Assignment :

Under the supervision of the Regional Finance Manager – Middle East Pool, you will provide technical support in financial and accounting management to the countries.

In this context, your missions will be to:
Provide support to the Finance Departments of the countries on the use of the software(s)Support the Finance Department Managers in the preparation of the financial parts of donor reports and in the preparation of the financial parts of project proposals by delegation of the RFR
Travel to the countries of the region in order to carry out its support, advice and control missions
Participate in the preparation and facilitation of training sessions (Spec, Workshop, etc.)
Ensure the quality of the budget management of the countriesControl and validate financial reports according to the delegation scheme
Analyze, control cash flow and requests for transfer of funds to missions according to the delegation scheme
Authorize, on the financial level, Headquarters and Field purchases according to the delegation scheme
Ensure the production of bank signature delegation
Ensure the correct allocation of funds (budget allocation in accordance with the contract, eligibility of expenses and verification of imputations) according to the
delegation scheme
Guarantee the accounting compliance of the countriesCheck the data and write the corrections to be implemented in mission accounting (feedback), and contribute to capitalizing on errors and difficulties encountered
Contribute to the proper performance of audits in conjunction with other stakeholders in the process
Monitor the implementation of ACF procedures and, where appropriate, make recommendations on corrective measures.
Contribute to the action plans of its Region, Operations and to the development of financial management frameworks and policies Actively participate in discussions and work on the definitions and/or revisions of ACF frameworks
Alert and advise the Finance Department on any subject relating to management rules and frameworks
Coordinate with other CFRs and propose improvements

Profile:

You have an accounting degree from a business school, a degree in economics/management or a BTS in accounting with 2 years of experience.
You are able to collect, interpret, sort, analyze and produce summaries of financial data, build and lead training.
You know how to identify and analyze accounting and budgetary issues and formulate recommendations and/or alerts for resolution to the appropriate contacts.
You are proficient in the use of financial software (ideally SAGA and UBW).
You are able to demonstrate tact, flexibility and skill in your relationships with your contacts, patience and understanding towards colleagues working in a crisis environment.
You are responsive and able to quickly switch from one activity and/or theme to another.
You are particularly rigorous and organized in your work and you know how to manage priorities, respect deadlines and ensure regularity in the processing of files.
You are fluent in English, both spoken and written. Knowledge of Arabic, Ukrainian or Russian is a plus!

Employment conditions
Status: Integrated Executive – 6-month fixed-term contract until 03/31/2025 – Full-time
Location: Montreuil (Seine-Saint-Denis)
Remuneration: From 36K to 43K euros gross per year over 13 months depending on experience
Benefits: 21 days of RTT
