Position : Administration and Finance Officer
Location : Ouagadougou, Burkina Faso
Term : 2-year contract after an initial trial period of 3 months
Start date : September 1, 2023 ( flexible )
Your qualifications
- University license ( preferably in accounting and / or financial management ). Masters an asset.
- 2-5 years of experience in the field of finance / accounting.
- Master of French and English is essential ( spoken, written, and read ). Knowledge of other local languages such as Mooré, Dioula, Fulfulde, Gourmanché, etc. will be an asset.
- Strong organizational skills and time management proven.
- Strong communication skills.
- Excellent computer skills and Internet skills, including specific knowledge of the Microsoft Office ( Outlook, Excel, Word ) suite.
- Pay particular attention to details.
- Initiative to work independently.
- Ability to build relationships with a wide range of people, including government officials, members of other NGOs, religious leaders and believers of other religious traditions.
- Understanding of professional secrecy.
- Ability to be flexible while remaining focused in situations of organizational change while managing a variety of tasks.
- Candidates willing to make a long-term commitment with MCC Burkina Faso are preferred.
- Live and exercise peace and non-violence in daily life.
Description of the post
The worker is under the direct supervision of MCC Burkina Faso Representatives ( Reps ). The function and tasks are as follows:
The worker works closely with MCC Representatives, International Service Workers, and national staff to assist in the financial management and day-to-day administration of the MCC program in Burkina Faso. He / she works in collaboration with the whole team. He participates in the monthly maintenance of the MCC accounting software. He / she participates in the oversight of MCC bank accounts, cash registers, staff cash advances, expense reports, national staff payroll and payment of grants to partners. The worker is present at the MCC offices daily, during normal business hours. He / she is available to greet visitors, answer phone calls, pay bills,
The employee remains aware of MCC deadlines and reporting requirements so that they can answer basic questions or points partners in the appropriate direction for follow-up. Although much of the work can be done during working hours, there may be times when it is necessary to work evenings and weekends. Work outside normal working hours does not result in additional compensation, but compensatory time may be considered on a case-by-case basis.
1.0 Administrative Responsibilities
- Provide logistical support for meetings, travel, visas and purchases of office supplies.
- Assist SW with housing and maintenance related logistics.
- Communicate with partners to organize project visits and meetings.
- Prepare official MCC letters for various purposes including vendor contracts
- Participate and contribute to the orientation of new SWs and SALT / YAMEN as well as supporting cultural adaptation throughout their tenure ( GSL )
- Participate in MCC partner meetings and workshops, especially those related to finance.
- Assist in maintaining office records such as insurance and vehicle documents
- Receive visitors and respond to concerns.
- Monitoring the HR and financial obligations of MCC-BF: in particular by obtaining copies of the relevant laws / decrees and informing the Representatives
1.1 Human resources:
In collaboration with the representatives and the Human Resources coordinator for MCC in Africa, the worker:
- Keeps the rules of procedure up to date ( annual review )
- Respond to questions from national staff relating to the Employee Handbook
- Monitoring of MCC-BF’s HR obligations: in particular by obtaining copies of the relevant laws / decrees and informing the Representatives
- Assist representatives in the rising process to ensure local laws are followed
- Be the focal point for Protection from Sexual Exploitation and Abuse ( PSEA )
- Inform Representatives of Burkinabé laws and regulations that will guide personnel policies and procedures.
2.0 Financial Management Responsibilities
- Prepare all daily financial transactions and very documents ( vouchers ).
- Assist representatives in the preparation and monitoring of the annual budget
- Manage MCC bank account activity on a weekly basis and monitor all account balances.
- Manage MCC cash registers and perform weekly cash counts.
- Prepare cash advances to all SWs for General Living Expenses ( PMR ).
- Prepare cash advances to all national staff members for all expenses related to the work of MCC ( MER ).
- Prepare grant payments to partners
- Assist and very the calculation of CNSS, IUTS, and severance pay for national staff
- Enter all financial data in FASWin.
- Perform monthly reconciliations in FASWin for all bank accounts, cash desks, SW PMRs and national staff MERS.
- Work closely with MCC partners to prepare and review financial reports, as required, following MCC templates. The reports will be saved in the PlanWin database.
- Build the capacity of all MCC partners and strike to maintain strong relationships by providing financial advice, guidance, and advice.
- Ensure the preparation of pay briefs, payment of taxes, contributions to the CNSS, and reports, in accordance with local legislation.
- Ensure financial audits of MCC partners and in regular and periodic financial audits.
- Ensure fraud prevention within MCC-BF and among its partners
Perform other duties as assigned by representatives.
