Administrative and Financial Director / Secretary General of the OPC Office in Chad At Organization for the Prevention of Blindness

The organization for the prevention of Blindness is creating a high-stakes position to strengthen its team of 6 people in Ndjamena. This is a permanent salaried position under local law.

MISSION :
By delegation of the Director of the OPC Office in Chad, he is the referent and responsible for organizing, piloting and implementing efficient and secure operation of the OPC Office in Chad.
Its essential mission is good legal, administrative, HR, financial, logistics and risk performance, in compliance with the legal requirements in force, contractual commitments with partners and service providers, the rules and objectives set by the OPC headquarters. as well as the needs of programs on the ground.

PROFILE :
Initial higher education in Finance/Accounting required.
Significant experience in a similar position in an international organization, in a managerial position.
Training in project management will also be appreciated.
Excellent knowledge of the oral and written French language.
Good knowledge of the English language essential: need to be autonomous for videoconference meetings, document production.
Computer science: mastery of Pack Office and Sage software. Excellent Excel level.
Ability to lead change, transmit knowledge and good practices, and build positive relationships with the team and with partners.
Excellent organizational, planning, rigor and decision-making skills.
Proactive involvement, constructive spirit and resistance to stress.

CONDITIONS :
Permanent contract under Chadian law.

POSITION :

  • Under the authority of the Director of the OPC Office in Chad.
  • He supervises and supports the Administrative and Financial Manager in her activities, as well as the Logistics/Support Assistant(s).
  • He coordinates closely with the administrative and financial manager of the OPC headquarters in Paris.

RESPONSIBILITIES :

1) ORGANIZE AND COORDINATE WITH THE TEAM, HEADQUARTERS AND PARTNERS ALL SUBJECTS RELATING TO THE PROPER FUNCTIONING OF THE OFFICE
– Compliance with legal, regulatory, social, tax and contractual obligations for all of its activities.
– Strengthening procedures and internal control.
– Development of routines and tools to increase efficiency, reliability, transparency, traceability and sharing of administrative and financial data. Ensure
their proper understanding and application by all staff concerned.
– Strengthening and enriching staff capacities through sharing of experience, transfer of knowledge and training actions on these subjects.
– Circulation of administrative and financial information with headquarters, in particular by producing dashboards allowing the monitoring of relevant indicators.
– Development of the network of administrative and financial contacts with other NGOs and associations active in Chad, with the aim of sharing experiences and mutual assistance.

2) FINANCIAL AND ACCOUNTING MANAGEMENT
– Set up dedicated accounting, in accordance with the SYCEBNL accounting plan, OHADA recommendations, local and international regulations, and integration constraints into the general accounting of the OPC.
– Be responsible for maintaining, internally or externally, the general and analytical accounting of the Office.
– Carry out within the Office the implementation of the comments and recommendations that will be made annually by the external auditors.
– Guarantee the planning and monitoring of the various operating and project budgets in order to have a consolidated budgetary vision.
– Establish working arrangements and be the regular interface with the external auditor, for the closing of accounts, the audit of accounts and the production of mandatory annual reports (donations register, financial report, management report) .
– Check and share monthly the economic and financial management of projects: balance sheet status, expenditure forecasts, financial forecasts for carrying out activities, consistency of figures recorded and disseminated by the various internal and external stakeholders, information and alert if necessary from the Director and the Head of Programs.

5) ADMINISTRATIVE, LEGAL AND HUMAN RESOURCES MANAGEMENT
– Support the Director and Head of Programs in the application of administrative and contractual procedures in the implementation of projects, as well as in bureaucratic procedures with local organizations, authorities and partners .
– Supervise and support the Administrative and Financial Manager for the compliance and quality of human resources management (contracts, job descriptions, remuneration,
taxation, leave, expenses, health insurance, retirement, etc.).
– Contribute to the recruitment, evaluation and skills development of all employees, in particular by strengthening training actions.
– Establish and maintain a register of internal procedures, models and reference documents, contact directories, etc. that are clear, harmonized and shared.
– Organize and supervise the correct paper and electronic archiving of documentation by the personnel concerned.

6) LOGISTICS MANAGEMENT
– Finalize and ensure the implementation by staff of procedures and good practices relating to purchasing, stock and inventory management, vehicles and general logistics.
– Monitor contractual and financial relations with the main suppliers and service providers (insurance, premises, vehicles, services, etc.).
