Administrative Assistant / First Aid and Pre-Hospital Care Agent At International Committee of the Red Cross

The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent humanitarian organization. Headquartered in Geneva, Switzerland, the ICRC is mandated to provide protection and assistance to victims of armed conflict and other situations of violence, provides humanitarian aid in emergencies and works to promote respect for international humanitarian law and its integration into national legislation. As part of the development of its activities in Haiti, the ICRC is recruiting one (1) candidate for the position below:

Position: Administrative Assistant / First Aid and Pre-Hospital Care Agent

Duty station: Port-au-Prince

Reports to: Health Program Manager

Purpose of the position
The Administrative Assistant / First Aid and Pre-Hospital Care Officer contributes to implementing the overall objectives and those in terms of first aid and pre-hospital care of the Health Department. He/She performs administrative tasks such as monitoring and organizing donations, managing the medical and non-medical stocks of the Health Department, administrative organization of training sessions, compilation of statistics, control and monitoring of activities carried out as well as financial and accounting monitoring within the department, in strict compliance with the ICRC rules on administrative and financial management. He/She also contributes to the preparation and facilitation of first aid training in the field.

Main responsibilities
• Is the Health Department’s focal point for information management and ensures compliance with procedures.
• Ensures that applicable procedures, documentation and agreements are completed, followed and updated on a regular basis.
• Contributes to the preparation of internal presentations and meetings of the Health Department as well as meeting minutes.
• Implements and regularly monitors the Health Department’s financial and budget management tools in collaboration with the Health Programme Manager.
• Manages the Health Department’s medical stocks in the warehouses and on the JDE platform.
• Checks waybills and packing lists received from Logistics to ensure their compliance.
• Closely monitors donations made to health centres, ICRC-supported hospitals and other beneficiaries, and records donation certificates in the dedicated database.
• Ensures the logistical preparation of internal meetings and training, including setting up the room and equipment as well as the technical arrangements necessary for holding conference calls, presentations and videoconferences.
• Prepares and facilitates first aid training sessions in accordance with the pedagogical standards established by the ICRC.
• Draws up the list of participants in the first aid training sessions that he/she (co-)facilitates and records it in the database.
• Contributes to the identification of first aid training needs and to the adaptation of the technical tools of the first aid programme.
• Maintains an up-to-date list of actors active in the field of first aid and pre-hospital care.

Knowledge, experience and minimum criteria required
• University degree or professional qualification in Finance-Accounting or Logistics.
• Minimum two years of experience in a similar field.
• Proficiency in IT tools: excellent knowledge of the Microsoft Office suite (Word. Excel. PowerPoint, Outlook) and search engines.
• Very good practical knowledge of first aid (first aid) with experience in the field of training.
• Very good level of French (spoken and written) and good level of English (spoken and written) required.
• Experience with an international organization would be an advantage.
• Sense of organization, responsibility and priorities
• Ability to take initiatives, analytical skills, methodical and rigorous.
• Ability to work in a multicultural environment, in areas affected by armed violence and sometimes under stress.
• The administrative assistant / First aid and pre-hospital care agent must comply at all times and in all circumstances with a strict obligation of neutrality, independence and impartiality.
