Mission :

Under the supervision of the Head of the MEAL Department, you will be responsible for the effective management and implementation of the monitoring and evaluation component of all programs and projects, both new and established, providing accountability and ensuring efficiency in project deliverables. The MEAL Manager will ensure plans for monitoring and outcome measurement activities are in place. You will also perform continuous activity monitoring to identify bottlenecks, lessons, and opportunities for programming. You will support project managers with reporting and contribute to the learning process, and will support proper and adequate resource management for the MEAL field team.
More precisely, you will be responsible for the following position:
Ensure the use of MEAL systems for ACF programs at the area level to ensure compliance with donors and ACF MEAL standards, including representation of the organization.
Support the recruitment of the MEAL team at the base, including follow-up with HR.
Ensure proper and timely reporting of MEAL activities, including HR and financial management.
Manage the planning process, the sharing, and coordination of MEAL team tasks.
Validate the analysis of MEAL data of different projects as needed through Excel, SPSS, or other statistical software submitted by M&E officers.
With the support of the Head of the MEAL Department, develop and roll out a user-friendly, purpose-built information management system for the mission, including the implementation of the FCRM at the area level.
Build the capacity of base MEAL staff through trainings, mentorships, and coaching to ensure quality control of monitoring and evaluation activities.
Support the Head of the MEAL Department and the Deputy Head of the MEAL Department to conduct and operationalize MEAL capacity assessments among MEAL and project staff.
Support the Head of the MEAL Department in building the capacity of staff on MEAL-related topics, including training needs assessment.
Ensure compliance with ACF Values & Principles, Gender Equality, Child Protection Sensitivity, and Safeguarding Policies.

Profile:

You hold a Master’s degree in Economics, Social Sciences, Business Administration, Statistics, Demography, or a related subject with previous experience working on humanitarian projects.
You have a minimum of 3 years of previous experience working with NGOs covering multi-sectoral programming in the domain of MEAL.
You have experience in planning and managing surveys, developing and refining data collection tools, and conducting data quality assessments and oversight.
You have knowledge of key evaluation methodologies (qualitative, quantitative, mixed-method, and impact) as well as data collection and analysis methodologies.
You have the ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines.
You are fluent in English (both written and spoken skills). Fluency in Ukrainian is preferred.

Conditions d’emploi

Fixed term contract under French legislation: 6 months
SalaryMonthly gross salary from 2130 to 2475euros upon experience
Reimbursement of the pension insurance for non
French citizens: 16% of the gross monthly salary
Annual salary increase: 6% increase after and each 12 months of continuous contract
Monthly per diem and living allowance: 838euros net, field paid
Monthly country allowance: 450euros
AdvantagesChild allowance: 1500euros per year per child present in the country of origin (maximum 6000euros/year)
Transportation and accommodation: Coverage of transportation costs and guest house
Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees.

Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 euros for each RnR period
