THE ACTION AGAINST MINES PROJECT IN SENEGAL

HAMAP-Humanitaire carries out actions in Senegal in partnership with local organizations in order to strengthen their technical and operational capacities. The NGO intervenes mainly in the areas of Mine Action (MCA) and Water, Sanitation and Hygiene (WASH), with an approach focused on training, technical support and institutional strengthening. Activities include education on the risks associated with explosive devices, the establishment of land security systems and the improvement of access to water and sanitation infrastructure for local communities.

JOB RESPONSIBILITIES

The country coordinator is responsible for the proper deployment of activities and the impact of HAMAP’s actions on the ground, while ensuring the link between the organization, partners and beneficiaries. He/she supports the field partner in strengthening its capacities, planning and implementing the project. He/she ensures monitoring, reporting and ensures compliance of the expected results between the headquarters and the partner. Working under the supervision of the person in charge of the project at headquarters, he/she collaborates closely with the field teams, the technical referent in risk education, the support teams at headquarters and the local partner.

Support for the programmatic development of HAMAP-Humanitarian in Senegal

  • Participate in the review of project cycles; strategic thinking, review and
  • the development of periodic budgets and action plans for the program;
  • Monitor and update Senegal’s operational strategic plan in collaboration with the ACM and WASH hubs at headquarters
  • Identify potential new funding opportunities from the field;
  • Support the assembly of the continuation of the current project, and the monitoring of the closure;
  • Potentially support the development of projects;
  • Develop the opportunity for longer-term partnerships with local NGOs

Management and monitoring of ACM projects

  • Actively support the launch of the project with the partner and in agreement with the project manager, monitor operations, ensure coordination with stakeholders
  • Ensure reporting of activities (contractual and internal), according to the SERA system implemented and write the various reports requested by the headquarters team;
  • Manage the project’s field budget in coordination with the technical advisor for support functions and monitor the proper management of the partner’s budget;
  • Participate in the recruitment of the HH field team, write job descriptions, conduct interviews and monitor the contract in conjunction with the Human Resources department;
  • Ensure knowledge and application of safety rules with the entire project team;
  • Participate in the preparation of lessor audits;

Operational support from the local partner

  • Check the proper implementation of activities according to the objectives set, taking into account the logical framework, the budget and the recommendations from the first phase.
  • Propose and implement monitoring tools, the collection, entry and regular analysis of project data; and support the partner in writing monthly reports and reports to the authorities;

Monitoring support and strengthening of organizational capacities

  • Act as a link between support services and operations by organizing coordination meetings;
  • Ensure compliance with the compliance rules imposed by HAMAP-Humanitaire;
  • Ensure strict application of purchasing, human resources and financial monitoring procedures;
  • Identify the organizational and project management capabilities of the implementing partner and help support areas for improvement;
  • Coordinate and implement all capacity building activities of the local partner, in accordance with the established development strategy;
  • Facilitate headquarters missions and possible external consultancies in connection with strengthening the partner’s organizational capacities.

Communication

  • Organize, lead and document coordination meetings with the implementing partner at a specified frequency;
  • Identify existing coordination channels for mine action in
  • Casamance and represent HAMAP-Humanitaire in these discussion spaces
  • Contribute to communication on the project, in conjunction with the communications manager in France, by writing posts and articles

Representation

  • Represent the organization with local partners and authorities.
  • Participate in coordination meetings and liaise with stakeholders.
  • Defend the interests of the project and the organization with donors and local institutions.
  • Maintain regular communication with headquarters and ensure feedback from the field.
  • May be required to participate in the opening of the local office for HAMAP

Other activities

  • Ensure monitoring and follow-up of the geopolitical and humanitarian context to produce timely strategic notes on the project areas.
  • Strengthen the security of partner teams by offering tools (policies, procedures) and developing partnerships that promote the acceptability of the project.
  • Participate in discussions on cross-cutting themes such as gender and ecology.
  • Supervise the EOD technical expert, as well as the finance and logistics manager.

SKILLS AND QUALITIES REQUIRED

Training

Bac +5 in international relations, international project management or other equivalent diploma (Bioforce type training).

Experience

  • 3 to 5 years of experience, including at least 3 years in an equivalent position in an international NGO, and at least 2 years in the field. Experience desired in the West Africa region.

Knowledge skills

  • Knowledge of project engineering and donor requirements (understanding of the logical framework, monitoring of indicators, implementation of monitoring tools, etc.), Interest in project development.
  • Strong ability to adapt, analyze and organize.
  • Excellent writing skills.
  • Rigor, autonomy and sense of responsibility.
  • Ease and taste for working in a team with a strong appetite for interculturality.
  • Fluent French and good command of English appreciated.
