CONTEXT
Santé Sud is an international NGO committed to the right to health for all. Our programs are designed according to a public health methodology based on human rights and gender equality. Since 1984, we have been acting without replacing, by strengthening the capacities of our local partners so that everyone has access to quality care. Our partners are the actors of health systems (public health authorities, primary and reference health services), the local authorities of our intervention regions, civil society organizations committed to the right to health and the populations.
Currently, Santé Sud is leading projects in West Africa, the Maghreb, Madagascar and Mayotte and is deploying its expertise around 4 action themes: Medicalization of rural areas & Community health; Health, sexual and reproductive rights and gender equality; Child health; Fight against priority & neglected diseases.
Since 2012, Santé Sud has been an association of the SOS Group.
MISSION
The medical referent provides expertise in the development and implementation of programs to strengthen human resources and health systems.
1. Southern Health Strategy
– Ensures technical monitoring of technological and programmatic innovations and advances, international and national health ODA policies, health development projects, research, etc.;
– Leads diagnostic work and monitors health issues in countries, in support of country managers;
– Develops the Santé Sud strategy in its various intervention themes (Medicalization of rural areas, Sexual and reproductive health and rights (SRHR), Maternal and child health (MCH), community health, etc.) on the various areas of intervention.
2. Design and implementation of projects
– Provides expertise to field and headquarters teams on issues of prevention and health promotion, improvement of patient pathways, organization of health structures, patient care and quality of care, training of health human resources and/or partner civil society organizations on health issues;
– Supports program and country teams in the design of new projects (technical diagnosis, definition of technical intervention methods and necessary means of implementation, etc.)
– Help to identify the right need for expertise or technical HR in the field (and what profile) based on the objectives of the projects;
– Participates in the recruitment of technical human resources dedicated to projects, at headquarters and in the field;
– Ensures the application of methodologies operationalizing Santé Sud’s intervention strategy in all projects implemented in the field;
– Designs a training/training monitoring methodology and its operational tools (training modules, training materials, pre-post training questionnaires, care protocols, task sheets, procedures to follow, support methods and tools, etc.) for the strengthening of health workers;
– Continuously trains and supports Santé Sud field teams in the implementation of this methodology and the appropriation of its operational tools;
– Supervises all technical missions carried out by health experts involved in the projects;
– Validates the technical content designed by the technical teams in the field and/or by the health experts mobilized;
– Supervises the strengthening of the quality of care of the projects and ensures its consistency with the general management of the projects;
– If necessary, carries out patient pathway diagnoses, status reports in partner health services, and training/training of trainers.
3. Animation of the community of health experts and the link with research stakeholders
– Defines and implements a strategy for mobilizing volunteer experts and service providers;
– Manages the network of volunteer experts and calls on them according to the needs reported by the field and headquarters;
– Manages the volunteer database;
– Leads working groups involving technical experts;
– Contributes to the running of the Scientific Committee in conjunction with Management;
– Organizes training sessions for non-medical staff involved in the programs;
– Contributes to the writing of project summaries or scientific articles;
– Contributes to the animation of partnerships with research stakeholders and hospital centers in particular.
4. Evaluation et capitalisation
– Develops monitoring-evaluation/impact measurement tools (quality of care assessment grids, checklists, etc.) in order to converge quality of care monitoring methodologies for all projects in conjunction with the MEAL manager (Monitoring, Evaluation, Learning, Accountability);
– Ensures monitoring and analysis of results in order to improve the effectiveness and quality of programs;
– Supports the framing and drafting of capitalization documents on project intervention methods and good practices;
– Supports the capitalization and strengthening of existing tools in a logic of harmonization, improvement and replication of tools and practices;
– Supports the management of a library bringing together all the tools and materials developed by Santé Sud on these different projects linked to the strengthening of HRH, the organization of health structures and systems, and health prevention;
– Ensures the dissemination of these tools to all Santé Sud teams, particularly from one country to another.
PROFILE
- Formation :
- Medical or healthcare training (doctor, nurse, midwife, pharmacist, etc.)
- Public health training appreciated
- Project management training appreciated
2. Experience:
- Experience in a healthcare establishment desired at least 3 years
- Experience in designing and managing health development projects desired: at least 3 years
- Experience in service organization (as head of department or health manager) appreciated

CONDITIONS
- Location: Santé Sud headquarters, Marseille 3rd arr. A lot of travel to be expected in the countries of intervention (25% of working time on mission)
- CDI, full time – Executive status
- Expected start date: April 2025 (interviews in February)
- Remuneration: +-39,000 euros per year depending on profile
- Teleworking up to 2 days per week, restaurant card, 19 RTT
