Description
Based in San Jose, and under the responsibility of the Project Manager in Costa Rica and the agricultural division of Expertise France at headquarters (Paris), and in close collaboration with the Costa Rican partners, the Administrative and Financial Manager of the project will be responsible for the financial and accounting management of the project activities.
In particular, it will perform the following tasks:
Financial and administrative management
- Ensure financial monitoring of the project according to the formats and procedures established by Expertise France;
- Monitor expenses and supplier invoices (tracking, reminders, administrative recording);
- Ensure the conformity of invoices and receipts before payments.
- Prepare payment receipts and payment orders;
- Ensures the transmission of supporting documents to EF headquarters in Paris;
- Checks the commitment documents and compliance with French public procurement rules;
- Prepare and participate in monthly and multi-annual budget planning exercises (forecasting and budgets) in close collaboration with Project Managers, Key Experts and the Executive Director, as well as other Financial Officers of the programme;
- Prepare financial forecasts based on the action plan with the assistance of the Project Manager and Project Assistants;
- Prepare monthly financial reports for Headquarters, Programme Management and the European Commission;
- Monitor contract management and alert on the need for renewals/extensions;
- Advise the Project Leader and Assistant on financial aspects of the contract, TVA or billing issues.
Accounting management
- Organize and coordinate audits;
- Ensure the necessary controls for the reliability of the project’s financial data;
- Ensure the application of payment procedures, as well as good accounting recording practices;
- Check bank and cash journals, including performing random checks;
- Supervise the control of accounting documents;
- Prepare monthly, quarterly and annual accounting closing documents in coordination with Expertise France headquarters;
- Monitor accounting entries (descriptions, accounting codes, analytical codes, reconciliation, exchange rates, etc.) in the available tools: ERP, SAGE and Excel files.
Awarding of contracts and other tasks
- Prepare plans for awarding contracts (studies, hiring of experts, companies, etc.);
- Updating and monitoring the contracts provided for in the award plan, ensuring the transmission of supporting documents to EF headquarters in Paris and using the available tools (SAGE, PLACE etc.);
- If necessary, support and facilitate the procedures to open an EF bank account in Costa Rica;
- Ensure the development and maintenance of a project level filing system together with project managers and project assistants;
Propose and participate in the drafting or improvement of administrative or financial procedures.

Specific professional experience
The profile sought is that of an expert in administrative and financial project management with the following skills:
- Degree in finance and administration;
- At least 4 years of experience in financial and administrative project management;
- Knowledge of the legal and regulatory provisions in force in the country, as well as tax law and corporate law;
- Knowledge of cost accounting, management control and management information technology;
- Experience in the sectors of international cooperation, agricultural and economic development, international technical assistance programs will be a plus;
- Experience with EU funded projects will be an advantage;
- Good knowledge of bank account management mechanisms, cash, payments
- Experience in writing financial reports (with EU type donors will be an advantage);
- Proven experience in leading multi-stakeholder processes and consultations;
- Professional experiences in Costa Rica and/or Latin America;
Qualifications and skills
- Excellent qualities/skills:

– synthesis and writing in Spanish;
- Excellent command of Spanish (written/oral);
- Good command of English is a plus (written/oral);
- Team spirit;
- Organization, autonomy and adaptability;
- Resilience and ability to adapt to unforeseen circumstances.
