Context:

Haiti is a country that is very vulnerable to pandemics, due to a fragile and underfunded health
system, poor living conditions with little or no access to clean water and sanitation for a large
part of the population, internal displacement and regrouping of individuals due to conflicts or
natural disasters, as well as a limited surveillance and laboratory system that makes it difficult
to control these diseases.
The World Bank’s Pandemic Fund represents a funding opportunity to strengthen Haiti’s
capacity to prepare for, detect, and respond effectively and sustainably to pandemics (link to

As part of this financing mechanism, the Government of Haiti would like to present a proposal
to strengthen capacities in epidemiological surveillance, laboratory, and health workforce to
improve preparedness, early detection, and ensure rapid response to epidemics.
To this end, the PAHO/WHO office in Haiti is seeking a consultant to write, on behalf of the
Ministry of Public Health and Population of Haiti (MSPP-acronym in French), a proposal as
described in the document “the pandemic fund: first call for proposals” of the World Bank.

The selected consultant will be responsible for writing a complete, clear and compelling
proposal using the funding proposal template provided in the World Bank’s “Annex 2 – Funding
Proposal Template”.

The consultant will be expected to comply with the World Bank’s project financing guidelines,
requirements, and priorities by providing detailed and accurate information on the various
aspects of the proposed project. He/she will need to work closely with the MSPP, the involved
UN agencies, including FAO and PAHO/WHO to ensure that the project is in line with national
and regional priorities.
The consultant will also be expected to ensure regular communication with stakeholders and
report transparently to MSPP and PAHO/WHO in Haiti on the progress of the project writing.

Objectives
General Objective:
The consultant will be responsible for writing a comprehensive project proposal (detailed
project description, rationale, risk and cost analysis, implementation schedule, impact
assessment…) for the Ministry of Public Health and Population of Haiti to strengthen pandemic
preparedness, detection and rapid response.
Within the framework of this financing, priority is given to the following 3 axes:
• Surveillance and early warning;
• Laboratory systems;
• Human resources and capacity of public health and community workers.

Specific Objectives:
The consultant will be required to develop a detailed project proposal that includes the
following:
• A diagnosis of the current situation in Haiti in the 3 areas prioritized in the call for
proposals, including challenges, gaps and opportunities to improve epidemic
preparedness and response;
• An analysis of capacity building needs for the 3 targeted areas;
• A description of the proposed activities to address the identified gaps and to integrate
these improvements into the national and subnational public health system;
• An assessment of the impact and specific expected results on vulnerable populations;
• A proposed monitoring and evaluation plan to track the results and impact of the
project. The monitoring and evaluation framework should include relevant performance
indicators for each specific project objective, as well as a clear methodology for data
collection and analysis;
• An assessment of the costs of the proposed activities with their justifications;
• Monitoring and reporting tools to enable stakeholders to regularly assess project
progress;
• The consultant will also be expected to identify funding opportunities to secure the
requested co-financing.
The project proposal should be aligned with Haiti’s sustainable development goals and national
priorities.
The project proposal should also describe how the proposed project will be maintained and
supported after the World Bank funding ends and how it is sustainable in the long term.

Consultant profile
The successful consultant for this project must have the following qualifications and
experience:
• Solid experience (at least 7 years) in writing funding proposals for development
projects, with relevant experience in health or health systems;
• In-depth knowledge of the World Bank’s development policies and practices, as well
as the Sustainable Development Goals (SDGs);
• Proven experience in the design, implementation, monitoring and evaluation of
development projects;
• Exceptional written communication skills in French or English;
• Strong ability to work independently and meet deadlines;
• A strong ability to collaborate with other stakeholders, including the Haitian government
(Ministry of Public Health and Ministry of Agriculture in particular), UN agencies
(PAHO/WHO and FAO in particular) and any other partner that can contribute to the
development of this proposal;
• Working knowledge of data collection and analysis tools and techniques.

Duration and location of the mission
The anticipated duration of the assignment is 4-6 weeks from the date of contract signing. The
deadline for submission of the proposal is May 13, 2023.
The consultant will be required to spend part of his/her assignment in Haiti in order to work
closely with project stakeholders and to travel to the field.
The time dedicated to the writing of the proposal may, at the request of the consultant, be done
remotely.

Selection criteria
Applicants will be selected based on the following criteria:
• Relevance of experience and qualifications to the assignment;
• Previous experience in writing development project funding proposals;
• In-depth knowledge of World Bank development policies and practices and the SDGs;
• Oral communication skills in French in order to be able to interact with all stakeholders;
• Proven writing skills in French and/or English;
• Competitive financial proposal.

Deliverables
The successful consultant will be required to provide the following deliverables:
• A complete project proposal using the funding proposal template provided in the World
Bank’s “Annex 2 – Funding Proposal Template”;
• A detailed budget for the project using the funding proposal template provided in the
World Bank’s “Annex 2 – Funding Proposal Template”;
• A monitoring and evaluation plan for the project using the funding proposal template
provided in the World Bank’s “Annex 2 – Funding Proposal Template;
• A clear and concise presentation of the project to the relevant stakeholders.
Payment
Payment will be made in three installments according to the following schedule:
• 30% at the signature of the contract;
• 30% after submission of the first draft of the project proposal;
• 40% after submission of the final version of the project proposal validated by the
Ministry of Public Health and Population.
