Accounting and Financial Management Officer (CGCF) – Emergency Unit At Doctors Without Borders

Médecins Sans Frontières, an international humanitarian medical association created in 1971, provides medical assistance to populations struggling with crises threatening their survival and is present in around thirty countries.

The financial independence of Médecins Sans Frontières is an inseparable element from its independence of action. The objective of financial transparency is to enable the association to plan, in the medium term, the means enabling it to guarantee the continuity of its action, to preserve the trust placed in it by donors and therefore its financial independence.

As part of a replacement, we are looking for an Accounting and Financial Management Officer (CGCF) – Emergency Unit for our Finance department.

Assignment:

Attached to the financial department, under the hierarchical supervision of the Deputy Field Accounting Manager and under the functional supervision of the Financial Manager of the emergency unit, the Accounting and Financial Management Officer’s mission is to ensure the monitoring of the accounting of the programs assigned to it. Working within the unit, he (she) assists the financial manager in the financial organization of missions.

Main responsibilities:

Supervise program accounting

  • Check the consistency and reliability of accounting records and ensure that accounting and management procedures are followed
  • Ensure the integration of field accounting into headquarters accounting
  • Contribute to the implementation of accounting rules and the adaptation of mission management rules
  • Participate in the accounting audit of missions
  • Participate in closing accounts
  • Ensure all accounting for exploratory missions

Contribute to asset security

  • Assist the Financial Manager of the unit in optimizing the administrative and accounting organization (money management, securing the organizational flows of the accounting teams, optimizing accounting flows) and the financial monitoring of missions (specific analytical or budgetary monitoring )

Provide advice and support

  • Contribute to the evolution and adaptation of the missions’ accounting system under the supervision of the Accounting Department Manager and the Field Management Department Manager
  • Provide technical support to Finance & Human Resources Coordinators and Field Accounting Managers and participate in their training throughout the mission
  • Assist the Financial Manager of the unit in the organization (money security, organization of accounting) and financial monitoring of missions (specific analytical or budgetary monitoring)
  • Take an active part in defining and carrying out administrative, accounting and financial training
  • Participate in field visits as part of team support or “gap filling”

Required profile:

Training

  • DUT / BTS Accounting-Management or Business School.

Experience

  • Professional experience of at least two years in accounting or management.
  • Experience in humanitarian field work highly recommended (MSF experience is a plus).

SKILLS

  • Excellent command of common office software.
  • Knowledge of general accounting software.
  • Know how to implement techniques for analyzing and comparing numerical data.

Languages: Fluent written and spoken English essential (B2 minimum).

Status: Full-time permanent contract. Executive position based in Paris with frequent travel to MSF grounds to be expected.

Terms :

 43.31K gross annual over 13 months. 22 RTT days per year. Additional health care

100% by MSF. Restaurant vouchers with a face value of €11 (60% covered by Doctors

Without limits). 50% coverage of the public transport subscription.
