Chemonics seeks an accountant for the ongoing ​USAID​​ FHM Engage project ​in ​Madagascar​. The project aims to improve the availability of key commodities in the private sector by playing a market facilitation role, improve accreditation and quality of private sector services, ensure that consumer markets drive demand, and improve access to hard-to-reach urban and peri- urban populations, including youth, improve leadership through public-private partnerships to facilitate strategic health market decisions and activities that strengthen product and service delivery in the private sector and mobilize financial resources to improve private sector provider capacity, responsiveness, and financial sustainability. The accountant will work in all aspects of accounting and financial management of the project. This position will be based in Antananarivo, Madagascar. He/she will perform and enter the processing of accounting transactions in accordance with general accounting principles and adhere to the procedures of the central field office accounting manual as well as USAID and Chemonics policies, procedures, and regulations. Responsibilities include:

  • Maintain an adequate accounting department, checking the project’s internal control system to ensure that policies and procedures are followed, including:
    • Prepare checks, transfers, receipts and journals
    • Review all accounting documents for accuracy and legitimacy
    • Verify all payments prior to approval by Operations & Finance Manager and/or Chief of Party
    • Data entry of all approved vouchers into ABACUS (Chemonics local office accounting system)
    • Complete and submit monthly bank reconciliations; serve as point of contact for questions and corrections from Grant Thornton and/or HQ.
  • Review copies of all receipts for all expenses submitted to the project.
  • Facilitate the provision of information and documents during audits.
  • Review travel and advance authorization requests and expense reports prior to submission for review by the Operations and Finance Manager and approval by the Chief of Party.
  • Enter all transactions into Chemonics’ accounting software, ABACUS.
  • Review procurement transactions and ensure that all supporting documentation and approvals are accurate and complete before paying supplier.
  • Ensure that all vouchers are in order, correctly completed and accompanied by bank slips/check copies.
  • Ensure proper accounting documentation is maintained for all payment transactions for vouchers, checks and transfer forms, project accounting file system, and tax files.
  • Liaise with the income tax authority and remit employee withholding taxes on a monthly basis. Manage the processing of local taxes for the program if any.
  • Collect and analyze monthly expenditure requirements and prepare monthly transfer requests and submit monthly bank transfer request to Operations and Finance Manager.
  • Prepare monthly bank reconciliations for USD and local currency accounts and verify all deposits and withdrawals.
  • Support the Operations and Finance Manager in reviewing invoices from subcontractors and consultants.
  • Ensure that all transactions comply with USAID rules and regulations.
  • Support the Operations and Finance Manager with other administrative and technical components to manage the project’s financial budgeting and progress of expenditure.
  • Collect and maintain personnel files (staff and consultants) useful for accounting purposes: contracts, leave requests, timesheets, etc.
  • Ensure strict compliance with USAID regulations and Chemonics standard policies and procedures at all times.
  • Contribute to the timely completion of any other financial or contractual tasks assigned by the Operations and Finance Manager or his/her designee, to achieve project goals and objectives.
  • Other duties as assigned.

Qualifications:

  • Bachelor’s degree in accounting, finance or business administration.
  • Minimum of five (5) years’ experience in a full-time accounting position.
  • Must be able to pass an accounting exam administered by Chemonics with a score of 75% or higher.
  • Demonstrated knowledge and understanding of USAID regulations and cost accounting principles.
  • Knowledge of Madagascar’s operating environment, including registration, taxes, and labor laws.
  • Advanced computer skills in MS Office programs, particularly Excel, are required. Experience with QuickBooks or similar accounting software is preferred.
  • Excellent administrative, organizational, written and oral communication skills.
  • Excellent oral and written French is required. Fluency in English and Malagasy is preferred.
