About the position

Since 2010, MSI SENEGAL, a branch of MSI Reproductive Choices (MSI), has provided voluntary family planning (FP) information and services across Senegal, with a focus on permanent, long-acting methods. (LAPM) to increase method choice and complement existing access and availability of methods in the short term. MSI SENEGAL has quickly become the largest and one of the most specialized family planning and reproductive health organizations in Senegal. Over the past five years, MSI SENEGAL has reached more than 1.3 million women, men, adolescents and youth with high-quality, client-centered voluntary family planning services. In 2023 alone, MSI SENEGAL served more than 700,000 voluntary FP clients, generated more than 474,000 couple-years of protection (CYP), avoided approximately 217,040 unintended pregnancies and 248,318 maternal deaths. We estimate that more than 16% of the total demand for FP in Senegal in 2023 was met by services supported by MSI SENEGAL, thus contributing to the increase in the prevalence rate of modern contraception. MSI SENEGAL’s interventions are specifically designed to meet the needs of the most vulnerable groups, particularly adolescents, people living in poverty, those who have no other access to care, and other marginalized groups, such as people with disabilities and survivors of gender-based violence. In 2023, 10% of MSI SENEGAL customers were under 20 years old and 32.8% under 25 years old. 32.2% lived in multidimensional poverty. MSI SENEGAL differentiates itself from other players in the sector through its customer-centric care, clinical expertise, focus on service delivery at scale, use of evidence to drive continuous improvement and emphasis on ensuring last-mile access to voluntary contraceptives beyond the reach of existing health infrastructure. As a service delivery organization, MSI SENEGAL is well-positioned to gather information from communities, establishments and customers on what works for those who need it most. We currently manage two centers of excellence, located in Dakar and Ziguinchor, 8 mobile outreach teams serving remote rural populations in partnership with government providers, 11 MS Ladies offering voluntary FP and outreach activities in the urban area and peri-urban areas of Dakar, Thiès, Diourbel and Saint Louis, some of them specializing in reaching adolescents in schools and universities,and we provide support to more than 155 public sector facilities through our proven health systems strengthening program. MSI SENEGAL also uses a network of community mobilizers and peer educators to raise awareness of the services. They provide information on sexual and reproductive health using various strategies such as community discussions, focus groups and health lectures in secondary and tertiary schools, and are equipped with awareness-raising tools and aids to employment for family planning. All service delivery channels are supported by MSI SENEGAL’s toll-free telephone contact center (6 431), which provides information on voluntary FP services, client follow-up and referral.

Role and responsibilities

  • Strategic Financial Leadership  : Formulate and implement short and long term financial policies, strategies and plans that will contribute to the development of annual business plans and monthly action plans.
  • Business Planning  : Guide the annual business planning process in partnership with various departments, ensuring consistency with the overall objectives and goals of MSI Senegal and the group.
  • Innovative Revenue Growth:  Develop, recommend and implement innovative ways to increase revenue and reduce costs to improve sustainability. Provide ideas and influence to expand our social enterprise, private and public sector initiatives and drive improvement in key areas of effectiveness.
  • Financial Oversight and Reporting:  Oversee timely and accurate financial reporting by defining and tracking financial metrics that will improve cost efficiency of MSI Senegal operations and advise the SLT (Senior Leadership Team) of the impact on each channel.
  • Risk Management:  Implement ongoing measures to mitigate financial risks, maintaining a robust risk management strategy across the organization.
  • Internal Controls:  Establish a system of internal controls, particularly with respect to banking operations, liquidity, inventory, real estate and other fixed and financial assets, and serve as the contact person with internal audit and external auditors. Carry out periodic inspection visits to service delivery centers.
  • Cash Flow Management:  Oversee a cash flow management and forecasting system to ensure sufficient funds are available to meet program needs and ensure rigorous tracking and control of expenditures as well as a good understanding of program requirements .
  • Inventory Management:  Responsible for inventory management: overseeing forecasting, usage, reconciliation and replenishment and providing timely and accurate monthly and annual reports.
  • Purchasing Management:  Ensuring that purchases are made efficiently and cost-effectively, whilst maintaining high standards of quality and ethics.
  • Compliance and Statutory Requirements  : Ensure that all statutory requirements are met on time.
  • Team Leadership:  Lead and manage OR team members to develop their capabilities and enhance their skills and professional development. Manage the performance of the finance/procurement team by implementing key performance indicators, supervision/coaching, training, evaluation and personal development. Organize the smooth functioning of the team by encouraging versatility and using a backup system for each task.
  • Administration:  Negotiate and control conditions with banks. Ensure compliance with laws, standards and regulations in force applicable to NGOs. Ensure compliance with tax and social security regulations. Ensure the efficiency of the purchasing function and support office expenses. Manage the monitoring of legal and tax files with legal and tax advisors. With the support of legal counsel, ensure that the Senegal office’s contractual agreements comply with the country’s legal requirements.

Targeted specialist skills and experience

SKILLS

You must demonstrate initiative and be able to work with minimal supervision:

  • Systems Proficiency:  Knowledge of financial management systems, appreciation of Sun Systems is desirable. Strong proficiency in Excel and Microsoft 365 resources, with experience using shared online resources such as SharePoint and remote servers….
  • Inventory Management:  Hands-on experience with inventory management systems and processes.
  • Donor Relations:  Knowledge of donor budgeting and reporting requirements is essential.
  • Remote collaboration:  Experience working with geographically distant colleagues.
  • Communication Skills:  Excellent report writing skills. Strong interpersonal skills and ability to communicate at all levels.
  • Excellent oral and written communication skills in French
  • Ability to work in English

Experience

At least ten years of experience in the field of accounting and finance (and five years in the NGO sector).

  • Experience in formulating financial policies and implementing strategies.
  • Experience working with bilateral or multilateral donors (desirable)
  • Experience in team management
    Qualifications
  • Bac+5 level diploma in finance, accounting or auditing
  • Master in economics/management/finance/accounting (mandatory)
  • Professional Qualification/Certification Required – A recognized professional qualification, e.g. CA/ACCA or equivalent.
