + health insurance) and repatriation insurance
– Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year and 215 EUR at each RnR period
