Administration, Finance and Logistics Delegate in Ouagadougou (Burkina Faso) – reference: 4649

for the mission of the International Aid of the Luxembourg Red Cross ASBL in BURKINA FASO on a 12-month fixed-term contract from October 15, 2024 – renewable – Status: unaccompanied.

The position is based in Ouagadougou with travel to intervention areas , depending on security conditions.

The projects implemented consist of assistance to displaced and/or vulnerable populations in the areas of shelter, water and sanitation and finally, resilience. These projects are currently being implemented with mainly funds from the Luxembourg Ministry of Foreign and European Affairs, the Luxembourg Ministry of the Environment, Climate and Sustainable Development, ECHO funds, Belgian DGD and own funds.

Missions:

Reporting to the Financial Director based in Luxembourg and in close collaboration with the Head of Mission and the Desk Manager, the Administration and Finance Manager contributes to the quality of the administrative and financial functioning of the mission by ensuring the proper management of projects.

Main responsibilities:

Accounting and cash management

  • Accounting Management – Oversee the accounting cycle for the mission
  • Cash Management – ​​ensuring smooth control and management of cash flow

Expenditure Commitment, Budget Control, & Financial Management

  • Commitment of expenditure
  • Project budget monitoring, mission cost control, internal and external audits

Project Financial Cycle Management

  • Prepare project budgets and financial reports in compliance with CRL and donor internal procedures and deadlines

Coordination with the Burkinabe CR in financial matters

  • Ensure good financial management with the CR Burkinabé on our joint projects

Archiving

Human ressources

  • Support the Burkinabe Red Cross in the recruitment and management of local human resources
  • Support the Burkinabe Red Cross in strengthening its skills; Provide staff training in administrative, logistical and accounting procedures

Logistics

  • Support the Burkinabe Red Cross in the logistical management of projects (calls for tender, orders, stock management, supplier management, etc.), ensuring that procedures are respected
  • Support the implementation of the mission’s purchasing plan
  • Support the implementation of procedures and tools necessary for the proper functioning of the mission
  • Ensure compliance with and use of logistics procedures and tools

Management

  • Monitoring and management of the finance assistant and capacity building of the national finance staff dedicated to projects led by

Profile :

  • Higher education in the field of finance
  • 5 years of professional experience, including at least 3 years in a humanitarian mission
  • Experience in remote management is an asset
  • Experience in the field of humanitarian logistics desired
  • Knowledge of SAGA software is a serious asset
  • Knowledge of donors such as MAEE Luxembourgeois and ECHO are serious assets
  • Professional experience within the Red Cross Movement is an asset
  • Excellent oral and written command of the French language. Basic knowledge of English.
  • Mastery of the office pack (Word, Excel, Powerpoint)
  • Category B car driving license
