WFP’S MANDATE AND INTERVENTIONS IN MADAGASCAR

In Madagascar, WFP supports the government’s efforts through an assistance strategy aimed at responding to the humanitarian emergency, strengthening community resilience and supporting sustainable development efforts. In collaboration with state institutions, non-governmental organizations (NGOs) and partners of the United Nations system, the WFP organizes monetary or in-kind transfers to meet the food needs of families affected by climatic hazards, provides school meals which promote access to education for girls and boys, supports the prevention and treatment of malnutrition, provides technical and financial support to groups of small agricultural producers to improve their production and their access to the market.

ORGANIZATIONAL CONTEXT

The Research, Assessment & Monitoring (RAM) unit aims to carry out monitoring and analysis of food and nutrition security to determine the needs in these sectors and contribute to the planning of WFP activities and to monitor activities in order to to ensure compliance with WFP standards and evaluate the impact of activities. This position aims to provide cross-functional support on all monitoring and evaluation issues, especially in terms of monitoring planning, analysis of qualitative and quantitative data, and support to monitoring partners.

It is expected that the Program Associate – Monitoring and Evaluation will provide specialized support and support the implementation of monitoring and evaluation activities, providing support for regular analyzes of operational data and supporting various other monitoring and evaluation exercises. assessment.

The WFP Monitoring and Evaluation (M&E) system is based on the logical framework defining WFP operations in Madagascar, in this case the different categories of interventions: education, mitigation of the effects of natural disasters, food security and nutrition, responses to emergencies due to natural disasters.

The implementation of the system is based on a certain number of tools and supports, which make it possible to measure indicators and thus meet WFP’s requirements in terms of monitoring and evaluation. It ensures temporal, qualitative and quantitative monitoring of the progress of projects falling within the framework of WFP program activities, from their programming to execution. It also ensures the evaluation of the effects or impacts of food aid programs on target communities. The system thus constitutes an information, monitoring and decision-making tool.

Under the general supervision of the Head of the Sub-Office and the direct supervision of the M&E Officer, the M&E Associate will have the following responsibilities:

MAIN AND SPECIFIC RESPONSIBILITIES OF THE POSITION (Non-exhaustive)

  • Ensure that the system of vulnerability assessment and monitoring and evaluation of WFP operations at the level of the Manankara field office is integrated into the overall monitoring and evaluation strategy of WFP operations in Madagascar and that the procedures and standards are applied in collaboration with other WFP units
  • Ensure the implementation of the monitoring and evaluation plan at the BT level and in collaboration with the RAM unit.
  • In connection with the RAM and the program, ensure the reporting of data from all types of monitoring for all program activities, analyze the data, consolidate the monitoring results and produce reports and presentations;
  • Evaluate the quality of monitoring data, make recommendations to improve and implement them;
  • Support the RAM unit in the design and testing and implementation of all the tools used (PAM and partners).
  • Coordinate with the RAM team and partners cooperating through “third parties” the preparation of monthly monitoring and evaluation plans based on WFP minimum monitoring standards, monitoring the execution of these plans and ensuring that each visit of a project site is sanctioned by a report (observations, actions and recommendations) and the sending of data to the server;
  • Assist the RAM in the implementation of food and nutritional security and targeting surveys as well as baseline, PDM and endline exercises or any other monitoring surveys linked to WFP’s overall strategies;
  • Ensure sharing and capacity building of partners as part of the implementation of monitoring and evaluation at different levels;
  • Assist in the coordination of the SAMS Working Group in collaboration with FAO and any other identified lead partners;
  • Maintain permanent contact with WFP Implementation Partners to ensure the transmission of information on the implementation of activity projects;
  • In collaboration with RAM managers from the Central Office, coordinate the implementation of the ESS, among other things in the planning of monitoring activities in accordance with the Minimum Monitoring Requirements (Development of Monitoring plans);
  • Ensure the implementation and monitoring of recommendations resulting from evaluations and/or technical audit missions within the Program unit at BT level.
  • Perform any other tasks assigned by the supervisor(s).

QUALIFICATIONS AND EXPERIENCE REQUIRED

Education: Secondary school diploma: Agriculture, Political Science, Social Sciences, Economics, Statistics, Nutrition/Health, Environment or other equivalent field.

Experience: Have at least seven (7) years of professional experience including two (02) years in monitoring and evaluation, quantitative and qualitative data analysis, data visualization, database management.

Knowledge of languages : Excellent command of the French language (level C). Intermediate knowledge of English would be an asset (level B).

Computer skills:

  • Requirements for the use of IT tools and data management software
  • Knowledge of R, Stata and/or SPSS or other statistical software, ODK/Kobo Collect required
  • Cartography (ARCGIS, QGIS), Table, Python desired
  • Have a perfect command of IT tools, to work on the Windows operating system, particularly MS Word, MS Excel, MS Access, MS Powerpoint, etc.
  • Having a good command of GIS IT tools would be an asset.

OTHER SPECIFIC POSITION REQUIREMENTS

  • Know the principles of M&E and RBM (results-based management)
  • In-depth knowledge of data format, query languages, and exchange procedures, data processing and analysis while mastering the handling of associated techniques;
  • Know the principle of working with NGOs or United Nations agencies and have knowledge of the rural world;
  • Good ability to analyze food security and nutrition data;
  • Have a very good command of methodology for monitoring and evaluation of multi-sectoral projects/programs (Education / Health & Nutrition of mothers and children / Food Security / Sector analysis)
  • Have proven experience in evaluating the impacts of multisectoral programs and projects;
  • Have skills in training trainers and andragogy.
  • Have a perfect mastery of quantitative and qualitative data analysis tools.
  • Have proven abilities in producing reports and summary notes;
  • Be well organized in the work, in the production of reports, in the classification of files;
  • Have the ability to judge, interpret, analyze and resolve problems;
  • Be able to work with a minimum of supervision, in a team, under pressure and constraints;
  • Be willing to travel frequently in the field and in difficult conditions;
  • Have a sense of confidentiality, initiative and good judgment.
