Accountability Coordinator – Somalia / Somaliland Country Office

Role Purpose

The Accountability Coordinator will serve as the technical lead for the development and management of accountability structures and systems for Somalia Country Office. The incumbent will ensure that children and communities we work with are in the program at Somalia Country Office’s response through child-friendly, gender-sensitive, inclusive, accessible and appropriate accountability systems and child participation. The role will also be responsible for rolling out the Country Office accountability strategy through mentoring and/ or capacity building of staff and partners, and ensuring that accountability is built into all stages of the program life cycle.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Contract Duration: One (1) Year with possible extension

Work Location: Mogadishu with 50% travel and support to other SCI Area Offices

Qualifications and Experience

  • Bachelor degree in Social Sciences, Humanitarian studies or other relevant field or equivalent qualification.

Essential

  • Minimum of 5 years progressive humanitarian experience.
  • At least 3 years’ experience of working in REALM with focus on accountability.
  • Advance level of using Word and Excel a plus data visualizations.
  • Experience in developing and working with Access or Excel databases.
  • Good organisational skills, the ability to pay close attention to detail and capable of reporting in a timely manner.
  • Excellent verbal and written communication and relationship building skills.
  • Ability to interact well with people (including children) and proven experience of building strong relationships with community members.
  • A confident, flexible and initiative-taking attitude with the ability to work independently, to be proactive in working with others, a willingness and commitment to work long hours and/or over weekends and to spend considerable amount of time in remote field sites.
  • Strong data analysis skills.
  • Experience in managing Complaints and Response Mechanisms (CRM).
  • Experience in managing electronic databases.
  • Experience in developing data collection tools and reporting formats.
  • Fluent in Somali language and very good knowledge at English.
  • Ability to present complex information in a succinct and compelling manner, and to use innovative forms of communication. Proven capacity to train and coach staff.
  • Commitment to Save the Children values, aims and principles including willingness to abide by and enforce the Child Safeguarding policy.

Desirable

  • Awareness of international accountability standards including core humanitarian standards and a demonstrated commitment to promoting these standards in ways of working and project implementation.
  • Experience of working with an international NGO in Somalia.
  • Experience of social work in local communities.
  • Experience of effectively communicating findings to internal/external stakeholders.
  • Experience in child friendly accountability systems.
  • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.
  • Highly developed cultural awareness and ability to work well in an international and matrix management environment with people from diverse backgrounds and cultures.
