Administrative, Financial and HR Manager PIROPS M/F At French Red Cross

A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 establishments and services in the health, medico-social and training sectors. It also heads 12 regional health and social training institutes.

Its International Operations Directorate (DOI ) is present in around twenty countries, particularly in Africa, the Middle East/Europe and the Indian Ocean and Caribbean region via its Regional Intervention Platforms (PIR). Its areas of intervention are varied: health, water and sanitation, food security and livelihoods, psychosocial support and disaster risk reduction, both in emergency contexts and with a view to recovering populations after a crisis.

Newly created, the South Pacific Ocean Regional Intervention Platform (PIROPS) is the representative delegation of the French Red Cross (CRF) for the Pacific region as well as its operational mechanism for humanitarian action and regional cooperation.

PIROPS helps the populations of the South Pacific in all major disasters and works to develop actions to strengthen the resilience capacities of populations in French territories as well as in the countries and territories of the region.

The South Pacific is an area overexposed to multiple risks (e.g. cyclones, floods, volcanic eruptions, earthquakes and tsunamis), the islands located there are particularly vulnerable due to their size and geographical fragmentation. In fact, this ocean is home to four of the ten countries identified as the most at risk in the world (Vanuatu, the Solomon Islands, Tonga and Papua New Guinea).

PIROPS is implementing the 3 Oceans project in this area, financed by the AFD, which aims to reduce the impact of natural disasters, health crises and the effects of climate change on the populations of the three ocean basins (Indian Ocean, Caribbean and South Pacific) on the themes of risk prevention, disaster preparedness, reconstruction and development.

Function :

Under the authority of the PIROPS Regional Representative, the Administrative, Financial and HR Manager is responsible for:

  • Administrative and financial management: in compliance with local legislation, implementation of procedures, management of financial resources (accounting, treasury, budgets, financial reports, etc.)
  • HR management and monitoring as well as training of its administrative team and partners
  • Organization and participation in the planning of programs and their resources over the budgetary year.

Responsibilities:

Mission #2 – Provide the necessary support to its counterparts in the Partner SNs

Mission #3 – Participation in the implementation of security

Practical information related to the position

SPECIFIC CONTEXT OF THE POSITION:

  1. Regular missions to the area will be necessary
  2. The anchoring of PIROPS in the New Caledonian territory is a specific element to take into account for the success of the redeployment of GRC activities in the area, and more specifically those concerning this territory included in the “3 Oceans” project.
  3. Mobilization during humanitarian emergencies in the area is required
  4. Evening and weekend work is possible during activities carried out with volunteers (training of New Caledonian emergency response teams, for example) or in the event of a disaster in the area.

Training: Training in management control, finance, general administration, management or accounting of the Master’s type from a recognized institution (grande école, business school, university, Bioforce, etc.)

Specific knowledge:

  • Experience or knowledge of the Red Cross movement desired
  • Propensity for teamwork and listening
  • Flexibility, creativity, initiative and adaptability
  • Capacity for analysis and synthesis
  • Strictness in terms of safety rules in a sensitive context

Essential skills and experiences:

  • Experience in managing multicultural teams
  • At least 3 years of experience in humanitarian or solidarity organizations
  • Proficiency in the Office Pack required
  • SAGA Knowledge
  • Good analytical and synthesis skills
  • Good autonomy and ability to work under pressure

Skills and experiences appreciated:

  • Knowledge of the Pacific context would be an asset
  • Knowledge of the procedures of the main donors (AFD, ECHO, EUROPEAID, FEDER)
  • Knowledge of CRF procedures

LANGUAGES

  • Excellent level of French required (spoken and written)
  • Fluent English required (reading, writing and speaking)
