MISSION
Within the framework of MdM’s actions in Venezuela, the Country Administration will be responsible for the administrative development and administration of the mission, under the framework of the procedures established by Doctors of the World and those established by the donors/financers and regulated by Nacional level.
It will be responsible for the execution, follow-up and financial accounting justification of the projects in execution, and the fiscal obligations and regulations in administration at the national level in coordination with its reference in the country.
GEOGRAPHICAL SCOPE OF INTERVENTION
The position is based in Caracas with frequent travel within the country

FUNCTIONS
Management:
Supervise the contracts, agreements and minutes of commitment related to the obligations and rights of MdM with third parties, with the support of the project coordination;
Apply the MdM regulations regarding resource management, and define and apply local protocols for administrative management;
Manage, monitor and update legal procedures related to the registration and activity of the organization in the country;
Carry out the institutional Representation and participate in forums related to administrative-financial issues.
Finance:
Manage financial resources efficiently.
Carry out accounting, as well as financial monitoring (including cost estimates and treasury forecasts), in order to ensure adequate management control)
Carry out budget formulations and reformulations and project justifications according to the rules established by the financial and internal MdM;
Carry out the compilation and drafting of the economic-financial information for the presentation of management reports.
Human Resources:
Carry out the hiring and administrative support of Human Resources (selection processes, national regulations, regulations);
Manage and supervise Human Resources – training, follow-up of vacations/permissions/working hours.
TRAINING REQUIRED
Required: University degree, preferably in Business/Economic Sciences.
It will be valued: Specific training in humanitarian action and project management with ECHO
EXPERIENCE
It is essential to have at least five years of experience in functions similar to those described, preferably in difficult contexts and in post-emergency, work experience in administration and management of expatriate and local human resources.
REQUIREMENTS
Languages: Essential Spanish C1 and English level B2
Computing: Management of the office package, especially Excel.
