A National Communications Consultant/Agency for Action Against Hunger’s WASH and Livelihoods Programs in Jordan At Action Contre la Faim France

1. Background

Action Against Hunger (ACF) is a leading humanitarian agency working to combat hunger, malnutrition and its determinants in over 45 countries worldwide. 10 years into the Syrian crisis, Jordan remains host to 1.36 million Syrian refugees (83% of whom live among host communities), in addition to over 90,000 refugees largely from Iraq, Yemen, Somalia and Sudan.

Working in Jordan since 2013, ACF has focused its response on WASH, Food Security and Livelihoods, and MHPSS programming for refugees and vulnerable Jordanians, both in camps and host communities. ACF’s 2020-25 country strategy aims to strengthen the resilience of vulnerable people to socio-economic and environmental challenges in Jordan with an emphasis on rural and peri-urban women and youth. As of 2022, ACF has operations across Amman, Irbid, Mafraq, Zarqa and Madaba with over 70 staff.

The proposed consultancy will cover two strategic projects of ACF:

  • The Humanitarian WaSH Master’s Program is an innovative master’s program implemented by ACF in consortium with the German Jordanian University (GJU) with primary funding from UNICEF and BHA. The main objective of the project is to establish a jointly designed, locally-based, and humanitarian-focused WaSH Master’s program to promote efficient, localized and sustainable WaSH programming in the MENA region. The Master’s program has been operational since February 2021, with the first cohort of students expected to graduate in December 2022. A second cohort of students has started the program as of February 2022. S
  • Since 2021, ACF has implemented in partnership with GIZ and the Azraq Municipality, a livelihoods program to improve employment opportunities for vulnerable refugees and host communities in the solid waste management sector. This has included cash for work opportunities through the establishment of a compost unit to support the sustainable management of organic waste, cleaning campaigns in line with national strategies and a sorting at source pilot.

2. Purpose of the Consultancy

This consultancy is located in ACF’s Jordan office in Amman. Reporting directly to the Deputy Director of Programs, and working closely with the Grants and Communication Manger and FSL Program Manager, this position will carry out tasks related to communications, contributing to the clear, coherent and consistent communication of activities carried out through ACF’s WASH and Livelihoods programs.

3. Specific Tasks

The consultant is expected to complete the following tasks over the course and duration of the consultancy:

WASH Masters

  • Conceptualise, develop and package information and promotional materials for the WASH Master’s program for external and donor audiences in order to boost student recruitment and program visibility in the Middle East region
  • Lead in the collection and production of human interest stories, photographs and video clips for ACF’s WASH Masters, using correct donor branding
  • Ensure the development of regular social media posts (once a week) for WASH Masters social media accounts; the content should be innovative, and attractive for the audience to increase the number of followers and interaction on all social media channels in both English and Arabic.
  • Working with GJU’s marketing and IT teams to enhance the existing landing page for the WASH Masters programs through adding new features such as tabs for blogs, testimonials, and videos, emailing list, and photo gallery.
  • Ensure WASH Masters course structure, overview and program registration is presented and available to prospective students (program guidebook developed, course details clearly outlined on website)
  • Develop a mailing list for prospective and interested students of the WASH Master’s program
  • Develop paid marketing strategies for social media channels considering select target demographics and audiences.
  • Implement paid marketing plan across all social media channels as needed, including Facebook, LinkedIn, Instagram, Twitter, or other channels. Report on the effectiveness of the select initiative, with monitoring of feedback
  • Develop a 2023 marketing and communication plan for the WASH Masters program

Livelihoods Program

  1. Lead in the collection and production of human interest stories, photographs and video clips for ACF’s livelihoods program in Azraq, using correct donor branding
  2. Develop social media content for ACF’s Livelihoods program
  3. Timeline and Key Deliverables

Part-time, expected to work between a four-month period, between October 2022 – January 2023

The following deliverables are expected to be submitted:

WASH Masters

  • Promotional materials for student recruitment including leaflets, banners, ad banners, flyers
  • Five human interest stories, with photos
  • At least 30 high quality photographs
  • One WASH Masters video capturing testimonials with professors and students (up to 3 minutes long) for the website; two 15-30 second videos for social media
  • 12 deployment ready, bilingual social media posts using human interest stories, photos, and video clips
  • A marketing and communication plan for 2023
  • Updated course information on the WASH Masters website with an updated landing page
  • A WASH Masters mailing list, with at least two emails sent on the registration dates and processes
  • Course guidebook developed for external printing
  • Paid advertising campaign with 2-4 ads run over 4 months using Facebook, Instagram, Google Ads and Linkedin

Livelihoods Program

  1. 3 human interest stories, with photos
  2. At least 25 high quality photographs
  3. One video capturing cleaning campaigns (between 1-2 minutes)
  4. One video capturing compost production (between 1-2 minutes)
  5. Two 15-30 second videos for social media
  6. 4 deployment ready, bilingual social media posts using human interest stories, photos, and video clips

4. Work Arrangements

Under the supervision of the Deputy Country Director Programs, and in consultation with the Grants and Communication Manager, the consultant is expected work remotely and in person through a field deployment to complete their assignment. The consultant is expected to have access to required photography, videography tools and editing software (preferably Adobe software) with this considered as part of the financial proposal.

Profile of the Consultant:

  • Degree in communications, journalism, or related field. Master’s degree an advantage
  • A minimum of 4 years of professional experience in working in communications, journalism, advocacy, or media within the humanitarian or development sector. Experience in marketing for higher education institutions desirable.
  • Demonstrated experience using cutting edge communication tools and technologies to engage and influence stakeholders
  • Experience in social media strategy planning and digital marketing content creation
  • Proven experience crafting messages in various formats (articles, press releases, websites, photos, info-graphics success stories, blog entries etc.) targeting a variety of audiences
  • Exceptional, proven writing and editing skills (English) and the ability to summarise and repackage technical information in clear, compelling language
  • Proven experience of photography and videography skills, MS office application (Word, Excel, and PowerPoint) and desktop publishing software, knowledge, and skill in graphic design a plus.
  • Fluency in written and spoken English and Arabic is required

5. Selection Criteria and Application Process:

Interested parties are required to submit a technical and financial proposal for the consultancy including the following:

  1. Technical Proposal: CV of the lead consultant; contact details of at least three references; a cover letter setting out how the applicant meets the required profile, and at least three samples of previous work provided (articles, blogs, communications products using software, online platforms and CSM).
  2. Financial Proposal: Inclusive lump-sum offer with the cost breakdown including consultancy fee, domestic travel, and paid advertising requirements.

For evaluation of the consultant, technical qualifications, experience and quality of past work with be weighted at 70%, with the financial proposal weighted at 30% based on the criteria below. A secondary interview will be conducted with preferred consultant prior to final selection.

Technical (70%)

  • Degree in communications, journalism, or related field. Master’s degree an advantage. A minimum of 3 years of professional experience in working in communications, journalism, advocacy, or media within the humanitarian or development sector. (15%)
